Role Description
This full-time, on-site position as Planning Division Manager is located in Butte County, CA. The Planning Division Manager, under general direction, will be responsible for plans, organizes, oversees, coordinates, and evaluates the activities, projects, and programs of the Planning Division of the County's Development Services Department; ensures compliance with established statutes, codes, and regulations; manages the effective use of division resources to improve organizational productivity and services provided; serves as a subject matter expert and professional resource to the Director and Assistant Director of Development Services in assigned areas of responsibility; and performs related duties as assigned.
Minimal Qualifications
Education and Experience:
Any combination of training, experience and educational degrees that would provide the required knowledge, skills, and abilities is qualifying. Substitutions will be made on a year for year basis. A typical way to obtain the required qualifications would be:
Bachelor's degree in geography, regional or urban planning, environmental studies, or related field; and
Six (6) years of increasingly responsible professional planning experience, including three (3) years of supervisor experience.
Required Certifications and Licenses:
Must possess a valid US driver's license upon date of application. Must obtain California driver's license following hire date per California DMV regulations
Salary Range:

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
If assigned to Field Operations Division: Equivalent to completion of the twelfth (12th) grade supplemented by college-level coursework and/or specialized technical training in a related field and five (5) years of increasingly responsible experience in water utility or public works maintenance, including two (2) years of supervisory and/or administrative experience. A two-year or four-year college degree is preferred.
If assigned Engineering and Water Quality Division: Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering or a related field and five (5) years of increasingly responsible civil engineering and/or water utility experience, including two (2) years of supervisory experience.
Licenses and Certifications:
* Valid California class C driver's license with satisfactory driving record and automobile insurance.
If assigned to Field Operations:
* Valid Grade III Water Distribution Operator Certificate and Grade II Water Treatment Operator Certificate issued by State Water Resources Control Board (SWRCB).
If assigned to Engineering and Water Quality Division:
* Valid certificate or registration as a Professional Engineer in the State of California.
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City development sites, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required.
