The Grant Administrator operates in a deadline-oriented, fast-paced environment and is an integral member of the VVFS/SOS team. This position reports directly to the Suicide Prevention and Opioid Addiction Services (SOS) Director. The successful candidate will be a dynamic, self-starting individual who enjoys working in a team environment while taking initiative to work independently and collaboratively on a wide variety of administrative duties. The Grant Administrator shall display an aptitude for problem solving, as well as maintain effective attention to details, meeting deadlines and prioritizing competing demands. It is important that the candidate be able to perform these tasks at a high level of accuracy and possess excellent communication and interpersonal skills, including the ability to collaborate successfully with various partner and grant agencies. The Grant Administrator is responsible for the development, organization, and coordination of the SOS programs grants and resources to facilitate organizational effectiveness and efficiency while supporting the SOS Program, program staff and Director. Investigates and prepares appropriate transactions to correct errors. -Acts as a liaison between the granting agency and SOS to communicate and resolve any issues that arise concerning expenditures. -Based on feedback, prepares “what-if” funding scenarios and conducts expenditure forecasting to aid award management throughout the life of the award. -Reconciles cost-share accounts and makes cost-sharing adjustments to reflect appropriate labor distribution or related cost-sharing obligations. -Reviews and approves daily transactions to ensure accuracy within grant, Federal and Non-Federal regulations. Conducts thorough review of all award terms and conditions to ensure compliance. -Serves as a primary point of contact between the granting entity and VVFS administration to ensure that all requirements associated with submission acceptance, conduct of awards, issuance and monitoring of compliance is met. -Provides interpretation of sponsor guidelines and facilitates communications with grant making agency staff when clarifications are needed. -Develops and maintains up-to-date knowledge of Federal, non-Federal grant and contract regulations, with an emphasis on proposal guidelines and systems along with VVFS policies and procedures. -Provides solutions to problems presented and recommends changes to methods or procedures to the SOS Director, based on knowledge of accounting principles and practices. Interprets data and points out trends or deviations. -Excellent computer skills to include Microsoft Office Suite (Word, PowerPoint, Excel, Outlook and Access). This includes both copyediting and content review. **Document Project Management** + Act in the capacity of project manager/lead for medical writing projects, which may entail serving as the primary client contact, negotiating deliverable timelines, and resolving project-related issues. Project management of contractual and financial aspects may only be performed with the guidance of medical writing management. + Serve as the Medical Writing representative on assigned project teams and demonstrate document leadership: communicate content requirements, coordinate and conduct interdepartmental team review of draft and final documents, schedule and lead/facilitate authoring team meetings to agree on expectations, evaluate progress on tasks, identify issues and facilitate resolutions, manage/drive the timeline, and advance document development to approval, according to Parexel or client guidelines/SOPs. Interactive Electronic Technical Manual (IETM) Development & Updates * Update NSAM IETMs to reflect Technology Refresh Hardware changes, including new components, systems, and equipment configurations * Revise IETM content to document NSAM 2.0 graphical user interfaces (GUIs), workflows, and operational procedures * Develop and edit technical content for S1000D-compliant IETMs, ensuring compliance with Navy documentation standards * Create and maintain data modules following S1000D specifications and information architecture * Update technical procedures, maintenance instructions, and troubleshooting guides based on system changes * Ensure IETM content accuracy through collaboration with system engineers, software developers, and subject matter experts Technical Documentation & Content Management * Utilize XML and SGML coding for electronic technical manual conversions, new developments, and updates * Work with content management software to create and publish S1000D IETMs and PDF technical manuals * Maintain and update technical documentation in the Model-Based Product Support (MBPS) database * Access technical manuals and feedback reports in MBPS as a Technical Data Consumer persona * Organize technical content and complete writing assignments according to Navy standards for order, clarity, conciseness, style, and terminology * Maintain records and files of documentation work and revisions in accordance with configuration management procedures Technical Editing & Quality Assurance * Review technical reports, manuals, and documentation for technical accuracy, completeness, and consistency * Edit and format technical documentation to ensure compliance with MIL-STD-31000B and related specifications * Validate technical procedures through review with engineers and operational personnel * Incorporate technical feedback and engineering change notifications into IETM updates * Ensure documentation meets Government quality standards and fleet usability requirements * Review and recommend revisions to improve documentation clarity, accuracy, and effectiveness Stakeholder Collaboration & Support * Interface with NSAM 2.0 engineering team, software developers, and system integrators * Coordinate with Government technical representatives to validate documentation requirements * Participate in technical reviews, engineering meetings, and Integrated Product Team (IPT) sessions * Provide training and technical assistance to end users of content management software and publishing tools * Support documentation working group meetings and provide status updates on IETM development * Respond to fleet feedback and incorporate user experience improvements into documentation Requirements Education: * Bachelor's degree in Technical Communication, English, Journalism, Engineering, Computer Science, or related field Experience: * 3+ years of professional experience in technical writing and editing for complex technical systems * Demonstrated experience with Interactive Electronic Technical Manuals (IETMs) and S1000D documentation standards * Proven experience with XML and SGML coding for electronic technical documentation * Experience using content management systems for technical documentation development and publication Required Skills & Competencies: * Advanced proficiency with XML and SGML markup languages for technical documentation * Strong working knowledge of S1000D specification and data module development * Experience with content management software for IETM creation and publishing * Proficiency with technical documentation tools, including Arbortext, Oxygen XML Editor, or similar applications * Excellent written communication skills with the ability to create clear, accurate technical content * Strong understanding of technical documentation standards, including MIL-STD-31000B * Ability to translate complex technical information into user-friendly documentation * Capable of working with engineers and technical subject matter experts to extract and validate information * Strong attention to detail and commitment to documentation accuracy * Proficiency with Microsoft Office Suite and Adobe Acrobat for documentation review and distribution Industry Certifications: * S1000D Practitioner or Specialist certification * XML/SGML professional certification * Society for Technical Communication (STC) certification * Certified Professional Technical Communicator (CPTC) * Arbortext certification or equivalent content management system certification * Security Clearance: SECRET clearance required * Citizenship: U.S. Citizenship required
