Schedule: Full-time; business hours (7:00-5:30, M-F) with required 24/7 on-call availability
Hybrid Work: Lorton, VA roles may telework up to 2 days per week; 3 days onsite required (subject to mission needs)

Role Overview
Harmonia Holdings Group is seeking an experienced SME Network Engineer to support DHS ICE Homeland Security Investigations (HSI) Title III and Linguists Unit (T3LU) under the CALEA program.
This role provides hands-on leadership across all network engineering functions, including architecture, routing, switching, firewall engineering, VPN and PKI integration, segmentation design, troubleshooting, and IA/accreditation-grade documentation. The SME ensures the integrity, resilience, and performance of mission-critical CALEA networks and collaborates closely with Systems, Virtualization, Storage, and Field Engineering teams to ensure end-to-end operational success.
This position supports DHS's mission while contributing to Harmonia's overarching goals: delivering premier technology services, driving mission-focused innovation, sustaining organizational excellence, and being an employer of choice for skilled professionals.
Responsibilities
Network Architecture & Design
Design, document, and maintain CALEA network architecture, including:
Layer 2/Layer 3 topology
IP address schema and subnetting
VLAN/VRF segmentation
Routing design (OSPF, BGP, EIGRP, static routing)
Firewall zoning, NAT policies, and security segmentation
VPN tunnels, encrypted transport paths, and PKI integrations
COOP/DR network routing and failover paths
Produce and maintain authoritative network diagrams, data flows, trust boundaries, and configuration baselines.
Evaluate, recommend, and implement enhancements to improve security, availability, and performance.
Network Operations & Troubleshooting
Serve as the primary network engineer for diagnosing, resolving, and preventing outages across the CALEA enterprise.
Perform packet-level analysis (Wireshark/tcpdump), flow analysis, and log correlation to identify and remediate issues.
Lead network upgrades, configuration changes, ACL/policy adjustments, and planned maintenance.
Monitor network performance and availability; tune routing, firewall, and VPN parameters as needed.
Firewall, Security & Accreditation Support
Engineer and maintain firewall policies and segmentation (Palo Alto preferred; Fortinet/Cisco ASA experience acceptable).
Support security hardening, vulnerability remediation, and IA/ATO documentation requirements.
Produce accreditation-ready artifacts, including boundary diagrams, data-flow representations, rule documentation, and enclave segmentation maps.
Collaborate with ISSO and security teams to address findings and strengthen compliance posture.
Interoperability & Cross-Domain Integration
Document and support network dependencies across Active Directory, DNS/DHCP, VMware/vSphere, SAN/iSCSI/NFS storage, and application tiers.
Validate end-to-end system functionality after network changes.
Partner with Systems, Virtualization, Storage, and Field SMEs to maintain seamless operations across CALEA sites.
COOP/DR & Lab Engineering
Contribute to COOP/DR planning, design, and testing to ensure high availability and rapid failover capabilities.
Support lab environment setup for replication, patch validation, and network simulation.
Documentation & Mission Coordination
Maintain technical documentation, diagrams, IP plans, SOPs, and configuration repositories.
Coordinate with Harmonia and ICE technical leads to resolve issues, support field operations, and sustain mission readiness.
Required Qualifications
Bachelor's degree in IT, Engineering, or related field OR +5 years equivalent experience.
10+ years of enterprise network engineering experience with increasing responsibility.
Technical Proficiency
Deep hands-on experience with:
Cisco routing/switching (3k-9k platforms)
Palo Alto or Fortinet firewalls and policy design
VPN architecture, IPsec tunneling, PKI integration
Network segmentation using VLANs, VRFs, and security zones
Packet capture and analysis
Network monitoring and telemetry tools (SolarWinds, NetFlow, Splunk, etc.)
Demonstrated ability to produce complete network diagrams and architecture documentation based solely on device configuration, logs, and analysis.
Strong understanding of cross-domain interactions (DNS, AD, VMware networking, SAN connectivity).
Preferred Certifications
CCNA, CCNP Enterprise, or CCNP Security
PCNSE
Fortinet NSE4/NSE5
CCIE-level competency (or equivalent expertise)
Additional certifications may be required after hire and must be obtained within designated timelines.

5 years of offensive focused experience (Red Teaming, Purple Teaming, Penetration Testing, tool development, etc.).
Hands-on keyboard experience during multiple Red Team engagements.

