Position Summary
The Senior Operations Manager (SOM) directly reports to the Director of Property Operations in the Office of Facilities Management and Decarbonization (OFMD), and indirectly reports to the Deputy Commissioner, OFMD. The SOM is Facilities Operations' second in command for the central and western regions as well as surplus properties, managing staff in their performance of the agency statewide program of building and land management, as specified in client service level agreements. The portfolio encompasses nearly 1.2 million square feet of buildings and over 2,500 acres of land across the Commonwealth. The SOM supervises Facilities Managers and indirectly their staff, overseeing a workforce of 20-25 employees and contractors, driving high personnel performance and operational results.
Duties & Responsibilities
Collaborate with the Director to develop policies to support and oversee the agency's program of statewide managed facilities maintenance over nearly 1.2 million square feet of buildings and over 2,500 acres of land.
Develop policies and procedures to drive and maintain an environment of high personnel performance towards operational results, good customer communication, and collaborative relationships.
Supervise execution of the unit's statewide program of daily operation and managed maintenance for agency‑managed state buildings toward goals.
Support Facility Managers' decisions, share knowledge, delegate tasks, and allocate resources.
Support subordinate Facility Managers towards exceptional personnel and resource management to adhere to agreed services and to achieve client satisfaction.
Supervise 20-25 facilities staff, providing services at approximately 7 active buildings in the west, central and northeast regions, including Facility Managers, Assistant Facility Managers, line operating staff, contractors, and oversight of operations at buildings.
Qualifications
Applicants must have at least (A) six (6) years of full‑time or equivalent part‑time professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management, of which (B) at least two (2) years must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and substitutions below.

Position Summary
Reporting to the Deputy Commissioner of Real Estate Management, The Director of Interior Planning, Design & Management is a key leadership position in DCAMM's Office of Real Estate, overseeing the planning, design, furnishing, and space management of Capital, Leased Facilities, and State-Owned Office Buildings across the Commonwealth. The Director leads a highly skilled team, manages complex interior furnishing procurement portfolios, and shapes sustainable design practices for public-sector workplaces. This is a critical role in enhancing the quality, functionality, and efficiency of government work environments statewide.
Duties and Responsibilities
Lead DCAMM's efforts relating to the planning, design, and furnishing of public-sector facilities and leased spaces including offices, higher ed, health care, corrections, and special-use buildings. This work includes project and program management; development of policy standards relating to design, furniture procurement, sustainability, and modern workplace design for state agencies; strategic management of state-owned office buildings; and applying new and emerging industry standards to state spaces.
Manage a 12-person team in carrying out IPDM's assignments. Delegate projects based on workload, experience, and developmental opportunities.
Meet regularly with each team member to review project progress, provide strategic guidance, address challenges, and ensure accountability.
Lead regular team meetings to foster collaboration, transparency, and cross-project support.
Provide coaching and mentoring for both technical skills and soft skills, including navigating agency politics and building professional relationships.
Address employee performance issues as they arise.
Serve as liaison between DCAMM and state agencies, and executive offices contacts. Promote collaboration across business units within DCAMM including real estate, construction, legal, and operations.
Champion a service-oriented approach to working with client agencies. Mediate project conflicts and facilitate solutions that align with agency goals and user needs.
Oversee procurements in compliance with state law, including state construction law; lead contract management and vendor negotiations; track and manage budgets, expenditures/cash flow, and project timelines; review and approve purchase orders and requisitions; oversee management of space data across all state-owned office buildings and leased sites statewide; ensure compliance with health and safety codes, ADA, and sustainability requirements; maintain institutional knowledge repositories including project histories, design standards, and SOPs.
Preferred Qualifications
Demonstrated success managing teams, multi-million dollar procurements, and complex stakeholder relationships.
Deep knowledge of interior design principles, space planning, ADA/accessibility compliance, and workplace trends.
Familiarity with public procurement practices and sustainability guidelines (LEED, WELL, or similar).
Proficiency in project management tools and space planning software (e.g., AutoCAD, Revit, CAFM systems).

