DES is seeking an experienced and highly motivated individual to join our team as a Hearing Officer 3. This position will be responsible for handling appeals in over 35 different programs. The position will provide a fair and impartial due process proceeding, at which most parties are unrepresented by attorneys, which includes, but is not limited to: taking testimony and evidence, making a complete legal record and ensuring that due process rights are afforded to all parties.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:
• Conduct multiple telephonic or in person hearings each day in cases of original jurisdiction, asking questions, making evidentiary rulings, and controlling the course of the hearing.
• Make rules on subpoenas, postponements, withdrawals or defaults.
• Review case files and/or hearing record in preparation for hearing or for appellate review of lower authority hearings and decisions.
• Ensure proper legal notice to the parties of the time, date and place of hearing, and ensure the proper issues are noticed and the proper legal citations are given in the Notice of Hearing.
• Timely draft and edit final decisions applying Federal and Arizona law to the facts adduced at the hearing, either for the hearing officer's own signature or for further review and signature by the Appeals Board members.
• Perform legal research to properly conduct hearings and compose and edit decisions within federally mandated time limits.
• Respond immediately to questions, complaints and requests for information from interested parties. Department representatives and the public.
• In cases of supervisor absence, make decisions regarding leave requests, daily workflow and priorities of case adjudication, office-operating procedures, supplies and operating needs, and/or work on special assignments and attend needed training.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
• Extensive knowledge of federal and state laws and regulations, departmental policy, and precedential decisions for more than 35 different programs.
• Must be aware of up to date federal and state laws, rules, regulations, policies, interpretations, and court decisions.
• Extensive working knowledge of the rules of evidence, rules of administrative procedure, rules of judicial and legal ethics.
• State personnel regulations, purchasing procedures and personnel evaluation regulations.
• Extensive knowledge of administrative hearing procedure for the conduct and review of hearings.
• Human behavior and psychology.
• Appeals case tracking program, word processing software, digital imaging software and other computer programs.
• Computer operation, Internet legal research, and operational knowledge of legal research search engines.

The Municipal Hearing Officer oversees the city's non-criminal tickets appeal process and acts as the hearing officer for the adjudication of tickets through a fair, complete and customer friendly process. Employee is required to perform all similar or related duties.
Essential Functions

Schedules and conducts hearings to determine the validity of tickets and records all findings.

Recommended Minimum Qualifications
Education and Experience
Bachelor's degree in Public Administration, Political Science, Law, or a related field. Three to five (3-5) years of professional experience in a related field such as administrative law, municipal code enforcement, regulatory compliance; or any equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Experience working in a municipal or government setting is desirable. Bilingual or multilingual candidates are strongly encouraged to apply.

Job Announcement
This position is located in the Community Corrections Services Unit, which serves a diverse, multi-lingual adult population referred to the Court for charges that are domestic in nature or where the victim is a minor. This position reviews all defendants' cases prior to arraignments using the arrest warrant, bail determination sheet, Virginia Court-Appointed Counsel sheet, criminal and traffic histories, defendant demographics sheet, Virginia Pretrial Risk Assessment Instrument (VPRAI) with Praxis recommendation, the Brief Jail Mental Health Screen and all reference notes collected during the initial jail interview. Formulates a recommendation and presents recommendations regarding bond, conditions of release and court-appointed counsel eligibility to the Judiciary in court at arraignments.
Conducts initial interview of defendants in the jail if not completed at time of arrest. Initial interview includes entering all demographic information into the PSLP database and completion of the VPRAI and the Virginia Court Appointed Counsel sheet. Collects data from arresting documents, Brief Jail Mental Health Screen, information gathered from personal interviews with defendants and completes reference checks by verifying the information with family, friends, employers and co-workers. Computer systems including the Fairfax County local record system, VCIN/NCIC and DMV, are used to obtain defendants criminal histories.
Maintains small caseload of defendants who are placed on pretrial supervision in accordance with the referring judges orders and in compliance with local and state mandated policy. Notifies the referring Judge of any violations and testifies in Court as needed. Utilizes evidence-based practices such as Motivational Interviewing (MI), and interventions such as Carey Guides and EPICS (Effective Practices in Community Supervision) to assist individuals through pretrial supervision and address any risk and need factors identified. Aids defendants in obtaining employment, treatment, housing, and other community services. Conducts alcohol and drug testing as appropriate and runs VCIN/NCIC record checks as necessary. Ensures case data is entered into the Department of Criminal Justice Services database, PSLP (Pretrial Services and Local Probation), in accordance with agency and state-mandated guidelines. Ensures all paperwork is accurate, thorough and completed in a timely fashion.
Completes the jail review process of all incarcerated defendants pending trial to determine their eligibility for the Pretrial Supervision Program, personal recognizance, a court appointed attorney or a change in court date to expedite case resolution. Collects and submits specific data points for use in statistical reports.
Schedule: This position may be required to work flex hours to meet the needs of a 24-hour office.