Position Description
Harmonia Holdings Group, LLC is seeking a Growth and Development Lead to join our dynamic growth team within our National Security Portfolio. This individual will play a key role in identifying, qualifying, and capturing new business opportunities within the federal government market, with a specific focus on national security and homeland security agencies, including the Department of Homeland Security (DHS) and its components - CBP (Customs and Border Protection), TSA (Transportation Security Administration), CISA (Cybersecurity and Infrastructure Security Agency), U.S. Secret Service, and the Defense Logistics Agency (DLA) with an emphasis on DLA JETS, DLA's J6 Enterprise Technology Services contract.
The successful candidate will have a proven track record in federal and national security business development, pipeline management, account planning and management, teaming strategies, and will work collaboratively across delivery, capture, and proposal teams to drive Harmonia's growth objectives.
Responsibilities:
Business Growth & Pipeline Development
Research, identify, and qualify new business opportunities within DHS and other national security agencies.
Develop and maintain a strong understanding of agency missions, buying behaviors, and upcoming procurements.
Build and manage a pipeline of qualified opportunities in Harmonia's CRM system.
Develop and execute account plans and call plans for target agencies and components.
Collaborate with delivery managers to identify expansion opportunities within existing contracts.
Conduct market research and competitive analysis to support strategic pursuit decisions.
Support and maintain CRM-based opportunity analyses, ensuring data accuracy and reporting integrity.
Capture Management
Support and lead the capture process, contributing to win strategy development and competitive assessments.
Partner and Customer Relationship Management
Build and sustain relationships with industry partners, prime contractors, and subcontractors to develop effective teaming strategies.
Act as a liaison to key federal stakeholders, including program managers, contracting officers, and small business offices.
Support partner coordination for IDIQ/BPA Task Orders, RFIs, and RFPs.
Proposal Support
Assist proposal teams with writing, reviewing, and editing technical and management content.
Participate in gate reviews (bid/no-bid) and help develop capture and pursuit artifacts.
Analyze IDIQ/BPA task order releases and coordinate with internal and external partners.
Market Research and Intelligence
Use tools such as GovWin IQ, Bloomberg Government (BGOV), USASpending.gov, Data.gov, and SAM.gov (Contract Opportunities) to identify and track new opportunities.
Generate opportunity reports, pipeline dashboards, and performance summaries from the CRM.
Conduct intelligence gathering and analysis on competitors, partners, and potential customers.
Strategic Planning & Account Growth
Support development of long-term strategic plans for growth in the homeland security and national security markets.
Identify key procurement vehicles, contract vehicles, and small business opportunities that align with Harmonia's service offerings.
Contribute to process improvement initiatives within the BD organization, including proposal development best practices and pursuit governance.
Requirements
Bachelor's degree (in Business, Marketing, IT, or related field) or equivalent work experience.
3+ years of experience in Federal Business Development and/or Capture Management specific to National Security agencies.
Must have direct experience working with or selling to CBP, TSA, DLA, CISA, U.S. Secret Service, or other national security agencies is required.
DLA JETS contract experience is preferred.
Proven experience managing or contributing to a federal opportunity pipeline within a CRM (Salesforce or equivalent).
Strong proficiency with Microsoft Office 365 tools (Word, Excel, PowerPoint, SharePoint).
Experience with GovWin IQ and/or BGOV for market intelligence and pipeline management (preferred).
Knowledge of Federal IT acquisition processes, IDIQ/BPA vehicles, and task order capture.
Excellent verbal, written, and interpersonal communication skills with the ability to interface effectively at all organizational levels.
Highly organized, detail-oriented, and self-motivated with strong multitasking and time management skills.
U.S. Citizenship required.

