HORACE MANN ELEMENTARY SCHOOL
DESCRIPTION
The Principal, Horace Mann Elementary School, is directly responsible for instructional leadership, academic program success, and the administration, management, and operation of the school. Must have knowledge of the elementary school curriculum. Excellent verbal and written communication skills, and interpersonal skills. Experience working with an ethnically diverse population of families. Applicants must be committed to leading a collaborative school-based management setting.
The Principal, Horace Mann Elementary School, shall coordinate and monitor the school's compliance with Title IX, as well as state civil rights requirements regarding discrimination and harassment based on sex; oversee prevention efforts to avoid Title IX violations from occurring; implement the district's discrimination complaint procedures with respect to sex discrimination and sexual harassment; and participate in investigations regarding complaints alleging discrimination based on sex, including sexual harassment.
QUALIFICATIONS
Credential
Valid California credential authorizing service as a site administrator.
Education
Master's degree required; training in the broad aspects of school administration with emphasis on elementary school administration and curriculum development required.
Experience
Proven record of at least five years of successful teaching experience, preferably at the elementary level. Must have a thorough understanding of elementary school educational concepts, and teaching and learning strategies for elementary school students. Understanding and/or involvement with fiscal and budget planning experience is desirable.
WORK YEAR
Current work year is 210 days, to be worked between July 1 and June 30.
SALARY SCHEDULE
Placement on the Certificated Management Salary Schedule depending on education and management experience. The current seven (7) step annual salary range $120,705.23 to $139,064.80
ESSENTIAL FUNCTIONS
Assists with development and implementation of the Local Control Accountability Plan.
Provides leadership in curriculum, evaluation, and professional development.
Assigns, trains, supervises, and evaluates all certificated and classified staff.
Provides leadership in implementing categorically funded programs according to Federal, State, and District guidelines.

Ensures proper maintenance, operation, and safety of the school facility.
Collaboratively develops and supports professional learning communities.
Builds a school learning community focused on the goal of improving student achievement.
Implements the District-approved program of California State Standards instruction in accordance with the needs of students.
Monitors the instructional program and intervention and services for students with special needs, English learners, and students who are identified as foster-homeless and/or socio-economically disadvantaged.
Leads and collaborates with teachers and staff to ensure the successful inclusion of students with special needs in the least restrictive environment to meet their academic and social-emotional needs.
Participates in the ongoing development and evaluation of the District's instructional program.
Interprets school and District programs, policies, and procedures to students, staff, parents, and community.
Promotes a positive, nurturing environment for staff, students, parents, and community.
Promotes a positive professional image through appropriate actions, effective communication, and appearance.
Provides leadership for the development, implementation, and monitoring of school resources, including site level general and categorical budgets.
Coordinates the school testing and accountability programs.
Provides leadership and supervision for the successful implementation of school programs including dual immersion, visual and performing arts, and Career and Technical Education.
Participates in the development of District policies as a member of the administrative team.
Participates in and makes recommendations regarding the selection and assignment of school personnel.
Supervises and evaluates school personnel within areas of responsibility.
Provides leadership for the application of technology for the library/media center, administrative, and student service functions.
Assigns staff members and delegates the necessary authority to assist the management and operation of the school.
Implements the program of community relations as a means of interpreting and furthering school programs through PTSA, School Site Council, and other school site and community organizations.
Assumes responsibility for a safe and secure campus.
Plans, supervises, and directs all student activities, including the interscholastic/intermural sports programs.
Assumes responsibility for general supervision and discipline of students, including the implementation of Positive Behavior Interventions and Supports (PBIS) and restorative practices.
Maintains responsibility for the extra-curricular activities program.
Is responsible for the school's security and emergency procedures and preparedness plans.
Develops and implements multi-tiered academic interventions to increase student achievement.
Performs other related duties as assigned.
DUTIES RELATING TO TITLE IX
Facilitates the implementation of the district's policies and procedures related to Title IX, sex discrimination, and sexual harassment, and ensures that they are applied consistently across the school.
Regularly reviews building publications to ensure that they include a consistent nondiscrimination statement with all of the necessary protected classes and the name (or title), phone number, and address of the district's Section 504 Coordinator, Title IX/Sex Equity Officer, and Civil Rights Compliance Coordinator and ensures that the school uses effective methods to annually inform all students, parents, and employees about the district's discrimination complaint procedure, such as in staff and student handbooks.
Ensures that the district's sexual harassment policy and copies of the complaint procedure and any related forms are posted and available in each school building to provide to students, parents, staff, and others who allege discrimination or discriminatory harassment.
Provides ongoing support and training to administrators and building-level staff about requirements under state and federal sex discrimination laws (e.g., Title IX), staff responsibilities, complaint procedures, and related district policies and procedures.
Disseminates information and coordinates training for students and/or parents about their rights under state and federal sex discrimination laws, including sexual harassment and the district's complaint procedures.
Participates in the development and implementation of the district's instructional materials policy and bias review criteria with respect to bias pertaining to sex in textbooks and instructional materials and ensures that the district evaluates all textbooks and instructional materials for bias, updates bias review criteria when needed, and participates on the instructional materials committee when appropriate.
Participates in the development and implementation of the school district's process to routinely review disaggregated student discipline data and course and program enrollment data to identify and address potential disparities and systemic barriers based on sex.
Continually monitors school programs, activities, and services (including, but not limited to, Advanced courses, Highly Capable Programs, Career and Technical Education courses, Alternative Learning Experiences, extra-curricular activities, etc.) to ensure that all students are given an equal opportunity to participate without discrimination based on sex.

SUPERVISION
Under the direct supervision of the Executive Director, Elementary Education. Supervises all certificated personnel and those classified personnel directly assigned to the school staff. Other classified personnel assigned to the school by the Nutrition Services Department and other departments are directly supervised by those departments and indirectly supervised by the Principal.
