For more than four decades, Gulf Coast Community Services Association has been on the front lines of the battlefield to reduce poverty and build economic independence in Harris County. Under the presidency of Lyndon B. Johnson, the Economic Opportunity Act was created authorizing the establishment of Community Action Agencies to combat poverty related conditions. In 1964, the Houston Action for Youth organization began operation and the following year the Houston-Harris County Economic Opportunity Organization was formed. In 1967, these two organizations were merged to become the Harris County Community Action Association, predecessor of today's Gulf Coast Community Services Association (GCCSA). GCCSA has a rich history within Harris County, serving as an advocate for historically-underserved communities. GCCSA exist to strengthen the educational, social, and economic well-being of children and families as they move toward independence and self-sufficiency. GCCSA's organizational intent is to earn confidence from the citizens of Harris County so that GCCSA becomes the exemplary model for social services and community leadership.
