In 1966, the first mentions of NEMT can be found in the “Handbook of Public Assistance” and as part of the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) benefit.
Vowell, set the foundation for the NEMT benefits that are in place today in a ruling passed down in 1974.
In 1974, the company (then known as Bio Medical Research Associates, or BMRA), was a pioneer in the industry by providing intra-aortic balloon pump support, Swan-Ganz and other hemodynamic monitoring services to hospitals.
In 1985, BMRA was purchased by Abbott Northwestern Hospital (Allina Health), St Paul Ramsey Medical Center (HealthPartners®) and the University of Minnesota (Fairview Health Services), and became Life Link III.
LogistiCare's origins stretch back to 1986, when our company began operations as a logistics software solution developer focused on the ambulance industry.
In 1991, LogistiCare added NEMT management as a service offering and later made that our sole focus by the middle of the decade.
Rice Lake base opens in 2007 providing air medical transport to the Rice Lake area and surrounding regions.
Based at the Range Regional Airport, Life Link III’s Hibbing base opened in 2008.
Cloquet base opens in 2015 and is a 12-hour base designed to accommodate the needs of northern Minnesota
Rather than treat rideshare networks as competition, NEMT managers like LogistiCare recognized this new transportation model as a value-add for the appropriate members, partnering with Lyft in 2017.
Near the end of 2020, NEMT benefits were officially mandated as essential benefits of Medicaid with the passing of The Consolidated Appropriations Act (H.R. 133). Prior to this change, NEMT benefits were subject to interpretation at the state level and were not applied uniformly across the country.
