Contract Support Specialist

The Contract Support Specialist has the primary responsibility for processing all interim payments, payment adjustments, contract modifications and time adjustments to the contractor on publicly funded construction contracts. In addition, certification of the final payment amount to the contractor is required along with tracking and determining acceptability of all construction materials utilized on the project and ensuring proper supporting documentation is on file for all items of payment. Due to the high degree of responsibility required for this position, an increased level of attentiveness, punctuality, dependability, organization, and complex computer skills are required. In addition, general knowledge of construction terminology and contract language interpretation skills are required.
RESPONSIBILITIES:
CLIENT:
Initiate, process, and finalize all monthly pay estimates to the contractor inclusive of all pay adjustments. Maintain all backup documentation in an organized fashion to support the amount paid on each monthly estimate including the final estimate.
Maintain the official contract time tracking file inclusive of original contract time, additional days granted by contract modifications and any potential liquidated damages.
Initiate authoring all contract modification documents inclusive of all required computer database entries required.
Take primary responsibility to track original contract funding amounts, amounts paid to date, remaining funds available, overruns, underruns and identify and process additional funding needs.
Provide support and assistance in calculating quantities and contract change amounts whether contract price based or based on actual time and materials utilized.
Responsible for: Exercising independent judgment in planning work details and making technical decisions related to the office aspects of the project.
Responsible for: Familiarity with the Department's Procedures covering the project related duties as stated above and proficient in the computer programs necessary to perform those duties.
Ability to: Become proficient in Trimble Business Center - Heavy Construction Edition (HCE) or approved surface to surface comparison software and Engineering Menu.
Proficiency is the knowledge and expertise to:
Understand which surfaces are needed from the designer.
Understand the survey data from the field.
Prepare the survey data as needed for use in the software.
Generate accurate earthwork quantities from the software.
Materials tracking-
Review sample result for conformance with contract documents and finalize samples status including creating comparison packages.
Enter material samples and material certifications into the appropriate database and finalize as needed.
Notify the project stakeholders of deficiencies and track the issue until proper resolution has been completed.
Maintain the contractors grading system database and make timely entries as required.
Maintain the Final As-Built Plans from beginning of the project until completion utilizing electric pdf markup methods including Bluebeam, Adobe, Acroplot, etc.
Assembling Asphalt Lot packages
Seeks Technology Integration and opportunities that can enhance the efficiency of the land development processes.
Preparing the complete Final Estimate Package for submittal to the client
Provide professional communication to the client, informing the team of all significant activities, decisions, reports, material issues, public concerns and other communications related to the project.
Performs work under the general supervision of the Project Administrator and Sr. Project Engineer.
ETM:
Model and promote the ETM way.
Conformance to company standard operating procedures
Team role on assigned projects.
Foster a collaborative and high-performance culture within each CEI project team.
Assist project teams with problem solving to mitigate potential risks and challenges associated with construction projects.
Provide guidance and mentorship for team members.

EDUCATION / EXPERIENCE
High school graduate or equivalent

No prior experience is required.

Four (4) years of CEI experience having performed/assisted in project related duties (i.e., Materials Acceptance and Certification (MAC) System input, progress, and final estimates, EEO compliance, processing Construction Contract changes, etc.); or

We are seeking a CEI Inspector that will provide field observation, testing and measurement services as liaison with project stakeholders that include the client, engineer, contractor, utility agencies, and regulatory authorities during the construction phase of a project. The Inspector will work within a team environment and assist the Team Leader/Senior Inspector in observing, measuring, testing, and documenting the progress, quality, and quantity of work performed by the contractor. Inspector will be responsible for performing inspection, testing and material sampling services for conformance to plans and specifications for all roadway, structure, and specialty items; mostly comprised of asphalt, earthwork, and concrete elements. The Inspector shall observe, measure, and record all construction quantities for contractor payment including understanding of mathematical calculations associated with quantity measurement. Measurements shall be in field books for review by the engineer, client, or auditors to ensure they are within contract requirements. The following duties will be required for this position:

