HRSD traces its early beginnings to 1925 when the Virginia Department of Health condemned a large oyster producing area in Hampton Roads.
Since its inception in 1940, HRSD has served the region with one mission -- to protect public health and the waters of Hampton Roads by treating wastewater effectively.
The population served has grown from about 288,000 in 1940 to just over 1.9 million today.
HRSD began operations on July 1, 1946, using facilities acquired from the United States Government.

SPC has been supporting the promotion of gender equality, youth development and culture for over 30 years, first with the women’s bureau, the youth bureau, and the culture bureau, which then merged into the Human Development Programme in 2008.