Provides court accompaniment to crime victim and witnesses for all court proceedings in the Juvenile and Domestic Relations, General District and Circuit Courts;
Reduces delays in bringing cases to court by assisting in determining availability of victims and witnesses;
Responds to call-outs to crime scenes and other locations to provide immediate crisis intervention and support, refers clients to related supportive services and agencies;
Operates a county vehicle to provide the effective delivery of services to victims and witnesses including transporting victims and witnesses to court hearings, commonwealth's attorneys meetings and other court related appointments;
Provides assistance by administering and providing services designed to enhance coordination among agencies operating within the criminal justice system;
Works with and assists the officers and detectives within their district station assignment or the criminal investigations bureau with the proper victim services and referrals;

Adjudicator
Work on personnel security cases assigned by the Government. Each case will vary in the total tasks, time and effort required to provide the deliverable, which is a written recommendation to grant, suspend, disapprove, or revoke sensitive security accesses.
Review and analyze assigned case files to determine if additional security processing needs to be performed in order to render an adjudicative decision. If additional security processing is necessary, the Contractor shall recommend to the Government as to what additional processing requirements should be conducted.
Review the results of all security processing to glean facts and data relevant to the final recommendation.
Interview Subjects in person, by telephone, or through written correspondence to elicit clarifying information.
Discuss cases with senior adjudicators, Team Chiefs, Branch management, Adjudications Board members, Polygraph Examiners, Background Investigators, Case Processing Personnel, Managers, and Customers to resolve information discrepancies or gaps.
Sufficiently analyze case information in order to show a nexus between the behavior of the case subject and the lCD 704 issues sufficient to support a final recommendation.

* Work on personnel security cases assigned by the Government. Each case will vary in the total tasks, time and effort required to provide the deliverable, which is a written recommendation to grant, suspend, disapprove, or revoke sensitive security accesses.
* Review and analyze assigned case files to determine if additional security processing needs to be performed in order to render an adjudicative decision. If additional security processing is necessary, the Contractor shall recommend to the Government as to what additional processing requirements should be conducted.
* Review the results of all security processing to glean facts and data relevant to the final recommendation.
* Interview Subjects in person, by telephone, or through written correspondence to elicit clarifying information.
* Discuss cases with senior adjudicators, Team Chiefs, Branch management, Adjudications Board members, Polygraph Examiners, Background Investigators, Case Processing Personnel, Managers, and Customers to resolve information discrepancies or gaps.
* Sufficiently analyze case information in order to show a nexus between the behavior of the case subject and the lCD 704 issues sufficient to support a final recommendation.
* Provide final written recommendations using Government formats that provide sufficient detail to enable the Government to make informed, independent decisions to grant, disapprove or revoke a Subject's security access.
* Maintain security files and ensure that duplicate copies of the SF86, unofficial notes, page flags, and other extraneous materials are purged with approval by USG prior to forwarding files to Branch managers or returning case files to the file room.
* Deliver oral presentations to Branch and/or Division management, the Adjudications Board, and/or other senior organization officials as required.
* Administer notifications to customers as approved by the USG, update information in the data management system, and perform other follow-up actions resulting from the disposition of cases.
* Protect all information and data acquired during the preparation of the analysis from unauthorized release and return all adjudicative notes to the Government.
* Respond in a timely manner to inquiries from the Government on the status of pending cases or any other information pertaining to adjudicative support tasks under this SOW.
* Provide a draft adjudicative recommendation to the Government for all cases worked. The Contractor shall subsequently provide a final recommendation to the Government that incorporates any Government comments provided in response to the draft recommendation that are complete, accurate, and free of spelling and grammatical errors. For each case completed, a written recommendation whether to grant, disapprove or revoke a clearance/approval is required, in accordance with established timelines.
* Complete cases as identified by the Government.
* May be requested to perform 'spot' checks of previously closed adjudicative decisions to ensure they meet Government quality requirements.

ISN is seeking adjudicators to provide contract assistance with adjudicating and initiating full-scope background investigations for selected sworn and civilian applicants.
Job Responsibilities:
- Each adjudicator will be assigned cases by the Senior Adjudicator containing the applicant's personal history statement. The adjudicator shall initiate a WALES/NCIC criminal background check, Department of Motor Vehicle check, credit checks and checks through local law enforcement agencies. Upon receipt of documentation, the adjudicator shall evaluate and adjudicate for purposes of employment suitability based upon specific law enforcement Employment Suitability Standards. Adjudicators will also be required to conduct interviews and reconcile information regarding the candidate's background.
- Upon the conclusion of an Assessment Center, the adjudicator will review all polygraph, psychological, and medical reports, comparing all information that has been provided by the applicant and identify discrepancies, if any. The adjudicator will upload all required documents to the case management system and assemble case jackets for eligible candidates.
- Adjudicators may be required to conduct criminal name checks for special events as directed by the Division Commander.
Qualifications:
- High School Diploma or GED; Higher education preferred
- Must be trained by an approved or recognized training program (e.g. Federal Background Investigator Training Program (FBITP), local law enforcement training or Reid School) and have no less than two years of experience as a Background Investigator, Criminal Investigator, Security Specialist or Adjudicator with a federal agency, police department, recognized private contractor or military related training specializing in background investigations.
- Must have a minimum general experience of 5 years of adjudicative and investigative support. -Must be knowledgeable about all applicable fraud statutes, local, state, and federal, to ensure duties and assignments are carried out within the requirements of applicable law and client expectations.

JOB DUTIES (SUMMARY):
* Employee shall establish administrative paternities by processing 98% of cases assigned within 45 days.
* Employee shall issue hearing reports within 5 days on 98% of administrative modification hearings scheduled.
* Employee shall establish support orders by processing 98% of cases assigned within 35 days of being received.
* Employee shall collaborate with their team leader, information systems, quality assurance and others as necessary to enhance data collection analysis, and report initiatives within the administrative hearing program area. This includes but is not limited to, establishing reasonable expectancies for worked performed within the hearing unit, providing input of how data should be collected and reported and establishing more refined major work objectives for future evaluation periods.
* Attends conferences and training.