We work with young people who are detained or committed and provide detention, custody, diagnosis, education and support to young people ages 12-21. Most of the youth served are between the ages 14 and 18. The Department promotes positive change for the youth committed to our care, and has been on the forefront of de-institutionalization, in part, by providing adolescent-focused rehabilitation to youth in residential treatment.
The Department of Youth Services employs staff in various professions and backgrounds in order to engage young people in strategies that support positive youth development. As a key member of the residential team, direct-care staff must monitor and provide on-site and immediate intervention of DYS youth in our residential facilities.

The Department of Youth Services (DYS) is seeking a dynamic, experienced and licensed Psychologist to fill the role of the Regional Clinical Coordinator- Southeast Region. The selected candidate will develop and oversee the psychological services that Southeast Region DYS programs (both state and provider) provide to the youth in its care, participate as a senior staff member of the DYS Southeast Regional team, and provide interagency consultation and planning.
The Regional Clinical Coordinator receives clinical supervision from the Agency's Director of Clinical Services and clinically supervises the Clinical Directors from the Southeast Regional programs which include pre-trial detention (bail), assessment, secure and staff secure residential treatment programs.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
Direct the psychological services provided to youth in the care of DYS in their region, including diagnostic evaluations, counseling services, treatment planning and crisis intervention and planning.
Responsible for ensuring the access and coordination of behavioral health services for youth residing in the community and assigned to the Department's District Offices.
Review the psychological needs of youth detained or committed to the Southeast Region through the process of supervision of the Clinical Directors, reviewing critical incident data, developing treatment plans for high profile youth with serious emotional disorders; and overseeing referrals of youth for specialized services, such as forensic evaluations, sex offender specific treatment etc.
Evaluate the assessment needs of detained youth by consistently examining the intake and screening process for all Southeast Region committed youth to ensure consistency and adherence to DYS policies.
Analyze the counseling services provided to DYS youth in detention, locked secure treatment sites and residential group care programs, to determine their efficacy and consistency of service delivery.
Provide training to DYS clinical and administrative staff on clinical related topics, such as Dialectical Behavioral Therapy (DBT), suicide prevention, sex offender and violent offender treatment, and family counseling services.
Develop and maintain interagency collaborations with other state agencies within the Southeast Region to develop resources for treatment of DYS youth.
Assist Community Reentry Staff in the linkage with Mass Health Payers and Network Providers ensuring access to behavioral health services within the Southeast Region.
Provide annual reports to the Regional Director and Director of Clinical Services of their assessment of the clinical quality and service delivery within the Region and make recommendations for program and policy improvement.
Required Qualifications:
Proficient in the theory, principles, and practices of psychotherapy and developmental psychology including therapeutic techniques used in psychotherapy such as analytic, existential, nondirective, behavior modification.
Demonstrated proficiency of the principles, practices, and techniques of counseling, motivation and reinforcement techniques, interviewing techniques.
Ability to identify types and symptoms of mental and/or emotional disorders.
Understanding of psychological research principles, methods, techniques as well as statistical methods, techniques and statistical sampling.
Experience with principles and practices of tests and measurements used in ascertaining intelligence, aptitudes, personality, and related mental and physical traits including WAIS, WISC, Rorschach, and Thematic Apperception Test.
Ability to administer, score, and interpret the results of intelligence, aptitude, and personality tests.
Ability to communicate effectively, interact with people who are under emotional and/or physical stress, make decisions, act quickly, and maintain a calm manner in stressful and/or emergency situations.
Capacity to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and either providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action; and either recommending or initiating disciplinary action.
Preferred Qualifications:
Experience in the treatment, counseling and/or rehabilitation of juvenile/adult offenders in a residential setting.
Proven practice working with adolescents and their families, expertise in crisis stabilization and management.
Familiarity of principles and practices of the juvenile justice system, including considerable knowledge of state laws pertaining to juvenile justice and juvenile rights as well as Dialectical Behavioral Therapy (DBT) and Cognitive-Behavioral Therapy (CBT).
Experience working with female adolescents.
Clinical Psychology Licensure.
Thoroughness, independence, excellent organizational and written/oral communication skills.
Strong clinical and organizational skills directly related to the functions of the Department of Youth Services.
Ability to develop individualized treatment plans taking into account client needs and available services, using a full range of appropriate treatment modalities (including crisis intervention, psychotherapy, family therapy, supportive therapy, intermittent therapy, and/or behavior therapy).
Demonstrated knowledge of substance abuse assessment training, Suicide Prevention/Intervention strategies.
Proficient usage of Microsoft Office products including Word, Outlook, and Excel.