Who we are looking for...
We are seeking a Water/ Wastewater Engineer who will work on all phases of civil engineering including planning, design, and construction management of water and wastewater treatment, collection, distribution, storage and pumping systems. Typical projects involve working with local and regional municipal clients to solve complex water and wastewater challenges, assist in the design, permitting, and construction of municipal utility projects. Specific tasks may include field investigations, preparation of engineering reports, project permitting, cost estimates, development and review of design plans and technical specifications, field representation and office assistance throughout construction. The following skills will be required for this position:
Engineering concepts, principles, practices, methods, and standards associated with utility projects.
Federal, state, local, and industry laws, regulations, and permitting requirements.
Project management techniques and contract administration.
Process improvement methodologies
Performing original design tasks including preparation of plans, drawings, specifications, maps, and cost estimates.
Project management includes planning, scheduling, and leading all phases of small to moderately complex utility projects in a specific discipline and assigned functional area.
Conduct engineering assessments including identifying, analyzing, and recommending engineering alternatives if required.
Preparing requests for proposals (RFPs) for engineering services, construction, and equipment purchases and analyzing responses.
Administrating contracts, interpreting field documents, and ensuring proper construction through inspections for moderately complex utility projects.
Continue learning the more complex and subtle aspects of the applications of engineering-related laws, policies, regulations, procedures, and standards.
Enforce safety rules, encourage safe work practices, and correct unsafe working conditions and behaviors.
Knowledge in hydraulic modeling software such WaterCAD, SewerCAD, WaterGEMS, SewerGEMs, and similar software preferred.
Basic level of familiarity with AutoCAD software (2017 or later) is preferred, but not required.

Role accountabilities:
Facilitate client requirements for the design of hyperscale data centers throughout the United States
The Design Project Manager will be responsible for managing the design process from campus planning/basis of the design stage through issuance of construction drawings. This will include the creation of a shared plan for the execution of design and oversight of the construction administration services provided by the external design team, as well as coordination of procurement, issue, and administration of change orders related to design and project scope, issuance of engineering information to related vendors and suppliers, etc.
Ability to work with internal and external Teams, building strong positive relationships that produce quality work, provide clear communication related to the project, and ensure the progression of the project meets required milestones and deadlines
Ability to travel to project site, client meetings, etc. Travel is anticipated to total up to 30% of the employee's schedule
Ensure project deliverables meet the milestone, deadlines, and are presented in the format required by the final client, as well as related Teams
Qualifications & Experience:
10 or more years of project design experience with data center designs, OR large complex construction projects like hospitals, high-rises, laboratories, manufacturing plants, or high-power plants, is also acceptable
Experience working with internal and external multidisciplinary teams, as well as working directly with final client teams
Experience in the preparation of project plans, technical specifications, development of project implementation plans and schedules, as well as the coordination of internal and external Teams
Experience working with projects that utilize fundamental knowledge of Autodesk Platforms: Autodesk Construction Cloud (ACC) or Building Information Modelling (BIM) engineered solutions
BA in Architecture or Engineering, or a related field. Preferred licensure (PE, NCARB, RA) is strongly preferred
Strong communication skills - oral and written communication
Ability to handle multiple projects with evolving priorities in a dynamic, deadline-driven environment

* Provide quality control reviews for drainage calculations and plans.
* Utilize various design software including MicroStation, Inroads, ORD-SUDA, AutoCAD Civil 3d, Microsoft Excel, GIS, ICPR, HEC-RAS, HY8, FlowMaster, Pond Pack, StormCAD, SMS, SRH2D, and HEC-RAS 2D to assist with the design and preparation of construction plans.

Perform and coordinate engineering assignments designed to develop professional working knowledge, requiring the application of standard techniques, procedures, and criteria necessary to fulfill the experience requirement for licensure as a professional engineer; perform related work.
Works under close supervision; receives specific and detailed instruction as to required tasks and results expected.
Requirements
Bachelor's degree in Engineering (recent graduate)
Certified E.I.T.
Knowledge of CADD (Auto CADD and Civil 3D preferred)
The ability to work well as part of a team, be self-motivated, and flexible to accomplish given tasks.
