Responsibilities

Oversight on SIRE Inspections
Schedule internal annual Management and SIRE inspections.
Schedule annul testing such as annual hose, pipeline, gauges, winches, vapor tightness, pressure reliefs, fire extinguishers, etc.
Oversight on Management Inspections, ABS and USCG Inspections, E-Maintenance items and Internal Audits.
Accident & Spill Free Operations.
Prompt and correct response to operating situations.
Serve as and direct the department PIC checkoff on all.
Safety record of vessels and crew.
Maintain the confidentiality of all sensitive communications.
Facilitate development & implementation of company operating procedures and acceptance by Vetter's.
Qualifications
At least ten (10) years of tank barge experience with a minimum of five (5) years in the ship bunkering service.
Possess a valid USCG Issued MMD with an endorsement of Barge DL PIC.
Must have a good working knowledge of all State and Federal regulatory compliance regarding the transfer and carriage of petroleum products over water.
Must be able to understand and use information in cargo information cards and material safety data sheets.
Strong communication and leadership skills.
Ability to fairly evaluate and provide direction/training to Tankermen
Proficient in Microsoft Word, Excel, Outlook and PowerPoint
Must be a self-motivator and be able to motivate others.
Must be able to maintain direction and composure under extreme conditions and meet established goals and objectives.
Valid TWIC and State Driver's license.
Must be able to communicate in English and effectively direct workers in assigning jobs and seeing them through to completion.
Job Condition and Environment
Capable of making decisions and giving directions to facilitate prompt service delivery.
Frequently required to board tugs, barges, and ships, at dock or at anchor in all weather conditions and at all hours.
Expected Hours of Work
Normal office hours are 7:00 a.m. to 4:00 p.m. Monday through Friday.

Licensed Engineer:
The Licensed Engineer is an experienced skilled crewmember on board the vessel's Engineering Department. The Licensed Engineer is directly responsible for the proper operation and maintenance of all mechanical equipment on the boat. The Licensed Engineer is responsible and accountable to the Port Engineer. The Licensed Engineer must keep Captain apprised of issue(s) or his or her relief.
Responsible for the good condition and efficiency working of the entire machinery plant of the vessel including main engines, propulsion, and auxiliary machinery, all electrical, pneumatic and hydraulic machinery, steering machinery, and all associated components, deck machinery and any and all other valves, pipes, watertight integrity of the vessel.
The Licensed Engineer must maintain compliance with the quality, safety, and environmental management system as detailed in the McAllister Operations Manual.
Supervises the procurement, loading, use and transfer and discharge of all potable water, ballast water, fuel oil, lube oil, ascertaining that said products are of proper quality and quantity when received on board and making the proper entries in the log and on the Fuel Transfer Certificate.
Repairs all machinery and equipment onboard the vessel within his capacity and completes the daily engine log each day.
Required Skills:
· Valid Merchant Mariner's Credential.