Minimum Age Requirement\: 21 years
Must be able to perform the physical requirement of the job (i.e. Ability to properly restrain or subdue youth through appropriate use of handcuffs or other restraint techniques) if necessary.

Based on assignment, incumbents may be required to possess a current and valid motor vehicle driver's license at a class level specific to assignment.
Upon hire, incumbents must complete and maintain a valid certification in crisis intervention, suicide prevention, Cardio-Pulmonary Resuscitation (CPR), Automated External Defibrillator (AED) and first aid.

Investigative Accounting Internship positions available:

Both part-time and full-time internships are available for this role. Part-time internships require 20 - 29 hours per week, while full-time internships require a minimum of 30 hours per week, with an expectation of up to 40 hours. This opportunity is fully onsite.
Opportunity:
During your internship, you'll get real-world experience working with talented professionals in investigative accounting engagements that involve working with commercial property insurers in evaluating physical damage and business income losses suffered by businesses resulting from catastrophes. Projects may include reviewing and analyzing historical financial and industry information, revenue and expense projections, insurance claim evaluations and economic damage evaluations. Assignments provide exposure to a wide range of industries from small local retail stores to multinational entities.

The Massachusetts Developmental Disabilities Council is seeking a part-time Disability Policy Specialist. This is a professional position responsible for assisting with legislative and policy research and supporting the Council membership in undertaking policy education and awareness activities and implementing related Council State Plan objectives.
The candidate will occasionally be required to work outside of normal business hours, including weekends. Occasional in-state and out-of-state travel is also required.

