Consultancy: Gender and EiEPC Consultant
Duty Station: Programme Group/Education Section/UNGEI Team
Duration: 1 January 2026 - 30 Nov 2026
Home/ Office Based: Remote
BACKGROUND
Purpose of Activity/ Assignment:
UNICEF's fundamental mission is to uphold the rights of every child, everywhere. Guided by the Convention on the Rights of the Child and the Sustainable Development Goals, the Strategic Plan2026-2029 places equity at the centre of its education work. The education programme offer is designed to ensure that every child and adolescent has access to quality, inclusive, and resilient learning opportunities. It prioritises three key transitions in a child's learning journey: readiness for school, acquisition of foundational and transferable skills, and preparation for life and work. These transitions underpin UNICEF's focus on equitable access, improved learning outcomes, and continuity of education in emergencies and fragile contexts.
Within this framework, gender equality is recognised as both a right and a powerful driver of education system transformation. Girls in particular continue to face barriers that limit their access to and success in education, including discrimination, violence, poverty, and restrictive social norms. Addressing these inequities is essential to achieving sustainable and transformative progress for all children.
As part of this commitment, the United Nations Girls' Education Initiative (UNGEI) was established in 2000. UNGEI catalyses action locally, nationally, regionally, and globally for girls' education and gender equality through education. Its mission is to influence global policy, promote evidence-based solutions, and facilitate the sharing of good practice across contexts. By strengthening cross-sector collaboration and engaging diverse development actors, UNGEI accelerates progress towards gender-transformative education.
UNGEI is a global convener of partners working on gender equality in and through education. These include the UNGEI Partnership, Global Working Group to End School-Related Gender-Based Violence, Partner Coalition to End Gender Stereotypes in Schools, GCI Alliance, Feminist Network for Gender Transformative Education and Transform Education. These platforms consist of civil society organizations, international non-governmental organizations, multilateral organizations, representatives of Ministries of Education, donors, young feminist activists and academia.
The Gender at the Centre Initiative (GCI) is a multistakeholder initiative to promote gender equality in and through education with partner countries in Africa. It is jointly coordinated by UNGEI and IIEP-UNESCO. GCI works with governments, civil society and young feminists to strengthen technical gender capacity, foster political will and support the transformation of harmful gender norms.
This consultancy will provide critical support to an initiative to bridge the gap between the gender equality and Education in Emergencies & Protracted Crises (EiEPC) spaces at global and country level. This will be done by contributing gender in EiEPC expertise to UNGEI's global platforms and advocacy, as well as to the Gender at the Centre Initiative (GCI), and by supporting UNGEI's advisory roles in various fora.
The Global Partnership for Education (GPE) Gender Equality Technical Assistance Initiative (TAI) aims to provide critical technical capacity support to partner countries to meaningfully include gender equality in education sector plans, policies and budgets and hold an inclusive sector dialogue on gender equality in education with all stakeholders (governments, civil society, technical partners, young activists). BACKGROUND
Purpose of Activity/ Assignment:
To document and synthesize lessons learned from UNICEF-World Bank partnerships in fragile and conflictaffected contexts (FCV), focusing on sustaining primary health care systems. The consultant will produce a learning document and agency-specific notes to guide future strategic, operational, and financial cooperation. Scope of Work: Background. While often the World Bank UNICEF partnership is non-financial, collaborating to advance common objectives for maternal and child health outcomes, recently UNICEF and the World Bank have amassed considerable experience over the past several years in helping sustain primary health systems at scale in situations where, for any of a variety of reasons, there has been a breakdown in trust between development partners and national authorities, such that donors feel they cannot directly support national systems. When UNICEF (and others) step forward as an intermediary or ‘third party' for World Bank investment, difficult questions about the value and sustainability of investments are increasingly raised. In several cases, countries programmes face an institutional and/or fiscal cliff justified to safeguard continuity of a basic package of services but less certain on longer-term benefits. In many cases the path, post project is uncertain and/or unclear. Such contexts have demanded shifts in traditional programme models and operational tools adapted to the situation. Currently, there is no specific guidance for country teams on how to adapt programme and operational modalities support roles traditionally played exclusively by the Ministry of Health in a country. The proposed inquiry aims to document lessons learned to provide strategic and technical guidance (both shared and agency specific) to close this gap. Working across mutually agreed themes and guiding questions (see initial draft attached) the consultant will lead a lesson-learned exercise, designing and collecting data from KII and available reports, provide a summary analysis working as closely as possible with WB counterpart. Five countries of primary interest include: Yemen, Afghanistan, South Sudan, Sudan, and Myanmar. Leadership across the following steps are anticipated. 1. Inception period. 4-8 weeks a. Desk review. Collect and review existing documentation, including project design and end points, key reports to highlight common, recurring issues b. Refine the themes and guiding questions from the initial list (below). c. Develop initial list of UNICEF and World Bank key informants for individual and group interviews. 2. Data collection, snowballing. 4-8 weeks a. Conduct and document initial interviews based on inception report/plan b. During interviews, identify additional information that may help to better understand specific themes. c. Briefly document the KII 3. Analysis and report writing 4-6 weeks a. Prepare a draft report, as much as possible working closely with WB counterpart of 20-30 pages (max) plus case studies to illustrate specific themes as useful b.Review draft reporting with UNICEF and wider steering committee c.Finalize report with accompanying powerpoint to deliver to UNICEF/World Bank Leadership and useful as orientation to future project development, design Governance • The consultant will be supervised by Senior Advisor Health in Emergencies. • Engage with wider UNICEF and WB steering committee periodically to receive guidance, suggestions. Consultancy: GBVIMS+ Technical Consultant
Duty Station: Child Protection Team - Programme Group
Duration: 1 February 2026 - 31 December 2027
Home/ Office Based: Remote
BACKGROUND. Purpose of Activity/ Assignment:
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does - in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children's rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life - in its social, political, economic, civic and cultural dimensions - her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society's most disadvantaged citizens - addressing inequity - not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.
