DUTIES AND RESPONSIBILITIES: Under the direct supervision of the EMS Program Manager, within the Emergency Medical Service (EMS) program, the Administrative Assistant will: Provide clerical and administrative support to the EMS Program Manager and EMS team Maintain accurate records, files, and documentation to support program compliance and reporting. Support the coordination of meetings, training, and communication efforts to ensure program efficiency. Support Case Manager and the Clinician with administrative tasks, scheduling, and documentation. Coordinate student stipends, logistics for orientation and wraparound services. Maintain confidentiality and protected health information (PHI) by following all Federal, State, County, and City laws and regulations, including the Health Insurance Portability and Accountability Act (HIPPA). Effective communication verbally, through email, through texts, and phone calls Adhere to and promote HYC's mission and values. Acts as a role model to others exhibiting a high degree of professionalism and ability to work with diverse populations and respect cultural diversity. Capacity to be discreet and a demeanor to maintain confidentiality relating to client and personnel information. Adaptive and multi-tasking ability must easily transition from one task to the next. Other related duties as assigned. Qualifications REQUIREMENTS: Bachelor's degree in mental health and/or human services related field preferred. Minimum of two year of administrative assistant and/or office management experience. Experience in administrative coordination Superb planning and organizational skills with a proven track record for strategic planning and execution and attention to detail. Proficient in Microsoft program applications. Ability to succeed independently within a fast-paced, dynamic, and sometimes unpredictable work environment. Ability to work a flexible schedule, including evenings and weekends. Ability to reasonably adjust, accept, and make changes to directives as they occur. U.S. Citizenship or permanent resident status. A valid California driver's license, current auto insurance, a good driving record, and must be cleared to drive for business purposes by our insurance broker. Ability to successfully pass a TB screening test and Live Scan fingerprinting. Ability to pass background check and criminal clearance. HYC is seeking a compassionate and dedicated Enhanced Care Management (ECM) Lead Case Manager. This position serves as the lead care manager for Medi-Cal members with complex needs, coordinating health, behavioral, dental, and social services in collaboration with providers, community supports, and other entities. The Director of Clinical Services will play a pivotal role in aligning clinical systems with this vision - leading the development, implementation, and continuous improvement of standards, training, supervision, and quality assurance across all programs. This is a strategic and operational leadership role: you will not only design the frameworks that guide clinical care, but also ensure those frameworks are effectively communicated, supported, and executed at all levels of the organization. Core Responsibilities The incumbent in this position will perform the following duties and responsibilities along with other duties that may be assigned: Set and Operationalize Standards of Excellence Lead the development of clinical guidelines, documentation protocols, and therapeutic best practices across all programs. Set high standards for clinical care and service delivery, and ensure those standards are not only understood but also implemented, measured, and continuously improved. Develop and maintain systems to track clinical performance against these standards. Provide hands-on support to supervisors and clinicians to guide implementation, offer feedback, and adjust course as needed. Collaborate with other departments and external partners to ensure integrated, whole-person care. Foster a collaborative, positive, and mission-driven work culture that promotes staff engagement and retention. Build a Comprehensive Clinical Training Framework Design and lead a structured clinical training and onboarding program for all licensed staff, associate clinicians, trainees, and interns. Identify and develop clinical competencies, specialty tracks, and leadership pipelines to support long-term staff development and retention. Maintain a clinical training calendar, curriculum, and resource library to ensure consistency and quality across teams. Lead Quality Assurance and Compliance in Partnership with the Director of Compliance Design and implement a robust quality assurance process to evaluate and enhance clinical practices. Partner with the Director of Compliance to align internal protocols with external regulatory and licensing requirements. Lead or support audits, internal reviews, and fidelity assessments, and ensure corrective actions are followed through. Develop and Manage Outcome Measurement Systems Establish systems to collect, track, and analyze clinical outcomes, including client progress, program impact, and clinician effectiveness. Use data to inform service delivery decisions, adjust training plans, and report on impact to internal and external stakeholders. Drive Innovation in Clinical Practice Monitor trends in behavioral health, trauma-informed care, and integrated service delivery. Pilot and scale innovative models (e.g., telehealth, family-centered interventions, mobile or community-based care). Cultivate a culture of learning, adaptability, and continuous improvement within clinical teams. Integrate Behavioral Health with Economic Empowerment Ensure clinical programs incorporate economic mobility strategies in alignment with Lifeline's strategic direction. Collaborate with program leadership to explore cross-functional models that integrate behavioral health and economic development. Train clinicians to understand and engage with the social determinants of health, particularly poverty and economic stress. Supervision and Staff Development Directly supervise clinical supervisors and oversee the full clinical supervision system, including intern and trainee coordination. Support supervisors in the development of strong, trauma-informed, and culturally responsive teams. Facilitate regular individual and group supervision, leadership development, and consultation structures. Recruit, hire, train, and conduct performance reviews for clinical staff and managers. Internal Leadership and External Representation Serve as a collaborative member of Lifeline's senior leadership team, contributing to agency-wide planning, strategy, and culture. Represent the agency in community coalitions, professional associations, conferences, and university partnerships. Ensure clinical work is aligned with Lifeline's mission, values, and commitment to equity, innovation, and impact. Completes other related duties as assigned Required Education and Experience Master's or doctoral degree in psychology, social work, marriage & family therapy, applied behavioral health analysis, or a related field (LMFT, LCSW, LPCC, BCBA, Psy.D., or Ph.D.). Active California licensure or certification with a minim of two years' post-licensure or post-certification experience. Five (5) or more years are strongly preferred. Demonstrated experience creating and implementing clinical standards, training frameworks, and outcome measurement systems. Minimum of five (5) years of leadership experience in behavioral health, including supervision of clinical staff and oversight of multiple programs. Strong working knowledge of trauma-informed care, evidence-based practices, and the intersection of behavioral health and social determinants. The Metro Mental Health Specialist as part of the DHS ICMS Street Based Engagement Outreach (SBE) Team, will work in a variety of settings that will involve traveling on public transportation and on HYC designated vehicles. The Metro Mental Health Specialist will travel with the MDT Outreach team to a variety of sites including but not limited to transit stops on bus and rail line stops/stations, homeless encampments, shelters, drop-in centers, mobile outreach teams, and other areas as designated by DHS. The Mental Health Specialist will use the whatever it takes approach to help people experiencing homelessness with mental health support and interventions on the field. Essential Duties and Responsibilities: Facilitate connections with local mental health providers to establish a network of resources. Provides mental health assessments, counseling, and interventions when necessary. Provide crisis intervention implementation, especially for clients experiencing the effects of mental health crisis. Facilitate training among the MDT team regarding helpful practices, methods, and interventions for addressing mental health among people experiencing homelessness. Collaborate with the MDT outreach team to engage with people experiencing homelessness on the Metro transit system and help connect them to local resources to help them achieve their goals and improve their quality of life. Conduct triage and assessment tools to understand the needs of individuals seeking services. Develop care plans and treatment plans and be able to help clients maintain and implement goals towards addressing housing insecurity, mental health, and substance use disorders. Meet with established clients on a regular basis to review, evaluate, and support goal completion. Help connect clients to mainstream benefits. Maintain documentation standards as set forth by the program contract and HYC polices. Complete all necessary paperwork to track client progress (daily logs, ISP, etc.) as well as enter information into the appropriate data management system (HMIS). Compete paperwork on each face-to-face and telephone contact with the client or any collateral contact by close of business on the next working day.