Requirements

Minimum of 5+ years of applicable experience in managing programs and projects involving the following functions: IT system auditing, security controls assessment, cloud environments, incident response, penetration testing, system documentation, system and application vulnerability scanning and assessment, security architecture, security engineering, privacy, controlled unclassified information, and management of multiple security teams.
Knowledge of Federal IT policy, regulations, and best practices to include NIST and FIPS guidelines.
Ability to supervise overall administration for the contract.
Knowledge of Program Management methodologies
Proficient in current IT security processes, procedures, guidelines, technologies, and requirements
Knowledge of FISMA regulations and policies

Position Description
Harmonia Holdings Group, LLC is seeking a Growth and Development Lead to join our dynamic growth team within our National Security Portfolio. This individual will play a key role in identifying, qualifying, and capturing new business opportunities within the federal government market, with a specific focus on national security and homeland security agencies, including the Department of Homeland Security (DHS) and its components - CBP (Customs and Border Protection), TSA (Transportation Security Administration), CISA (Cybersecurity and Infrastructure Security Agency), U.S. Secret Service, and the Defense Logistics Agency (DLA) with an emphasis on DLA JETS, DLA's J6 Enterprise Technology Services contract.
The successful candidate will have a proven track record in federal and national security business development, pipeline management, account planning and management, teaming strategies, and will work collaboratively across delivery, capture, and proposal teams to drive Harmonia's growth objectives.
Responsibilities:
Business Growth & Pipeline Development
Research, identify, and qualify new business opportunities within DHS and other national security agencies.
Develop and maintain a strong understanding of agency missions, buying behaviors, and upcoming procurements.
Build and manage a pipeline of qualified opportunities in Harmonia's CRM system.
Develop and execute account plans and call plans for target agencies and components.
Collaborate with delivery managers to identify expansion opportunities within existing contracts.
Conduct market research and competitive analysis to support strategic pursuit decisions.
Support and maintain CRM-based opportunity analyses, ensuring data accuracy and reporting integrity.
Capture Management
Support and lead the capture process, contributing to win strategy development and competitive assessments.
Partner and Customer Relationship Management
Build and sustain relationships with industry partners, prime contractors, and subcontractors to develop effective teaming strategies.
Act as a liaison to key federal stakeholders, including program managers, contracting officers, and small business offices.
Support partner coordination for IDIQ/BPA Task Orders, RFIs, and RFPs.
Proposal Support
Assist proposal teams with writing, reviewing, and editing technical and management content.
Participate in gate reviews (bid/no-bid) and help develop capture and pursuit artifacts.
Analyze IDIQ/BPA task order releases and coordinate with internal and external partners.
Market Research and Intelligence
Use tools such as GovWin IQ, Bloomberg Government (BGOV), USASpending.gov, Data.gov, and SAM.gov (Contract Opportunities) to identify and track new opportunities.
Generate opportunity reports, pipeline dashboards, and performance summaries from the CRM.
Conduct intelligence gathering and analysis on competitors, partners, and potential customers.
Strategic Planning & Account Growth
Support development of long-term strategic plans for growth in the homeland security and national security markets.
Identify key procurement vehicles, contract vehicles, and small business opportunities that align with Harmonia's service offerings.
Contribute to process improvement initiatives within the BD organization, including proposal development best practices and pursuit governance.
Requirements
Bachelor's degree (in Business, Marketing, IT, or related field) or equivalent work experience.
3+ years of experience in Federal Business Development and/or Capture Management specific to National Security agencies.
Must have direct experience working with or selling to CBP, TSA, DLA, CISA, U.S. Secret Service, or other national security agencies is required.
DLA JETS contract experience is preferred.
Proven experience managing or contributing to a federal opportunity pipeline within a CRM (Salesforce or equivalent).
Strong proficiency with Microsoft Office 365 tools (Word, Excel, PowerPoint, SharePoint).
Experience with GovWin IQ and/or BGOV for market intelligence and pipeline management (preferred).
Knowledge of Federal IT acquisition processes, IDIQ/BPA vehicles, and task order capture.
Excellent verbal, written, and interpersonal communication skills with the ability to interface effectively at all organizational levels.
Highly organized, detail-oriented, and self-motivated with strong multitasking and time management skills.
U.S. Citizenship required.