Related to this mission, UNICEF is directly involved in addressing gender-based violence (GBV) in some of the world's most intense and complex conflicts and disasters. GBV in its various forms constitutes a global crisis which undermines social and economic progress; as one of the world's greatest human rights violations, GBV must be addressed to ensure universal rights and principles with regard to equality, security, liberty, integrity and dignity of human beings. Addressing gender-based violence in emergencies (GBViE) is recognized as a life-saving measure and an essential component of humanitarian action. UNICEF has made GBViE (prevention, risk mitigation and response) one of its targeted priorities in its Strategic Plan and Gender Equality Action Plan (GEAP) 2026-2029, as well as in the Child Protection Strategy. GBViE contributes to the results under the SP high-level target on violence as well as the Adolescent Girls accelerator. GBViE risk mitigation cuts across all sectors and areas of work in UNICEF's Core Commitments for Children.
Background on GBVIMS Initiative and Primero/GBVIMS+
The Gender Based Violence Information Management System (GBVIMS) was established in 2006 as a groundbreaking interagency initiative designed to address critical gaps in GBV data collection and management in humanitarian settings. Founded by a consortium of agencies including UNFPA, UNHCR, IRC, UNICEF, and IMC, the GBVIMS emerged from a critical need identified by humanitarian donors who began asking implementing organizations fundamental questions about their GBV programming: How many survivors were being helped? What types of GBV were being documented? What trends were emerging from case data?
The initiative has since become the global gold standard for safe and ethical GBV information management in humanitarian contexts. Over nearly two decades, the GBVIMS has overcome key challenges by developing accepted and standardized definitions of GBV; establishing standardized incident reporting forms for data collection; creating data storage systems with robust safeguards for client and service provider anonymity and safety; and providing tools for analysis and use of GBV data to inform service delivery, programming, advocacy, and broader humanitarian response.
The GBVIMS System Components:
Legacy GBVIMS: The original system is a standardized approach designed for GBV incident data collection and sharing, utilizing paper forms and Excel tools to generate reports that inform programming, advocacy, and enhance coordination of GBV prevention and response efforts.
Primero/GBVIMS+: Launched in 2015 following the 2014 evaluation recommendations, this next-generation platform represents a significant technological advancement. Primero is an innovative open-source software system developed collaboratively by IRC, Save the Children, UNFPA, IMC, and Terre des Hommes under UNICEF's leadership. The GBVIMS+ module within Primero builds on decades of lessons learned from the legacy system, offering both online and offline capabilities
Global Reach and Implementation:
As of 2024, the GBVIMS initiative has been deployed across approximately 50 countries, spanning multiple continents and diverse humanitarian contexts:
Over 30 countries have received formal interagency rollout support for either legacy GBVIMS or Primero/GBVIMS+
Nearly 1,000 users globally are currently utilizing Primero/GBVIMS+
In 2023 alone, 184 unique service provider organizations received support (120 NGOs, 60 INGOs, plus government counterparts)
Over 3,300 staff trained on GBV case management across 8 countries
380 personnel certified as GBV Case Management trainers with ongoing coaching
The consultant will support the expansion of the rollouts of Primero/GBVIMS+. Primero is an innovative open-source software system that was developed in 2014 by IRC, Save the Children, UNFPA, IMC and Terre des Hommes under the leadership of UNICEF to enable humanitarian actors to safely and securely collect, store, manage and share data for protection-related incident monitoring and case management. The GBVIMS+ module in Primero was launched in 2015 and builds off decades of lessons learnt from the legacy GBVIMS; a survivor-centred system that utilizes the technological innovation of Primero to manage individual cases and services for GBV survivors. The 'legacy' GBVIMS alongside Primero/GBVIMS+ are the only endorsed tools for GBV information management in humanitarian contexts at the inter-agency level. To date, the GBVIMS+ is rolled out in 11 contexts with near 1000 users globally and growing. In November 2020, the latest iteration of Primero was released - Primero version 2 - with the first inter-agency launch of the GBVIMS+ version 2 in September 2021.
