Clerks in the Washington DC office reported to the Commissioner of Pensions, a presidentially appointed position created by Congress in 1833.
In 1930, Congress decided to consolidate all Veterans benefits and services in a single federal agency, the Veterans Administration.
To increase efficiency and better manage its workload, VA carried out an internal reorganization in 1953 that led to the establishment of the Department of Veterans Benefits, the direct forerunner of the Veterans Benefits Administration.
The Texas Employees Group Benefits Program (GBP), formerly the Texas Employees Uniform Group Insurance Program, began September 1, 1976.
HMOs were first offered in the GBP on September 1, 1977.
Participating HMOs were first required to offer standardized benefits on September 1, 1989.

Since September 1, 2012, there is an administrative fee of $12 per TexFlex Program Account.
As of August 2013, the number of participants in the DHMO plan is approximately 147,361, which includes employees, retirees and their dependents.
As of September 1, 2014, the State will begin offering a Dental Discount Program.
