Under Ms. Napier's leadership, HPP puts members first, develops innovative programs to benefit communities and creates tremendous business growth. Ms. Napier has more than 25 years of results-driven leadership experience with Medicaid, Medicare and commercial products. Her areas of expertise include strategic planning, product development, mergers and acquisitions, operations, pharmacy, health care management, network management, regulatory compliance, expansions and start-ups. Ms. Napier has served as CEO for multiple health plans, focusing on improving financial and growth outcomes to obtain profitability and transform lives. Prior to becoming HPP’s president and CEO, she served as the company’s senior vice president of health care management operations and, more recently, as executive vice president of clinical and provider management. Ms. Napier’s supportive leadership has enabled HPP to create groundbreaking partnerships with the Metropolitan Area Neighborhood Nutrition Alliance (MANNA) and the Broad Street Ministry. Ms. Napier received her Bachelor of Science in Nursing from Widener University and her Master of Health Administration from St. Joseph’s University. Joe Brand is the Chief Operating Officer and Senior Vice President of New Business at Health Partners Plans (HPP). In this capacity, Mr. Brand is responsible for the company’s technology vision, strategy and direction. He works in partnership with executive leadership to oversee all technical aspects of the company including the protection of member data and establishment of growth objectives.

Prior to joining HPP, Mr. Brand served as chief technology officer for Horizon Blue Cross Blue Shield of New Jersey where he led teams comprising of technology strategy and architecture, digital services, data strategy and management, systems integration and mobile health innovations. He partnered with senior management to maximize technology investments and ensuring technology readiness for the changes in the healthcare industry including consumer engagement, healthcare exchanges (ACA), value-based models, population management and healthcare transparency.

Mr. Brand also held the leadership positions of chief IT architect at MetLife, Avaya and Campbell’s Soup.

Johnna Baker

Chief Legal Officer and Head of Legal Affairs and Risk Management

Johnna Baker, Esq., serves as general counsel for Health Partners Plans (HPP). She is responsible for the company’s legal affairs division. In this role, Ms. Baker provides legal counsel and advice to the chief executive officer, the executive leadership team, senior management, staff and all divisions of the company across all lines of business.

A veteran of the health care industry, Ms. Baker joined HPP in June 1998 as the company’s first chief counsel, building a comprehensive legal department based on her prior experience in the managed care and commercial plan settings, health care operations and government programs. Ms. Baker has a proven track record in successfully resolving legal and business matters, which is facilitated by her in-depth knowledge of regulatory requirements for operational functions, plan and program implementation, risk identification and management of corporate matters.

As general counsel, Ms. Baker oversees and directs the areas within HPP’s Legal Affairs Division, which include the Law, Subrogation, Internal Audit, Enterprise Risk Management, and Complaints and Grievances units. Her responsibilities include contracting, business transactions, litigation, intellectual property, investigations, law interpretation, risk assessment and mitigation. In addition, Ms. Baker is responsible for the management of legal communications and setting legal priorities, as well as assisting in the development of strategic plans and alignment of initiatives with organizational objectives.

Before joining HPP, Ms. Baker worked in various legal leadership roles in the health insurance industry and as a judicial law clerk.

Prior to FamilyCare, Mr. Clancy served as the vice president, finance for Anthem/Amerigroup in Houston, Texas. Mr. Clancy holds a bachelor’s degree in accounting from Ball State University and an MBA from Butler University. He has also served on a variety of business and community boards across the country.