This role provides advanced technical leadership and mission-critical support for secure law-enforcement systems operating 24/7 across multiple locations.
The SME Administrator will manage and troubleshoot enterprise networks, servers, virtual environments, and security configurations while collaborating on the design and maintenance of the CALEA Continuity of Operations (COOP) site in Scottsdale, AZ. A shared responsibility among Harmonia, government, and vendor partners.
This position supports DHS's mission while contributing to Harmonia's overarching goals: delivering premier technology services, driving mission-focused innovation, sustaining organizational excellence, and being an employer of choice for skilled professionals.
Responsibilities
Install, configure, administer, and maintain CALEA LAN/WAN infrastructure, servers, SANs, and network devices.
Administer Active Directory (AD), including:
• Promoting/demoting domain controllers
• Troubleshooting DNS and DHCP issues
• Managing GPO hierarchy and execution
• Writing and maintaining PowerShell/Bash scripts for automation
• Analyzing event logs and Windows system errors
Plan, deploy, and maintain COOP and DR capabilities in coordination with the Government and vendor partners, ensuring redundancy and failover readiness.
Patch and update servers and workstations; ensure security baseline compliance with DHS and FISMA standards.
Apply and troubleshoot security hardening requirements and vulnerability remediation; support the ATO process and collaborate with the ISSO to resolve findings.
Administer virtualization and storage platforms, including:
• VMware ESXi/vCenter - patching, updates, capacity planning, troubleshooting
• Nutanix - cluster management and maintenance
• NetApp - SAN/NAS configuration and data management
Assist with Palo Alto firewall deployment and rule migration (from Cisco ASA 5506) to support network segmentation and high availability.
Configure and troubleshoot Cisco and Dell switches; support VPN tunnels and IP transition projects (copper to fiber).
Support lab environment setup and testing for patch validation and COOP simulation.
Perform hardware replacement (hard drives, memory modules, power supplies, etc.).
Maintain technical documentation, diagrams, and SOPs in CALEA repositories.
Liaise with Harmonia and ICE technical leads to coordinate troubleshooting and mission support.
Required Qualifications
Bachelor's degree in IT, Engineering, or related field OR +5 years equivalent experience.
10+ years enterprise IT systems/network administration experience.
Preferred Certifications:
• Microsoft Certified Solutions Associate (MCSA)
• Microsoft Certified Systems Engineer (MCSE + Security)
• CompTIA Security+ (active certification preferred)
• PMP (Project Management Professional)
Proficiency in:
• Active Directory, DNS, DHCP, and GPO management
• PowerShell or Bash scripting for automation and administration
• VMware, Nutanix, and NetApp administration
• Windows Server and Linux system management
• Server/workstation patching and security remediation
• Security standards, ATO processes, and coordination with ISSO
• Cisco/Dell network devices and Palo Alto firewalls
Excellent communication skills with both technical and non-technical stakeholders.
Ability to work independently in high-pressure, mission-critical environments.
Preferred Qualifications
Experience supporting federal law enforcement IT systems or CALEA-related operations.
Hands-on experience assisting with the design or deployment of COOP/DR sites.
Knowledge of Palo Alto firewall configuration and migration.
Familiarity with Kubernetes or containerized applications (e.g., JSI platforms).
Experience with static routing, VPN tunnels, and multi-site network resiliency.
Familiarity with lab testing and replication validation processes.
Prior experience supporting high-availability, 24/7 mission operations.

About the role
We are seeking a highly experienced and technically proficient Senior Systems Engineer to manage, optimize, and secure critical enterprise infrastructure at the Dept of State in Washington, DC. The ideal candidate will be a hands-on expert in Windows Server, Active Directory, and virtualization technologies, with a strong focus on automation and cloud adoption. This role requires deep technical troubleshooting skills and the ability to work in a secure, on-site environment.
What you'll do
Own Windows Server/Active Directory (AD) Services (GPO, DNS/DHCP, OU design, patching, monitoring) across production enclaves, ensuring high availability and optimal performance.
Design, implement, and manage enterprise virtualization platforms, primarily using VMware ESXi, for maximum efficiency and resource utilization.
Automate infrastructure deployment, configuration, and maintenance at scale using PowerShell and other scripting languages (e.g., Python), focusing on IaC (Infrastructure as Code) principles.
Architect, deploy, and manage Public Key Infrastructure (PKI) solutions and oversee certificate/TLS lifecycle management across the enterprise.
Perform complex, end-to-end troubleshooting of infrastructure issues, covering networking (TCP/IP, routing, load balancing), identity (Kerberos/LDAP), and application integration.
Document runbooks, standard operating procedures (SOPs), and change procedures; participate in scheduled change windows and on-call rotation.

Ensure systems adhere to stringent security requirements (e.g., STIG/RMF/NIST), especially within federal or classified environments.
Required Qualifications
Active Top Secret with SCI(active or cross-over-eligible).

10+ years Server administration
Expert-level proficiency in PowerShell for complex administration, reporting, and automation.
