Orchards Plaza is an affordable apartment community located in McMinnville, OR with 60 units.
The Community Manager will work to ensure that the property meets all ownership goals and objectives, enforce Guardian Management policies and procedures, and to adhere to Fair Housing and Landlord Tenant Laws at all times. A Community Manager is responsible for supervision of other property staff and vendors to provide outstanding customer service to the residents, maintain excellent curb appeal, provide well-timed and proactive property maintenance, safeguard the good financial health and stability of the property, confirm timely compliance with all government and property program requirements, and complete all required paperwork and reports on time.

Accurately record time worked, adhere to time keeping guidelines including approving site staff time records on a daily basis.
Administer leasing efforts including reviewing tenant billings, analyzing lease clauses, preparing vacancy reports, enforcing tenant compliance and performing landlord obligations.
Identify leasing prospects and occasionally respond to routine leasing inquiries.
Collect delinquent accounts according to legal guidelines and communicate with accounting department to ensure accuracy of rent roll and accounts receivable.
Work with Portfolio Manager to identify, engage and supervise property vendors.
Approve invoices for all goods/services required to maintain the property's upkeep to company and owner standards and in accordance with property's budget.
Liaison with corporate departments to provide a team approach to the management of the property.
Establish and maintain collaborative working relationships between departments and with coworkers. Prepare and lead all site staff meetings, including monthly safety meetings, and document meeting minutes to submit to the corporate office.

What we're looking for:
Effective leadership, organizational, and conflict resolution skills
2 or more years in an office environment, preferably in community management or similar experience
2-3 years of industry experience in a Community Manager or Assistant Community Manager role is preferred
Ability to communicate effectively both orally and in writing. Must have excellent telephone etiquette, with a commitment to the highest customer service possible

POSITION SUMMARY:
The Assistant Property Manager is responsible for assisting the Property Manager with managing a property (or group of properties) and fulfilling the manager's obligations under the property's management agreement. The Assistant Property Manager will support the property manager with the budget development, preparation of monthly operating reports and client deliverables, tenant billings, collection of rent, processing of property payables, lease abstracting and administration.
It is also the responsibility of the Assistant Property Manager not only to exhibit legendary customer service when communicating with tenants, prospective tenants, owners, and vendors but also to focus on productivity and results.
ESSENTIAL JOB FUNCTIONS
* Assist with the activities associated with a property or group of properties.
* Assist with all lease administration duties.
* Supervise vendors (landscaping, janitorial, etc.) and maintenance staff.
* Perform regular property inspections and complete inspection report. Recommends alterations, maintenance and reconditioning as necessary.
* Assist Property Manager with the development and controlling of operating and capital budget.
* Assist Property Manager in preparation of monthly reports for owners.
* Work with the Property Manager to coordinate tenant improvement and capital projects.
* Respond to tenant needs, ensuring that administrative and building technical staff resolve problems promptly. Ensures services are provided in compliance with policies, procedures, regulations and contractual obligations and standards.
* Represent and communicate clearly and accurately, in person, over the phone, and in writing the authority of the Property Manager based on legal agreements in effect and TW policies.
* Initiate and execute day-to-day operational procedures.
* Assist the Property Manager in order to initiate, contract, and administer all necessary services to maintain and enhance the value, operating efficiency, and physical appearance of the property.
* Prepare all Service Agreement and Construction Agreement documents (including work authorizations, addendum's, amendments and contract approval forms).
* Track and maintain Energy Star benchmarking data so information is current and accurate.
* Conduct tenant training meetings to improve building efficiencies.
* Maintain ongoing tenant contact/relations program to constantly assess needs and help assure the problems are being resolved and are to the satisfaction of the tenants and owners.
* Resolve problems to the mutual benefit of the tenant and the owner.
* Implement and monitor tenant needs assessments.
* Administer all leases to assure compliance with provisions/agreement.
* Determine and execute on timely basis escalations, reconciliations, and rent collections.
* Maintain current certificates of insurance for all tenants; ensure coverage complies with lease requirements.
* Show space to prospective tenants (requires real estate license where required by state).
* Communicate clearly and on a timely basis with project accounting personnel using and/or providing the appropriate documentation.
* Prepare monthly ownership reporting (including variance reports, executive summaries, aging reports, etc.).
* Manage and coordinate day-to-day financial transactions including accounts receivables, accounts payable, collection of rents and charges.
* Maintain compliance with all TW personnel policies and procedures.
* Miscellaneous duties or projects as assigned by the property manager.
POSITION REQUIREMENTS
* A bachelor's degree in Business Management, Finance, Accounting, or a Human Resource Management related discipline.
* RPA designation in progress preferred.
* Possess Real Estate License where required by state law.
* A minimum 3 years of property management experience, preferably in commercial /Class A Office management.
* Must have intermediate to advanced MS 365 Word, Excel and Outlook proficiencies.