In addition, since 2021, UNICEF has been leading on the inter-agency efforts to roll out Primero/GBVIMS+ into national, government-level structures for greater sustainability. This pioneer initiative is being implemented in Sierra Leone and builds on the gains of the interagency rollouts of Primero/GBVIMS+ in various humanitarian settings. At this stage of implementation, the system deployment still requires, both in humanitarian and government contexts, hands-on guidance and capacity development support to ensure sustainable use.
In response to growing government demand for streamlined and survivor-centred protection services, UNICEF in collaboration with UNHCR and the GBVIMS Steering Committee will support the integration of GBV and CP case management systems through unified instances of the Primero Digital platform (GBVIMS+/CPIMS+). GBVIMS+ and CPIMS+ are a cloud-based case management and information-sharing platform that sets the global gold standard for ethical, survivor-centred GBV and CP data collection and analysis in humanitarian contexts. This approach enhances efficiency, reduces duplication, and ensures safe, ethical, and coordinated management of protection data, including for refugee and host populations. Learning from all components will be documented to support similar efforts beyond this project. During the duration period of the contract, the consultant will support the integration of GBVIMS+ and CPIMS+ as well as Interagency GBVIMS Technical Support as part of the GBVIMS Global Technical Team.
Scope of Work: Under the supervision of the GBViE Specialist, the consultant will be responsible for the following areas of work:
Pilot integrated GBV-CP Primero Instance: Pilot an integrated GBV-CP Primero instance in one country with accompanying documentation and lessons-learnt.

Interagency GBVIMS Technical Support: Support GBVIMS and Primero/GBVIMS+ Ongoing Rollouts as part of the Interagency GBVIMS Technical Team.
System Administration: For existing rollouts of Primero/GBVIMS+ the Consultant will act as the System Administrator and provide level 1 troubleshooting support as needed.

NOTE: The specific deliverables are further outlined in the table below. Due to current funding constraints, payment for deliverables with deadlines between March 2027 and December 2027 (8 deliverables total) will be contingent upon A) availability of funds and B) successful completion of the other 14 deliverables by February 2027.

UNICEF has made GBViE (prevention, risk mitigation and response) one of its targeted priorities in its Strategic Plan and Gender Equality Action Plan 2026-2029, as well as in the Child Protection Strategy.
In 2019, UNICEF's Executive Director issued a call to innovate to fill gaps in accessibility and availability of services at the Oslo Conference on Ending GBV in Emergencies. Since 2020, UNICEF has embarked in developing new technologies for gender-based violence programming. One of these innovative solutions is Laaha, a Virtual Safe Space platform for women and girls. Laaha is also one of UNICEF's gender equality commitments (Beijing +25), in collaboration with other strategic partners.
Safe spaces for women and girls have been established as a key approach for reaching and providing them with key information, links to services, skills-building, peer connection, and support. Yet, access to physical safe spaces is often limited for adolescent girls and women especially during COVID-19. UNICEF has developed an online platform, Laaha, a Virtual Safe Space for them to find GBV and SRH information and services. Since its inception, the Laaha's design and content have been developed using a human-centered design (HCD) methodology. The content modules have been developed based on the information needs and priorities women and adolescent girls have expressed throughout the research phase in the various deployment countries. As of today, Laaha offers a total of 140 modules on SRHR, GBV, mental health and digital literacy and reaches almost 1.5 million women and girls in 13+ languages across 12 countries.
Additional topics and issues are continuously identified by women and adolescent girls and collected by UNICEF with the aim of enriching the content and meeting their information needs. Similarly, the platform content requires contextualization to be adapted to the priorities and/or sensitivities of new deployment contexts. Furthermore, to implement Laaha's scaling strategy, additional resources are required related to monitoring, evaluation and learning as well as mapping approaches to government engagement in Laaha.
This consultancy will help develop a more structured articulation of how technology and technology-facilitated GBV fit within the broader GBViE portfolio, including adapting the GBV risk mitigation approach (generally used with other programmatic sectors in humanitarian response) to technology products. During the period of the contract, the Consultant will support the GBViE workstream to deepen its investment in technology-products like Laaha and articulate a strategy for the use of technology and addressing TFGBV in its programming. More specifically, the consultant will contribute to the development of new modules on SRHR, GBV, mental health and parenting to be adapted for multimedia content, the contextualization of the existing modules for new languages/countries, support the development and implementation of a monitoring, evaluation and learning framework for Laaha, and develop an addendum to the GBViE operation guide that focus on TFGBV and the use of technology in service delivery.
Scope of Work:
Under the supervision of the GBViE Specialist, the consultant will be responsible for the following areas of work (specific deliverables further outlined in the table below):
Support the development of additional content modules to be added on Laaha based on the request from country offices, partners and women and girls and quality control of existing content.
Support monitoring, evaluation and learning for Laaha.
Develop guidance through a consultative process on engagement with governments
Develop an addendum to GBViE Operational Guide on addressing TFGBV and how to safely incorporate technology into UNICEF-supported GBViE programming.
Develop draft brief focused on GBV risk mitigation in technology (in alignment with UNICEF's existing work on GBV risk mitigation in other programmatic sectors).
Develop a facilitator's guide on using Laaha in service delivery.
The consultancy will be home-based with travel to emergency-affected contexts relevant to the above tasks, as feasible
