1. Knowledge of and experience with handling electronic medical records.

4. 3-6 years of experience with SAS analytic software, including the ability to:

• Create basic formats for specific purposes unique to their environment.
• Create reports.

Current Situation: Clinical data from all local health departments in North Carolina are captured from eight separate EHR vendor systems and uploaded to a secure server at the State Center for Health Statistics (SCHS). Historically, the primary purpose of data collection was to meet federal and state reporting requirements. The files are processed by a technology support specialist using SAS software to produce quarterly and annual counts of services and clients by public health program. Updates to the SAS coding has been challenging because primary responsibility has not been assigned to any one data analyst.

Transitional Needs: Local health directors are requesting changes to the method capturing clinical service data. Some have suggested use of the health information exchange (HIE). Early attempts to exchange data with the HIE were unsuccessful and did not consider gaps between the core data set required by the Centers for Medicaid and Medicare (CMS) and the reporting requirements of federal and state programs. Division of Public Health leadership has expressed interest in expanding the current capacity of LHD-HSA that may help us better understand complex social, economic, and health care concerns in the community.

This is a hybrid-remote position - incumbents, who reside in Oregon or Washington only , may work 2-3 days a week at an assigned Legacy Health location, and other days may work remotely at home, on the road or in a satellite location for the remainder of their workweek. Must have access to a reliable broadband internet connection to connect to Legacy's VPN.
All new hires are required to come to a designated Legacy Health office location in Portland, Oregon prior to their start date for a new hire health assessment and to complete new hire paperwork.

This position may require initial training and orientation to be site-based, before transitioning to the hybrid schedule.

Responsibilities
The Health Equity Data Analyst is a key driver in the ongoing development and implementation of Legacy's systemwide diversity, equity and inclusion strategy to diversify our workforce and reduce the health disparities that exist between patient populations. The person in this role is responsible for wrangling and analyzing employee and patient data, presenting data using diverse and engaging visualizations, e.g., a real time dashboard, prevalence map of racial/sexual/physical violence in a work environment, scorecards, and infographics, for diverse internal and external facing audiences. They will respond to requests for complex data extraction and analytics, produce and interpret data summaries, reports, and dashboards; interfaces with internal and external customers, will participate on and lead cross-functional project teams, supports various research projects, maintain subject matter expertise in select aspects of DEI data, and participate in special projects as needed.
Qualifications
Education:
Relevant degree or equivalent experience in Statistics, Biostatistics, Mathematics, Epidemiology, Computer Science, Healthcare Administration, Public Health, or a related program preferred. Advanced degree a plus.
Experience:
• Minimum three years of experience to include data mining, statistical software, and quantitative analysis, explanatory and predictive modeling, and evidence-based management to drive decision making;
experience creating a diversity dashboard, and other DEI visualizations strongly preferred.
• Experience with report automation and business intelligence tools such as Microsoft PowerBI and Tableau.
• Experience with relational databases, including SAS and/or SQL programming. Preferred experience in other languages, including Python, JSON and/or R.
• Experience wrangling, analyzing, and applying data on diverse and underrepresented employee populations and/or patient populations.
• Experience working in health services research or health care policy preferred.
Skills:
• Comprehensive knowledge of business analytics
• Project management and ability to execute highly complex or specialized projects
• Strong communication skills, including technical and non-technical report writing, and oral presentation to both technical and non-technical audiences
• Content expert on the application of DEI data for improving processes, measuring change over time, and identifying gaps and disparities.
• Demonstrated ability to manage large disparate data sets and using qualitative and quantitative analysis.

Job Description

The Health Data Analyst provides information, analyses, and consultation to internal and external stakeholders. This position assesses the performance of pharmacy benefits and/or networks and develops recommendations for improvements or enhancement to support departmental and organizational objectives. This position will participate in the development of new reports, analytical models, and products/benefit programs that align with Prime's strategic imperatives.

Responsibilities
Assumes responsibility for moderately complex analytic and consultative work such as analyzing and interpreting client pharmacy benefit data, trends and reports and partnering with analytics team to deliver recommendations or project status updates to internal and external stakeholders; investigates follow up items or questions regarding project and/or request scope Investigates key drivers of benefit performance Create new queries using Alteryx including multiple table joins, understanding of table structures, creation of detailed formulas Participates in development of analytic methodologies, models, reports and new products May be responsible for Centers for Medicaid/Medicare Services reporting and analysis, including the management of directories and bid support Other duties as assigned

Minimum Qualifications
Bachelor's degree in Mathematics, Finance, or related field, or the equivalent combination of education and/or relevant work experience; HS diploma or GED is required2 years of experience in pharmacy benefits management, reporting & analytics, benefits consulting, healthcare, financial services or related field Must be eligible to work in the United States without need for work visa or residency sponsorship

Additional Qualifications
Advanced Microsoft Excel skills - ability to create complete formulas and efficient data manipulation.Intermediate troubleshooting skills, including in-depth client data research, which may involve research and drivers of utilization; understands resources needed and steps/processes on how to complete the problem; able to understand when an issue arises how-to navigate to a resolution Strong PBM industry knowledge; able to articulate the industry trends to clients and the impact of trends and changes to client financials Ability to establish rapport and effectively influence at all levels within an organization Ability to communicate effectively and present complex data to a wide variety of audiences

Preferred Qualifications
Knowledge of the PBM (Pharmacy Benefit Management) industry and PBM data; understands key PBM metrics (such as PMPM, generic utilization) Experience working with large sets of pharmacy, claims, medical, and/or financial data Previous experience in a client facing or consultative role Extensive experience using analytic tools; familiarity with Alteryx