Position Overview: Are you ready to be a pivotal part of fostering thriving communities? Your Impact:
Leasing:
Conduct regular market studies and make recommendations on marketing activities to increase occupancy.
Utilize Knock for prospect management, meeting internal benchmarks for engagement.
Answer inquiry calls, pre-screening for eligibility, and determine units for which applicants qualify.
Keep calendars up to date for prospect tours; schedule and conduct application intake appointments for prospects.
Assist with all aspects of processing applications, including but not limited to employment and asset verifications, case management collaboration, subsidy inspections, etc.
Communicate and coordinate the applicant's move-in date, time, and move-in costs. Prepare and complete move-in lease documents, collect move-in payments, and establish resident accounts in property management software. Set up SCL accounts and ensure welcome bags are in the unit.
Initiate contact with external referral agencies regarding vacancies, assist with the client application process, and communicate residency issues with current clients.
Audit all new and current lease agreements and resident files for accuracy.
Recertifications:
Coordinate and facilitate the annual recertification process, including attending regular meetings with compliance specialists on the status.
Issue monthly notices, and issue a legal notice at the 60-day mark for non-compliant residents.
Resident Relations:
Receive and enter work orders; assist the PM with ensuring work orders are being completed on time and residents are being kept informed of the status.
Assist residents with SHA paperwork, reviewing for accuracy before submitting to SHA on their behalf.
Assist with generating and posting notices to residents for inspections/ work to occur in units.
Assist with annual housekeeping and funding inspections.
Office/Property Manager Support:
Keep all resident contact information up to date in Yardi (resident contact, parking information, etc.)
Filing and tenant file maintenance.
Cover responsibilities such as assisting in posting rents in Yardi and working with the Regional Manager on issuing legal notices when the Property Manager is out.
Perform all aspects of responding to Pest Control issues.
Other Responsibilities:

The day-to-day: The Assistant Property Manager is a process-oriented individual passionate about customer service, attention to detail, and leadership. The manager will work closely with the maintenance, leasing, and resident services teams to foster a welcoming, well-maintained, and supportive living environment for all residents.
Duties and Responsibilities
Property Management
Oversee all aspects of daily operations for the Dogwood Apartments, including leasing, resident relations, and facilities management.
Ensure compliance with federal, state, and local housing regulations, including HUD and LIHTC requirements.
Prepare and manage budgets, ensuring the financial health of the property by controlling expenses and maximizing occupancy.
Oversee maintenance staff and coordinate with vendors for repairs, renovations, and preventative maintenance to ensure the property is safe and well-maintained.
Conduct regular inspections of the property, common areas, and individual units to ensure compliance with safety, cleanliness, and housing standards.
Review and approve purchase orders, invoices, and other financial documents related to property operations.
Leasing and Occupancy
Manage leasing activities, including marketing available units, conducting tours, and processing applications.

Qualifications
Education and Experience

Experience managing budgets, financial reporting, and property operations.
