Professionally, he is a member of the American Academy of Actuaries and a Fellow of the Society of Actuaries.

Steven (Steve) H. Grandfield is president and chief executive officer of Blue Cross and Blue Shield of Nebraska (BCBSNE). Previously, Grandfield served as executive vice president of strategy and innovation, talent, sales, marketing and products. Before coming to BCBSNE in 2003, Grandfield was senior vice president, general manager at First Data Corporation. He currently belongs to the AIM Institute, in addition to serving on the Blue Cross Blue Shield Association (BCBSA) Board of Directors, the BCBSA Data Committee, the BCBSA Organization and Governance Committee and the Prime Therapeutics Board of Directors. Grandfield earned his bachelor’s degrees in business management from Northwest Missouri State, and in electrical engineering from the University of Nebraska. Grandfield is active in community service and currently serves on the Greater Omaha Chamber of Commerce Executive Committee. Previously, he served on the Ak-Sar-Ben Board of Councillors.

Todd A. Shamash

Todd A. Shamash is President and CEO of Capital BlueCross, the leading health solutions company headquartered in Central Pennsylvania and the Lehigh Valley. Mr. Shamash assumed the top leadership role in April of 2020 having previously served as Senior Vice President, General Counsel, and Corporate Secretary leading the legal, regulatory, and governance teams. He has been uniquely involved in all major facets of Capital BlueCross' business since 2012, including strategic partnerships, overall performance, diversification strategy, subsidiary governance, finance, risk exposure and growth. His guidance has been pivotal in Capital BlueCross' emergence as a leading health plan in one of the country's most competitive healthcare environments. Mr. Shamash previously served as deputy chief of staff for the Pennsylvania Governor's Office, where he oversaw healthcare, insurance, and all health-related agencies. As senior counsel for Jefferson Health System, he was responsible for the oversight of reimbursement, payer relations, and malpractice coverage for the second largest health system in Pennsylvania. As department counsel for the Pennsylvania Insurance Department, he helped to establish managed care regulation mechanisms and health insurance regulations. Mr. Shamash has served on numerous banking, insurance, community, and health-related boards including the Pennsylvania Employee Benefits Trust Fund, Pennsylvania Health Insurance Exchange Authority, Pennsylvania Banking and Securities Commission, as an appointee of Pennsylvania Governor Tom Wolf on the Pennsylvania Health Care Cost Containment Council, and Harrisburg’s Whitaker Center for Science and the Arts. He is a graduate of the University of Kentucky and Dickinson Law School. A native of Central Pennsylvania, he resides in Cumberland County with his wife and two children.
