Position Overview
BLE's Geostructures team is growing quickly, creating a unique opportunity for a motivated leader to help chart its future. The Geostructures GroupLeader serves as a key driver of project excellence, staff development, operational performance, and strategic growth across the service line. This position integrates leadership, project management, financial management, business development, and advanced technical expertise. It is well suited for a versatile professional who communicates effectively, brings deep technical experience, and demonstrates the sound judgment needed to lead teams, manage risk, and represent BLE with professionalism and confidence.
Minimum Requirements
Education: Bachelor's degree in Civil Engineering; Master's degree with a geotechnical/structural emphasis preferred
Licensure: PE required
Experience: 8 to 15+ years in engineering practice with increasing responsibility in project delivery and client management
Certifications: OSHA 10-hour or 30-hour (or ability to obtain); business development or project management training preferred
Other: Participation in BLE's Senior Professional program is required to serve as final reviewer on deliverables, sign contracts, and manage risk on behalf of the firm
Team Leadership and Development
Mentor junior and mid-level staff on project delivery, project management, client service, and execution.
Execute future-leader training initiatives to develop staff leadership core competencies.
Help direct the growth of the geostructural service line by identifying strategic opportunities and supporting the team's technical and geographic expansion.
Client Relationship Management
Act as primary point of contact for key clients and active pursuits.
Maintain strong client relationships and ensure alignment on project goals, scope, and expectations.
Lead meetings and prepare client-focused deliverables, proposals, and clarifications.
Quality Control and Assurance
Serve as final reviewer for calculations, drawings, and reports where authorized.
Ensure conformance with BLE standards and mitigate risk through internal QA/QC.
Lead QA/QC efforts across project teams and provide oversight on critical deliverables.
Project Planning and Scheduling
Define project scopes, budgets, and schedules with input from technical staff.
Track progress toward key milestones and adjust resources as needed.
Ensure alignment between team workloads, deadlines, and client priorities.
Risk Management and Compliance
Manage contractual and technical risk on behalf of BLE, including errors and omissions.
Ensure compliance with codes, standards, contracts, and safety expectations.
Support field efforts to validate design assumptions and confirm conformance with the design intent.
Cross-Functional Collaboration
Coordinate with BLE's geotechnical, CMT, and environmental teams to deliver integrated services.
Facilitate translation of recommendations into coordinated design packages.
Support early-phase collaboration and team alignment across disciplines.
Contracts and Vendor Management
Oversee submittals and shop drawings from specialty contractors and vendors.
Coordinate technical clarifications and change documentation between BLE and external teams.
Evaluate qualifications of systems, suppliers, and specialty vendors on complex projects.
Business Development
Lead proposal efforts, develop scopes and budgets, and support pursuit strategy.
Maintain awareness of client needs and identify opportunities for follow-up work.
Represent BLE at client meetings, industry events, and professional organizations.
Performance Analytics
Track department and project level financials, performance metrics, and backlog forecasts.
Support optimization of workflows, tools, and delivery processes.

Work with various stakeholders, vendors, and other support groups to develop hardware, software, and configuration standards and supporting policies and procedures for OT/IoT lifecycle management.

Collect and maintain an asset inventory of all OT/IoT-related systems spanning the full lifecycle.

Develop documentation as required to execute SCADA/EMCS work and illustrate full functionality with completion of work and testing.

Troubleshoot and diagnose all forms of errors and inconsistencies with endpoint devices and integration into SCADA environments.

Track vulnerabilities and apply patches to systems and/or devices on a regularly established schedule.
6.
Track, apply, and document password updates for applicable OT/IoT devices.

Coordinate closely with site operations and other relevant teams to communicate any potential disruptions to normal operations.

Respond to unplanned disruptions in a timely manner to help resolve issues relating to OT/IoT. Some OT/IoT administration may be done remotely while some may require travel to various LM sites across the US.
9.
Support the integrity of the System Security Plan, creating Corrective Action Plans for issues identified and all supporting processes.
10.
Provide guidance and support in the ongoing upkeep of the SCADA/EMCS systems.
11.
Verify accuracy of data and equipment, metering values, alarm points, etc. often working with other SME's to identify and establish standards for specific systems.
12.
Serve as the primary point of contact for inquiries regarding new and existing OT/IoT and participate in project planning and execution for projects involving OT/IoT.
13.
Deploy and maintain technology compliant with Federal cybersecurity requirements such as NIST and ISA/IEC 62443 where technically feasible.
14.
Perform cyber risk assessments for OT/IoT technologies not technically feasible of being compliant with Federal cybersecurity requirements.
15.
Coordinate and schedule field work needed to install and keep equipment operational.
16.
Participate in training or continuing education activities to stay abreast of industry advances.
17.

National Youth Advocate Program is seeking a Foster Care Team Lead to cover both Wheeling and Parkersburg.
Candidate can be based out of Wheeling or Parkersburg and will cover both regions.
Candidate must hold one of the following: LSW, LGSW, or LCSW
Compensation starting at $48,000.00
Position Summary
This position works to make a meaningful difference in the lives of the children and families served. This position works closely with youth, family, foster parents, and community partners, providing advocacy and support toward the ultimate goal of living safely and successfully in the community. Provides mentoring, case consultation and support to employees within assigned department or program.
Shift Hours: Monday - Friday, 9a - 5p; occasional evenings and weekends and on call as necessary.

Responsibilities
The Team Leader will perform duties including, but not limited to:
Actively supports, represents, and extends the mission, vision, and values of the organization.
Provides mentoring, case consultation, and support to program staff on a daily basis.
Travels as needed, to provide and support the provision of services to, and on behalf of, youth and families in compliance with organizational, contract, and regulatory requirements.
Completes all required documentation in a timely manner.
Completes all required training in a timely manner.
Coordinates, facilitates and monitors services for the youth and families in the community, including but not limited to, mental health, medical, educational, psychological, vocational, independent living, crisis, and social services.
Works with program staff to assure consistent progress and success on written plan goals.
Establishes and maintains strong relationship with assigned foster parents and families of origin.
Supports and assists program staff in family reunification and/or stabilization efforts with the youth's primary family or other permanent living arrangement consistent with the youth's case plan.
Guides and supports program staff safety assessment, crisis response, and behavioral stabilization services as required to assure safety and stability for youth served.
Participates in the Continuous Quality Improvement activities on a monthly/quarterly basis.
Actively participates in the regular supervision process.
Minimum Qualifications
Degree in social work, or comparable human services field, from an accredited institution, Master's degree preferred.
LSW, LGSW or LCSW required.
2 years of experience working in direct service with youth and families required.
Must demonstrate a sincere commitment to the service and advocacy for youth and families
A valid professional license as required and acceptable by state or contract regulations.
Must have a valid driver's license, reliable transportation, automotive insurance, and a good driving record.
Proficient use of desktop and laptop computers, smartphones and tablets, printers, fax machines and photocopiers as well as software including word processing, spreadsheet and database programs.

Essential Duties:
Adhere to all company policies and procedures which include IATF, ISO, ISMS, TISAX, QMS, and Safety related policies.