The Department of Conservation and Recreation - State House Security Program is responsible for maintaining a safe and secure environment throughout the Massachusetts State House by providing, through a variety of means, public safety, emergency response, security, protection of the Commonwealth's resources, and enhancement of the visitor experience.
Rangers assigned to the State House provide an active and visible uniformed presence that ensures public safety, discourages criminal activity, addresses improper use, and protects the State House's cultural resources. Public safety and cultural resource protection are initially maintained by screening visitors for prohibited articles thereby ensuring a safe environment for all within the building. A State House Ranger also offers visitor services to all who enter by providing information and informal interpretation as to the cultural history of the building and by directing visitors to their intended destinations within the building.
The below list is intended to describe the general nature of the work being performed. It is not intended to be an exhaustive list of all responsibilities, duties and skills required. Supervisors may assign or reassign duties and responsibilities at any time for any reason.
Access Control:
Inspects and verifies employee identifications entering the Massachusetts State House
Performs security screening of visitors and items entering the Massachusetts State House in a manner consistent with policy and procedure
Operates security screening technology such as\: portable and fixed magnetometers, x-ray machines, and other technologies as assigned
Monitors and operates facility systems including remote door access controls, duress alarm systems, elevators, and fire alarm panels
Operates intrusion alarm system, as well as CCTV cameras for unusual and/or suspicious activity
Safety/Security:
Attends roll calls daily, taking notes as required
May be required to attend trainings or department meetings outside of normal scheduled shifts
As assigned by a supervisor, conducts patrols of the Massachusetts State House or staffs fixed security posts as necessary to protect the Massachusetts State House and ensure visitor safety
Provides a public presence and acts as a deterrent to criminal activity and/or rule violations
Conducts crowd control in areas where large groups of people have gathered in a manner consistent with training, policy, and procedure
May be required to place barriers, fencing, ropes, signs, etc. to maintain public order
Controls vehicular and pedestrian traffic, when necessary, to avoid congestion and promote public safety
Comes to the aid of fellow rangers and the public and offers assistance when necessary
Detects and responds to suspicious/unusual activity which may be a threat to the occupants of the State House; immediately reports suspicious activity and potential threats to the supervisor, State House Ranger Control, and law enforcement officials
Responds to emergencies as necessary or as directed, rendering aid and assistance in accordance with training, policy, and procedure
Reports all incidents, accidents, and/or emergencies immediately to the shift supervisor and State House Ranger Control
Coordinates with law enforcement officials and other first responders to prevent theft, damage to property, injury to persons, or respond to or expel disorderly persons
Enforcement:
Enforces State House building rules as determined by the Joint Committee on Rules, and the Bureau of the State House
Issues non-criminal parking citations on all roads contiguous with the State House within DCR's jurisdiction
Customer Service
Treats all persons with dignity and respect
Interacts with the public, gives directions, and responds to inquiries
Provides clear direction and information to visitors and employees
Performs other related duties as required
Preferred Qualifications

Both of these offices are overseen by Associate Commissioners who will report directly to the Senior Associate Commissioner. the following program areas:
Specifically, in this capacity the Senior Associate Commissioner for Data, Assessment, & Accountability will:
In this role, the Senior Associate Commissioner for Data, Assessment, and Accountability will directly supervise the Associate Commissioner of Data and Accountability and serve as the cabinet-level lead for district and school accountability in the Commonwealth. Additionally, this role will provide direction for all activities around the strategic planning, design/redesign and implementation of the district and school accountability system. This work will include setting the long-term accountability goals for districts and schools to ensure that they are aligned with the fundamental vision, priorities and goals of the Commissioner and the agency.
This role will also provide cabinet-level oversight for other responsibilities of the Associate Commissioner for Data and Accountability including\: (1) the continued development of the cross-agency Education-to-Career Data Hub; (2) the continued execution and refinement of DESE's data collection systems; (3) DESE's data analytical and reporting responsibilities; and (4) DESE's District Review program.
In this role, the Senior Associate Commissioner for Data, Assessment, and Accountability will directly supervise the Associate Commissioner of Student Assessment and provide leadership and direction to the assessment team in the development, management and implementation of policies and procedures to guide the development, production, and administration of all facets of DESE's assessment program.
Working at the direction of the Commissioner and Deputy Commissioner, the role will exercise direct authority and independent judgment over the strategic vision for the agency's overall policy around data services, assessment and accountability.
Key Job Responsibilities:
Provide administrative leadership and supervision to assigned unit offices, including the development of operational plans, oversight of day-to-day operational activities, allocation of budgetary and staffing resources, and supervision and mentoring of subordinate managers to attain goals.
Strategic planning, including the evaluation of existing programs and the development of new programs, initiatives, and activities to achieve the Department's mission and/or improve the efficiency and effectiveness of Department operations to positively impact students.
Direct oversight and leadership responsibility of major projects assigned by the Commissioner and/or Deputy Commissioner which involve staff from other Department units and/or staff from other agencies.

Maintain a high level of expertise in the assigned areas of work, including attendance at national conferences, review of relevant research and studies, and discussions with officials in the U.S. Department of Education and other state education agencies, to ensure that Department programs and activities are informed by data-driven research and best practices.
Ensure that supervised staff, staff elsewhere in the Department, and outside stakeholder groups are communicating effectively and working together in a productive, collegial relationship.
Other duties assigned by the Commissioner and Deputy Commissioner (e.g. responding to constituents, presenting at Board meetings, etc.).
Represent DESE at meetings with external groups as needed.

