Incumbent serves as Applications Administrator for Information System Services, responsible for managing, maintaining, and supporting enterprise applications to ensure optimal performance, security, and availability. This role involves configuring applications, troubleshooting issues, performing upgrades, and collaborating with internal teams and vendors to deliver reliable solutions that meet business needs. DUTIES: Manages and provides oversight to assigned enterprise software systems, implementing and upgrading enterprise software systems and customizations needed to meet department needs. Plans, designs, implements, supports, and maintains mission-critical enterprise software systems, monitoring performance of applications and serving as subject matter expert for applications. Assists in day-to-day management and oversight of Microsoft SQL, Oracle, and other database applications. Serves as liaison with user agencies and software vendors. Serves as a clearinghouse for issues, complaints, and enhancement requests, and provides a point of contact for vendors and end-user agencies. Troubleshoots, reports, and maintains documentation of reported software issues to vendors. Maintains user accounts and assigns appropriate permissions to enterprise systems, creating and maintaining permission templates. Assists in software upgrades by serving as interface between business users, vendors, and departments. Reviews software documentation for changes and enhancements and provides recommendations to departments on software upgrades and enhancements. Provides technical support to enterprise systems users as needed, including receiving and responding to calls for assistance, identifying/researching problems, providing assistance and instruction, making minor repairs, or contacting appropriate vendor technical support providers as needed. Maintains daily log and other required documentation of backups and work performed on various enterprise systems. Creates, administers, and provides training for county-wide enterprise software systems. Creates and develops database reports as required. Periodically attends job-related conferences, trainings, and group meetings. Performs related duties as assigned. I. JOB REQUIREMENTS: Baccalaureate Degree in computer science or related field, and a minimum of five (5) years of increasingly responsible, relevant experience, or equivalent combination of education and experience. Knowledge of Microsoft SQL Server or Oracle database administration with ability to create database reports using SQL scripting language and other relevant integration tools. General knowledge of property assessment and billing of property taxes preferred. Ability to make practical application of standard principles of systems administration, including policies, protocol, procedures, and resources to increase user productivity and quality of services. Ability to read and interpret various technical manuals and documents, and plan, implement, and coordinate technical and administrative programs. PERSONAL WORK RELATIONSHIPS: Incumbent maintains frequent contact with co-workers, other County departments, and software/ hardware technical support personnel for purposes of exchanging information and providing training and assistance. Incumbent reports directly to the Database Administrator. V. PHYSICAL EFFORT AND WORK ENVIRONMENT: Incumbent performs duties in a standard office environment involving sitting for long periods, sitting and walking at will, keyboarding, hearing sounds/communication, lifting/carrying objects weighing less than 25 pounds, and speaking clearly. Incumbent occasionally works extended, evening and/or weekend hours, and occasionally travels out of town for training/seminars/meetings, sometimes overnight. Investigates complaints of illegal on-site sewage system discharge or malfunction, including inspecting sites, conducting dye tests to determine flow source, collecting/submitting samples, and discussing resolution of problems with property owners. Reviews and processes applications for well permits, including reviewing site plans, determining appropriate locations according to state and local codes, entering on the computer, issuing permits, inspecting placement and grading after construction, and collecting/delivering water samples. Sends notices of water sample results to the property owner. Inspects public and semi-public swimming pools to ensure compliance with local/state/federal standards for water chemistry/quality and safety, including inspecting pool sites, checking safety devices, reviewing operating records and water sampling results, using test kit to evaluate chemical concentrations in the water, and initiating action to resolve problems. Takes appropriate action to ensure compliance with all requirements, such as serving violation notices, and conducting administrative hearings and follow-up inspections to ensure compliance with orders. Receives and investigates complaints regarding water quality, open dumping and burning, rodent and insect infestations, unsanitary/unsafe housing conditions, child welfare, hazardous waste sites, trash, and air quality. Prepares and mails code violation notices to property owners, responds to inquiries, and conducts follow-up inspections to ensure compliance. Periodically works with County Attorney and testifies in legal proceedings as required. Serves as a resource to the public regarding various environmental health issues, responding to inquiries/concerns by telephone and in office, preparing/providing printed materials, and occasionally attending meetings and/or making presentations to community groups, such as food service personnel, pool operators, on-site sewage system and well installers, and property owners. The initial and two subsequent vaccinations shall be administered by the Hamilton County Health Department and free of charge to the employee.
