As a trusted advisor, you'll help ensure taxpayer dollars are spent wisely while supporting the mission of national defense. In this role, you'll play a critical part in managing and controlling program costs for cutting-edge Information Technology (IT) and/or weapon system acquisitions throughout their entire lifecycle. Your expertise will directly support strategic decision-making and ensure the success of high-visibility defense programs. Develop a wide range of cost analysis products, including: Life Cycle Cost Estimates (LCCEs) Economic Analyses (EAs) Business Case Analyses (BCAs) Analyses of Alternatives (AoAs) What-if Analyses Rough Order of Magnitudes (ROMs) Collaborate closely with Air Force program managers, engineering Leads, contracting officers, and budget analysts Provide expert cost advice and insights to senior government leadership Contribute to a culture of excellence by applying industry best practices and thought leadership in cost estimating What You Will Need: An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance Bachelor's degree; FOUR (4) years of additional professional experience in lieu of Bachelor's FIVE (5) years of experience with cost estimation, data analytics, statistical analysis, or Excel spreadsheets Experience with Air Force Program Office or other DoD programs What Would Be Nice To Have: Certified Cost Estimator/Analyst (CCEA) (or ability to obtain CCEA) via International Cost Estimating and Analysis Association (ICEAA) or equivalent recognized certification authority is highly desired. Demonstrated expertise in the use of the entire suite of Microsoft Office programs (SharePoint, Outlook, PowerPoint, Excel, Access, One Note, etc.) Additional relevant certifications and training such as Defense Acquisition Workforce Improvement Act (DAWIA) Level 1+, Certified Defense Financial Manager (CDFM), Project Management, and Lean Six Sigma and similar process improvement techniques are also desired. Experience producing cost estimates in both traditional and agile software development environments; commercial versus organic (DoD) development solutions; and efforts to shift program sustainment and development into a Cloud environment are desired. Additionally, a general or integrated perspective and/or experience in DoD acquisition, financial management, and cost analysis is desired. Experience using the following cost estimating tools is desired: ACEIT (Automated Cost Estimating Integrated Tool) SEER-SEM (Software Evaluation and Estimation of Resources - Software Estimating Model) Crystal Ball TruePlanning The annual salary range for this position is $89,000.00-$148,000.00. This position will work closely with Engineering to gain a high level of understanding of the preliminary design. Requirements Normally requires a 4 year degree in Construction Management, Estimating, or a related field and at least 7 - 9 years' experience in estimating large more complex construction projects working with a team OR 10-15 years equivalent estimating experience. Ensure accurate quantities of materials needed and the pricing of these materials in a specific discipline and section of a project to realistically predict the cost to construct. Complete estimates in a timely fashion to allow adequate review by superiors. At this level the estimator must be cognizant of changes in the scope of work and account for any changes that may affect the estimate. Re-evaluate cost estimates throughout the design phase of a project and prepare change orders of items in the Estimator's discipline to account for scope of work changes. Coordinate his/her section of the estimate with other disciplines to ensure all elements of the estimate are accounted for. Obtain applicable labor rates and quotations for materials and systems to establish and accurate estimate.
