The Social Security Amendments of 1980 made many changes in the disability program.

In 1983, the Alliance of Information and Referral Systems (AIRS), in collaboration with United Way, updated the original standards and published a study that indicated that approximately 80% of all I&R services in this country were designed specifically for older persons.

In 1988, the National Association of State Units on Aging (NASUA) completed a feasibility study and made recommendations to AoA for the establishment of a national toll-free access system.

Published in 1993, they also established the National Aging I&R Support Center's leadership role in the aging I&R network. Based on these studies, the Administration on Aging in 1990 launched its two-pronged National I&R Initiative—the Eldercare Locator, to provide consumer access to information resources nationwide, and the National Aging I&R/A Support Center.

Finally, in 1994 the Social Security Independence and Program Improvements Act of 1994 (P.L. 103-296) was passed unanimously by Congress and, in a ceremony in the Rose Garden of the White House, on August 14, 1994, President Bill Clinton signed the act into law.

Requires that all federal payments (including Social Security and SSI) be made by electronic funds transfer (no more paper checks) effective January 1, 1999, unless a waiver is granted by the Secretary of the Treasury.

The legislation began its swift march through Congress on March 1, 2000 when the full House of Representatives passed H.R. 5 by a vote of 422 to 0.
