The Allegheny County Department of Human Services (DHS) is seeking a Data Specialist to support the Office of Equity and Engagement (OEE). This position will play a critical role in advancing DHS's equity priorities by not only delivering data analysis but also fostering collaboration and communication across teams and with leadership.
The ideal candidate will be a mission-driven analyst with strong technical skills, a demonstrated commitment to racial equity and social justice, and the ability to act as a liaison between data teams, equity initiatives, and broader DHS stakeholders. This role combines data expertise with engagement, capacity building, and training to promote equity-centered decision-making and organizational learning.
Essential Duties and Responsibilities
Lead and assist with data inquiries, reports, and special projects in response to internal requests and leadership priorities.
Develop dashboards, visualizations, and other tools to communicate data-driven insights.
Serve as a bridge between OEE and other DHS teams to ensure data projects incorporate equity perspectives and community engagement priorities.
Provide analytic support to OEE-led initiatives, including Employee Resource Group (ERG) inquiries and community engagement strategies.
Assist in building data and analysis capacity within OEE, including developing training materials, facilitating workshops, and supporting staff learning.
Provide training and consultation to staff across DHS on using data in equity-informed ways.
Present data findings and actionable insights to leadership teams across DHS to support informed decision-making and strategic planning.
Contribute to the development and monitoring of equity metrics and benchmarks.

Knowledge, Skills and Abilities
Proficiency in SQL, Tableau, and Excel.
Strong communication skills, including the ability to translate complex data into accessible formats for diverse audiences.
Experience with data cleaning, manipulation, and visualization.
Ability to work independently and collaboratively across teams.
Prior experience working in human services, government, or community-based organizations.
Experience developing or delivering data-related trainings and curriculum development.
Experience in the field of education, especially related to curriculum facilitation or teaching, is highly valued.
Familiarity with data ethics, privacy concerns, and equitable data practices.
Education/Experience Requirements
Bachelor's degree in data science, statistics, public policy, public administration, social sciences, education, or a related field, plus at least 3 years of professional experience in data analytics, including a minimum of 2 years working on equity-related projects; OR
Master's degree in one of the above fields with at least 2 years of experience in data analytics and equity work;
OR
An equivalent combination of education and experience.

Act 33 and 34 clearances.

The approved salary range for this position is $63,000 - $68,000 per year.

This position is assigned to the Office of Equity and Engagement of the Allegheny County Department of Human Services (DHS). The Community Engagement Coordinator plays an integral role in supporting DHS with the implementation of strategies that inform, consult, involve, collaborate and empower community participation.
Essential Duties and Responsibilities
Immediate Duties and Responsibilities
Support most facets of our tabling program, including volunteer recruitment and coordination, acquisition and organizing of tabling supplies and keeping track of event invitations and DHS participation in events such as resource fairs, health fairs, etc.
Work closely with other tabling programs across the agency to guarantee success and non-duplication of tabling services.
Provide support to the mandated board managers by maintaining our Govenda platform, which includes adding and removing members, providing training videos and responding to general questions that might come up related to the platform usability.
Larger Scale Expectations:
Works with supervisors to evaluate program effectiveness and implement recommendations for program enhancement.
The coordinator will develop an understanding of community voice and narrative to complement (or challenge) analytics and data collected.
Seeks out new opportunities and methods of connecting with underrepresented populations.
Applies creativity and innovation in the development of unique opportunities that engage identified groups.
Works with cultural liaisons, staff at partnering organizations, and community leaders to bridge gaps in understanding human services.
Supports and upholds annual organization engagement goals to deepen engagement within neighborhoods, and opportunities for further participation with DHS and its programs, connecting with people and groups who are historically mistrustful of/harmed by systems and will prioritize their experiences, elevating them to leaders and advisors in this office.

Summary The Community and Partnerships Coordinator supports the Office of Children, Youth and Families (OCYF) in strengthening community relationships and increasing awareness, participation, and trust in DHS services. Summary The Child Welfare Equity Practice Consultant is a senior-level practice advisor within the Office of Children, Youth and Families (OCYF). This position provides high-level consultation on child welfare practices through a strong equity lens, helping ensure that services are trauma-informed, inclusive, and culturally responsive for children, youth, and families involved in the child welfare system.
This position plays a key role in supporting and implementing the equity strategies developed by the Department of Human Services' Office of Equity and Engagement (OEE). The consultant works to embed OEE's goals, tools, and direction into OCYF's policies, practices, and casework by offering practice-level insights and recommendations to OCYF leadership.
The consultant does not lead independent equity initiatives but instead functions as a bridge-ensuring that OEE's strategic priorities are integrated into everyday decision-making and service delivery across OCYF.
Essential Duties and Responsibilities
Equity-Centered Case Consultation & Practice Guidance
Provide high-level consultation to OCYF staff and leadership on complex or sensitive cases involving disproportionality, cultural responsiveness, and trauma.
Promote consistent, inclusive, and equitable decision-making aligned with OEE's guidance and DHS equity goals.
Support staff in applying OEE-endorsed tools and frameworks in work with LGBTQIA+ youth, immigrant and refugee families, and other historically underserved groups.
Alignment with DHS Equity Strategy
Serve as the primary liaison between OCYF and OEE, ensuring OCYF's practices are informed by and accountable to DHS's broader equity strategy.
Collaborate with OEE to translate strategic priorities into OCYF practice and support implementation through coaching, consultation, and internal coordination.
Share feedback and observations with OEE to inform ongoing policy and strategy development.
