Manage CLA Barge Operations. Directly supervise Barge Operations and Barge Ops team. Develop marine operations and cost control programs for vessels. Hire, fire, and train personnel as appropriate. The Purchasing Agent is responsible for material control functions at Centerline Atlantic. These functions include purchasing, inventory control, warehousing, shipping, receiving, transportation and traffic involves both automated and manual systems. The Purchasing Agent is responsible to find the best goods or services, choose suppliers, and negotiate prices. Monitors and interprets applicable market conditions and trends. May be required to travel to other ports as necessary. Perform other duties as assigned by Operations Manager. Responsibilities * Reviews supply requisitions and coordinates with requesting department to clarify; requirements, specifications, quantity, quality, lead-time, standardization and delivery issues. * Solicits and analyzes quotations for stock materials, new and non-standard materials and supplies. * Places purchase orders in a prompt and timely manner with a high degree of accuracy. * Follows-up on orders to expedite/de-expedite materials as needed by the requesting department or to manage inventory while improving service to user department. * Analyzes purchase patterns, inventory levels and materials supplied by various suppliers to leverage purchasing activities, reduce materials total cost and reduce inventory investment. Negotiate with suppliers to obtain the best combination of price, quality, quantity, delivery and supplier responsiveness consistent with volume commitments. * Analyzes materials purchased to identify opportunities for standardization. Defines the specific benefits of standardization and works with the quality committee to implement appropriate standardizations. * Works with suppliers to manage the return and replacement of materials damaged, defective, missing or not meeting the purchasing specification. Maintain the vessel's engine room and equipment in a state of readiness to perform work for customers as needed. Perform start up and shut down, troubleshooting, and heavy maintenance of vessel power and propulsion systems. Job includes pulling heavy lines and hoses, working on oil and cargo barges, general vessel maintenance, and other tasks that may be assigned from time to time. Perform work as requested by Captain. Responsible for the safe and efficient transfer of petroleum products between barges, ships, and facilities including completion of bills of lading and gauge reports. Responsibilities The job responsibilities include, but are not limited to the following: Monitor product level in tanks, operate diesel engines, operate cargo pumps, operate tank/pipeline valves, operate manual and hydraulic booms. Communicate with foreign crews and oil facility personnel. Adjust and secure barge lines. Complete loading and discharge gauge reports. Inspect vessel for Coast Guard and state regulatory compliance. The Centerline Atlantic, Inc. Crewing Coordinator organizes all aspects of crew changes. Responsibilities Book travel arrangements for appropriate crew change dates and locations. Minimize travel expenses through planning and utilization of any/all available discounts with the Travel department. Ensure tugs and barges are properly crewed and operated as per vessel COI's and company policy. Maintain a calendar tracking crew member's time off (Vacation, sick leave, etc) and ensure the Company has proper crewing. Keep crew schedule updated and operations apprised of any fleet needs. Assists Dispatchers in scheduling crew changes and calling crewmembers. Serve as the primary point of contact for crew members, addressing their concerns and inquiries. The Regional Health Safety and Environmental (HSE) Advisor is responsible for ensuring compliance of and providing support to Centerline's Health, Safety and Environmental Programs. Responsibilities Ensure that all marine operations are conducted with due regard to the Health, Safety, and Environmental programs are maintained. Monitor all marine activities and operations related to HSE matters. Ensure all activities are conducted to ensure implementation and adherence to the requirements of the Safety Management System. The Barge Operations Supervisor will be responsible for all Tankerman activities, training, transfer inspections, audits, evaluations, and assignments. Responsibilities Supervise all regional crewed Tankerman activities during transfer operations and provide continuous on the job training. Routinely conduct transfer inspections and audits of all regional barge operations. Conduct initial tankerman skills review and yearly performance evaluations. Responsible for the hiring process of new tankermen. Directly supervise complicated or sensitive transfer operations at the direction of the Director of USEC Operation and/or Sr. Port Captain. Assist with annual ABS, USCG and Sire inspections. Coordinate and present at scheduled crew meetings and training sessions. Work closely with companywide team members to ensure a safe, efficient, and reliable operation. Work on an assigned vessel on a regular equal time schedule and be available to assist engineering and operations on the scheduled time on and off. Work as directed by the Port Engineer. Responsibilities Schedule long term maintenance of tugs and barges based on communications with Sr. Port Engineer. Manage CLL Atlantic, including offshore and harbor vessels. Directly supervise tug and barge personnel. Hire, train, and evaluate marine personnel as appropriate. Produce weekly operating reports. Assist in vessel scheduling as required. Oversee Port Captains and Barge Operations Supervisors on administrative and operational needs. Responsibilities Organizes, directs, and supervises the CLA operating areas, and provides support and oversight of Port Captains, Barge Supervisors, and vessel crews. This includes the CLA inland and offshore marine assets. Evaluates marine operations risks and works closely with larger CLL oversight teams to facilitate consistent safe marine operations across all our operating regions. Able to mentor the shoreside Port Captains and vessel Captains in a positive work environment, and continued support of our CLA Safety and Operational mission. Develops and/or revises policies and procedures in the companies Safety Management System (SMS) to facilitate safe and quality operational standards. Implementation of policies and procedures to ensure compliance within the CLL Safety Management System. (SMS). This will include working with HSE, Operations, Engineering, and vessel crews. Evaluates and enhances training standards for CLA vessels and Crews. Oversees the inspection process for CLA tugs, including Port State, Class, SIRE, and all regulatory inspections and audits. Ensure that this information is reviewed and properly documented on the proper reporting platforms. Work closely with CLL Vetting Department to ensure CLL Atlantic vessels are fully operational and free of any restrictions. This includes SIRE inspections, Port State Inspections, and Customer vetting requirements. Ensures company compliance with Master's Reviews, navigational assessments, and all pre-employment reviews and ultimate operational and safety documentation. Ensures continued assessment of all tug crew members as indicated in the CLL SMS crew evaluation metrics. Will ensure tug compliance with all customer vetting requirements and will maintain operational performance consistent with customer needs. Evaluates risk assessments and job safety analysis information to ensure proper oversight is done on a proactive basis. Ensures that good management oversight is assigned to all projects, with emphasis on a safe plan that is clearly understood by all. Will work with local and Senior Engineering groups to ensure proactive vessel repair and upkeep, with the goal of keeping all vessels safe and fully operational. Assist in incident investigations and liaise with HSE and Senior Management on investigative findings, lessons learned, and plans for remediation. Attend local Harbor Safety Committee meetings and stay up to date on legislative and regulatory issues facing CLL Atlantic and its customers. The Barge Operations Supervisor will be responsible for all Tankerman activities, training, transfer inspections, audits, evaluations, and assignments. Responsibilities * Supervise all regional crewed Tankerman activities during transfer operations and provide continuous on the job training. * Routinely conduct transfer inspections and audits of all regional barge operations. * Conduct initial tankerman skills review and yearly performance evaluations. * Responsible for the hiring process of new tankermen. * Directly supervise complicated or sensitive transfer operations at the direction of the Director of USEC Operation and/or Sr. Port Captain. * Assist with annual ABS, USCG and Sire inspections. * Coordinate and present at scheduled crew meetings and training sessions. * Work closely with companywide team members to ensure a safe, efficient, and reliable operation. * Participate in the development of new programs, policies, and procedures to enhance quality of operation. * Submit weekly operational reports to the Director of USEC Operation. * Cover barge scheduling as needed. * Conduct transfer operations if required. * Work closely with shore side maintenance to ensure barges are properly maintained. * Other duties as assigned by Operations Manager, Company Regional Director, or Manager of Barge Operations.