About the Role
EOTSS is seeking to hire a Network Engineer Intern to join the EOTSS Network Engineering Team. The EOTSS Networking Engineering Team provides reliable Network Services and support to all Commonwealth of Massachusetts customers. The networking services provided by the team include network design, implementation, installation, and management. The Network Engineering Team is especially skilled in and specializes in complex routing configurations, wireless networking, and the use of Visio for creating diagrams in support of the infrastructure. The team provides Tier two support to the Network Operations Team and routinely joins Major Incident conference bridges to help with troubleshooting incidents to their resolution.
The Network Engineer Intern will learn what it is like to be part of day-to-day operations. The intern will observe and participate in various incidents and change management processes. The intern will also have exposure to documentation and diagram updates. The intern will work closely with our Network Analysts and Network Engineers with asset inventory reconciliation.
The primary work location for this role will be 200 Arlington Street Chelsea, Massachusetts 02150. The work schedule for this position is Monday through Friday, 8\:00AM to 4\:00PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

About the Role:
The Producer Licensing Unit at the Division of Insurance is responsible for ensuring that the 212,000 individuals and business entities conducting the business of insurance in Massachusetts are qualified and in good standing, and that they conduct business according to the Commonwealth's laws and regulations.
The Program Coordinator III assists the Director of Producer Licensing with participating in and monitoring all aspects of the day-to-day operations of the Producer Licensing Unit. This includes establishing the Unit's weekly task schedule for handling a telephone queue that responds to 30,000 calls annually, monitoring this queue and assisting subordinate staff with questions or issues they encounter.
The Program Coordinator III monitors assigned Unit activities by data analysis and query reports; acts as a liaison to provide Producer Licensing information to Division staff and other state and federal regulatory officials at all levels and to outside insurance related business entities; prepares written reports of Unit activity, responds to written, telephone and email inquiries about Unit activity and / or about specific licensees; The Program Coordinator III is the records control coordinator for the Producer Licensing Unit, collects and retrieves data about Unit activities, and monitors staff attendance. The Program Coordinator III supervises and participates in the EPRS reviews for subordinate staff.
The Program Coordinator III supervises all aspects of the day-to-day operations of the Producer Licensing Unit and accordingly reports all issues that arise to the Director of Producer Licensing, other senior management and the Commissioner. The Program Coordinator acts as a liaison to the Commissioner's office to resolve licensing issues reported directly to the Commissioner and / or through Legislative offices.
Duties and Responsibilities:
Act as “Floor Supervisor” to monitor completion of tasks assigned to 3 Producer Licensing Unit license administrators, to ensure timely and effective operations and compliance with established licensing standards. Continuously monitor Unit productivity and the telephone queue and recommends to the Director of Producer Licensing and / or to the Commissioner and other senior management, any necessary reallocation of resources to ensure Unit's productivity goals are met and maintained.
Assist the Director of Producer Licensing with establishing, refining and communicating to subordinate staff the Section protocols and procedures for timely and effective day-to-day operations.
Propose changes to various licensing applications and other licensing procedures with the Director of Producer Licensing and communicate such changes to subordinate staff and licensees. Draft appropriate language to keep the Producer Licensing information on the DOI website up to date.
Oversee processing of new producer license applications, renewal applications, and applications for all other license types (new and renewal) being issued by the Producer Licensing Unit including, but not limited to, Public Adjusters, Insurance Advisors, Surplus Lines Brokers, Reinsurance Intermediaries, Self-Storage and Portable Electronic licenses. Assign address changes, appointment and license terminations and other licensing actions in State Based Systems and by other manual means to licensing staff as determine necessary; review electronic and paper records to ensure compliance with applicable state and federal laws, guidelines and procedures.
Manage staff processing of incoming Business Entity Articles of Organization and Foreign Corporate certificates for completeness and accuracy. Ensure staff are approving business names requested by applicants for new Business Entities and “Doing Business As” (“DBAs”), designations for individual and business entity producers appropriately as to not create overlapping entity names in the Commonwealth.
Create large batch correspondence renewal reminders in SBS for approximately 200,000 licensees. Ensure renewal reminders are scheduled, clear and provide all relevant information for license renewals with the goal of reducing the need for follow-up outreach.
Oversee Motor Vehicle Damage Appraiser (“MVDA”) license and renewal application procedures. Draft and maintain correspondence templates applicants regarding MVDA exam eligibility, missing requirements for licensure, requesting of appropriate forms, and maintain updated MVDA information on the DOI website. Ensure staff issuing licenses to all MVDA applicants who have passed both Part I and Part II of the MVDA examination are trained accordingly and are performing the relevant duties in accordance with licensing standards.
Act as a liaison with multiple state and federal agencies and insurance related entities including, but not limited to, Automobile Damage Appraisers Licensing Board (ADALB), insurance companies, the National Association of Insurance Commissioners (NAIC) and the examination testing vendor, to exchange information, resolve problems and coordinate activities associated with a change in a producer's status.
Confer with Division staff at all levels to exchange information, coordinate efforts and obtain information concerning licensing activities; confer with agency staff on technical and procedural licensing violations when certain enforcement actions are deemed necessary.
Continuously review and analyze data concerning Producer Licensing Unit activities to best direct available resources toward more efficient and timely work processes, to assess progress in completing tasks, and / or to provide information to management.
Actively participate in strategic planning and process improvements for the agency. Identify systems which require updating and revision to improve efficiency and effectiveness; take a lead role in coordinating and crafting solutions.
Review, analyze and prepare reports concerning assigned Unit activities, to furnish required information and to make recommendations on process improvements to programs and activities. Submit monthly reports that indicate each Unit employee's current assignments and identify any licensing issues of which senior management should be aware.
Respond timely and professionally to all telephone and written inquiries received from any source seeking information about Producer Licensing, including, but not limited to, license applicants and licensees, insurance companies, law firms and other state agencies.
Compile data for use in monthly reporting of assigned Unit activities; continuously update and maintain quality of data in the producer licensing database (SBS) and informs (SBS) staff of any data quality or system issues.
Provide on the job training and orientation for new employees, including use of the SBS database and other statewide enterprise systems.
Provide general supervision of subordinate staff.

