He and Hartman co-founded the Southfield-based Hartman & Tyner Inc. in 1953, making a fortune in apartment buildings and property development and holdings.
Mardi Gras Casino and Resort was opened in 1985, as Tri-State Greyhound Park and focused mainly on greyhound racing.
In 2002, the property received a 57,000 square-foot addition and gaming facilities and was renamed Tri-State Racing & Gaming Center.
Adkins, a company employee who had been involved in management of “various gaming interests” had been appointed to the boards at Hartman & Tyner and Hazel Park Raceway in 2004.
In 2007, Kanawha County passed table gaming and Hartman & Tyner quickly added the new amenity to the property operations.
Along, with the addition to Table Games the property began expansion and a 150-room luxury hotel accommodations were added to the property in 2010 and the name was updated to Mardi Gras Casino & Resort.
According to the lawsuit, at a board meeting in February Hartman was given $1 million in compensation and a $150,000 bonus; nothing was given to the Tyner family after his death and for all of 2016.
In 2018, the property was purchased from Hartman & Tyner by Delaware North, a New York based hospitality management organization.
