The CMES Training Plan (trust) is funded by US Flag Shipping Companies contracted with the Marine Engineers' Beneficial Association (MEBA) to provide licensed marine officers and ratings to operate their vessels. The CMES Training Plan Board of Trustees (BOT) provides oversight and management of the Training Plan to ensure compliance with Department of Labor regulations. The BOT is composed of representatives from both employers and labor. CMES's primary focus is training MEBA Members for regulatory training requirements and mariner licensing renewal and upgrading. CMES additionally conducts training for other maritime industry partners, including members of the Armed Forces.

POSITION SUMMARY
The Academic Dean will be responsible for overseeing and managing the day-to-day operational, technical, and organizational matters related to the academic instruction provided at CMES. This includes developing, implementing, and monitoring policies, procedures, and standards to ensure that academic instruction is carried out by qualified instructors with curriculum that is consistent with applicable governing authority requirements.
The Academic Dean must have maritime engineering experience and a good understanding of the requirements of the International Maritime Organization (“IMO”) and the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (“STCW”), and how such requirements apply to maritime training. Maritime instructional experience is preferred but not required, but it is expected that the Academic Dean will have the necessary skills to instruct basic courses.
The Academic Dean position is a working management position that must effectively schedule, direct, and assume overall responsibility for supervision of approximately 45 full time, adjunct and contract instructors. The Academic Dean must effectively set goals for, direct and motivate instructors. The Academic Dean must work closely with curriculum developers to ensure CMES training complies with applicable governing authority requirements. The Academic Dean is also expected to interact professionally with students, employers, professional advisors, and colleagues at all levels both inside and outside CMES.

The Office of Defense Service's Public Defender Unit is seeking a highly motivated, organized, and Bachelors level human service professional for a full-time Forensic Social Specialist (“FSS”) position in the statewide Post Disposition Unit based in the Wilmington office.
The FSS will work as part of an interdisciplinary defense team to assess client needs, gather mitigation materials, coordinate evaluations, and identify appropriate medical and community resources and re-entry plans, to support post-disposition filings, including but not limited to petitions for sentence modification filed under 11
Del. C.
§§ 4214 and 4217, pardon applications, expungement petitions, motions for registry relief, and other post-disposition filings. The FSS will provide comprehensive biopsychosocial assessments and mitigation reports, will coordinate with forensic experts as needed, and will initiate treatment and reentry referrals and planning to support clients being represented by the post-disposition unit.
Essential Functions
Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class:
Conducts interviews with clients, family members, correctional and medical staff, and community treatment providers to gather background information relevant to post-disposition filing.
Prepares detailed mitigation and bio-psychosocial reports summarizing clients' medical, mental health, social, and rehabilitative histories to support post-disposition filing.
Coordinates medical and psychological evaluations and assists attorneys in obtaining and interpreting institutional medical records and treatment summaries.
Identifies and connects clients with community-based treatment, hospice, housing, and reentry programs to ensure continuity of care following release.
Collaborates with Department of Correction staff, institutional clinicians, and reentry specialists to develop release and treatment plans consistent with statutory requirements and public safety.
Provides recommendations for alternative sentencing, supervision, or supportive placement where full release is not immediately appropriate.
Documents all case activity and maintains client files consistent with confidentiality and agency policy.
Serves as a liaison between attorneys, DOC personnel, and experts, ensuring timely communication and compliance with deadlines.
Participates in training, policy development, and data collection to support the growth and evaluation of Delaware's compassionate release framework.
Assists in developing and maintaining community partnerships with health care, behavioral health, housing, and palliative care organizations.
Draft written reports to be used in litigation and/or filings as needed.
Collaborates with the defense team.
Attends Post-Disposition Unit meetings as needed.

A Bachelor's Degree in a human service field

The ability to recognize and analyze problems and recommend practical solutions.