· Responsible for reporting and performance monitoring for exit and stabilization programs.

· Collaborate with the Director of HomeBASE and Rapid Re-housing on the development of a formalized stabilization team and program.
5. Supervision:
· Provide leadership and guidance to staff including completing performance appraisals, supervising staff work and providing ongoing support

The Department of Unemployment Assistance (DUA) administers the Unemployment Insurance (UI) program which provides temporary income assistance to Massachusetts workers who are unemployed through no fault of their own and who are able to work, available for work and looking for a job.
The Board of Review consists of three staff members, one serving as Chairman. The Board is responsible for reviewing, on appeal, decisions issued by the Department of Unemployment Assistance's Hearings Department. Responsibilities include:
Developing policy regarding interpretation of the Massachusetts Unemployment Insurance Law in the Commonwealth through the Board's decisions as the final administrative tribunal prior to the courts;
Rendering decisions on appeals of claimants and employers from decisions of the Commissioner allowing or denying the payment of benefits and on employers' subjectivity to the law;
Conducting "de novo" hearings in unemployment compensation cases in which claimants and employers are engaged in labor disputes where cases often involve group of claimants and employers, counsel, and labor union representatives; and
Making decisions at hearings regarding the introduction of evidence, issuance of subpoenas, and requests for continuance.
Approximately 3,000 cases annually are referred to the Board of Review.
