    Position Overview: Under the direct supervision of the County Clerk, the Chief Deputy Clerk - Elections directly assists the County Clerk in all aspects of elections held in Morrow County. Serve as the first impression for the County Clerk's office. Day to day operations of the Oregon Centralized Voter Registration (OCVR) program. Maintains election supply inventory, election archives, and retention. Provide back-up support to other personnel as workload levels dictate. This position is deputized to act on behalf of the County Clerk in their absence. This position is cross-trained in the Chief Deputy Clerk-Records position, and performs those responsibilities as necessary. Job Duty Outline: Other duties may be assigned. I. Elections A. Assist the County Clerk in the preparation and the conduct of elections throughout the year in accordance with Oregon Revised Statutes and Oregon Administrative Rules. B. Inspect, check for conformity and process candidate filings, measure filings, petitions and campaign finance forms. Monitor filing dates and deadlines, collect appropriate fees and issue receipts. C. Prepare and distribute Notice of Appointment, Oath of Office, Certificate of Nomination, Certificate of Election and Abstract. Deliver election results to the media and public as requested. D. Issue official ballots to the eligible voters and reissue/replace as needed. Scan ballot signature envelopes during elections and signature check. Keep accurate count of the ballots received, rejected, unaccepted, undeliverable, challenged, costs for each elections, registration count, observer Rules forms, challenge ballot log, voter list requests and all other election tracking processes. F. Serve as a liaison between City, Special District and Secretary of State offices in ensuring the accurate administration of elections, two to four elections annually. G. H. Provide assistance to candidates, local officials, and the general public by furnishing information for election manuals, forms and reports as requested. Respond to questions and requests for information regarding the election process. Assure ethical practice and confidentiality. I. Aid with the development of policies and procedures to improve the quality of services delivered to the citizens of Morrow County. J. Update election precinct maps and registration records. Notify electors when annexations, formations, dissolutions, county redistricting and/or postal address changes are implemented. K. Obtain Passport Acceptance Agent certificate within two (2) months of hire. F. Successfully complete annual mandatory training for Passport Acceptance Agents. G. Receive and evaluate death certificate applications for completion and accuracy, sign and issue death certificates, amend death certificates when necessary and maintain the death certificate log. Preserve confidentiality. B. Attend trainings, webinars and annual audit meetings with the Office of the State of Oregon Health Authority-Public Health Division, with supervisor pre-approval. C. Communicate with Medical Examiner when needed, and staff at the State Vital Records office. D. Preserve working relationship with Funeral Directors within the county and state. E. Maintain the commission certificate of the Deputy Death Registrar. F. Perform all duties as outlined in law and rule - ORS 432.035 and OAR 333-011-0205. G. Aptitude to learn, navigate through and work within the Oregon Vital Events Record System (OVERS) program, which includes entering data for death certificates and retrieval of information regarding those certificates. H. Collect applicable fees and issue receipts. IV. Marriage Licenses A. Issue licenses to applicants, inspect for errors (both when issued to applicants and when returned from officiant) and certify to the State of Oregon Vital Records office. Retrieve more information from officiant when necessary. Issue certified copies to customers upon request, collect applicable fees and issue receipts. B. Manage Marriage license log and scan completed original into the marriage data base as a permanent record. C. Attend trainings, webinars and annual Assessment of Office Practices with the State of Oregon Health Authority - Public Health Division, with supervisor pre-approval. V. Board of Property Tax Appeal (BOPTA) A. Assist with the coordination of the Board of Property Tax Appeals Program. B. Accept appeal petitions. Review for completion and accuracy and process petitions. C. Prepare and distribute petition packages for the appeal hearings for all parties attending. Post hearing notices. D. Process final paperwork upon end of hearing and send correspondence to proper parties. E. Employee Assistance & Wellness Benefits DESCRIPTION The Clinical Supervisor of Secure Residential Treatment Facilities plans, assigns, directs and reviews the clinical work of personnel. They ensure that the relevant Oregon Administrative Rules (OAR's) are adhered to, monitor quality assurance, and develops and monitors treatment protocols. In addition, the position will carry a caseload and conduct comprehensive assessments, develop treatment plans and provide quality clinical care. Clinical services, while delivered in a residential facility, fall under the scope of outpatient services per the Oregon Health Authority. As such, services fall under the outpatient section of the Oregon Administrative Rules and are included in the GOBHI (OHP) contract requirements. SUPERVISION Supervision Received This position is co-supervised by the Facility Administrator and the Residential Clinical Manager of Community Counseling Solutions. The Facility Administrator is responsible for supervising all things that are not related to the clinical functions of the position. The Residential Clinical Manager, working under the Clinical Director, provides all clinical oversight of the position. Supervision Exercised This position directly supervises all assigned clinical staff at the facility. RESPONSIBILITIES Provide clinical supervision and oversight on a daily and regular basis to assigned clinicians and Qualified Mental Health Associates. Ensure that care is of the highest clinical standards and consistent with CCS philosophy and policy. Ensure that assigned clinicians are apprised of current evidence based practices (EBP's), implements EBP's, and ensures that the agency is meeting or exceeding standards of good clinical outcomes. Ensure that all paperwork by the clinical staff is completed in a professional and timely manner, and provide supervision when this goal is not being met. Ensure that the quality of clinical work is superior and completed in a professional manner, and provide supervision when this goal is not being met. This position will participate in the on-call rotation at Lakeview Heights and may be asked to participate in on call rotation for crisis services. Ensure knowledge and application of CCS personnel policies and procedures. This position recruits, hires and trains new staff. They provide supervision and conduct performance evaluations. They follow policies for employee discipline and termination when necessary. Works to resolve conflict as appropriate and provides positive leadership. When necessary, in consultation with Facility Administrator, Human Resources Specialist and/or the Executive Director, engage in disciplinary actions. Report all cases of abuse or neglect to the proper agency, or ensure that all cases are reported. Provide follow up and completes all investigative reports when required, as well as implementing safety plans. Initiate holds, provide civil commitment investigations, and work with the hospitals, case workers and the state and other individuals/agencies for all individuals in the civil commitment process. Schedule and participate in meetings with other agencies to ensure continuity of service delivery and ensure that CCS is highly regarded by other community partners. This position will maintain a caseload. This position will provide quality individual, group and family counseling services. Ensure that all paperwork is professional and timely. Follow the grievance process for consumer complaints and work diligently to resolve complaints. Ensure that the agency is meeting or exceeding all of the requirements for the relevant OAR's, as well as the clinical contractual requirements as required by Greater Oregon Behavioral Health (GOBHI) and other mental health organizations. Ensure that clients are scheduled in a timely manner. Work with the Assistant Administrator for ensuring clinical staff coverage by overseeing vacations, sick leave, training, etc. Work with contracted prescribers to put together schedules and ensure that the service delivery is well coordinated for prescribers and the customers they see. Consult with prescribers to coordinate medical treatment. Work with Quality Assurance Coordinator to ensure that clinicians are meeting quality assurance standards. When requested, participate in internal administrative meetings. Hold regular clinical staff meetings. Communicate with members of the public to inform the public about our services, and speak with groups about our services and/or specific areas of mental health and alcohol/drug programs. Serve on various boards or committees in the community as it relates to program services. Assist and work with the Facility Administrator in ensuring that all operations of the equine assisted therapy program are functioning suitably and needs are met. Will provide directives to the program. Transport clients as needed. Other duties as assigned. Requirements QUALIFICATIONS Education and/or Experience Clinical Supervisor I -Master's degree from an accredited university in psychology, sociology or other human services related field and have 2 years of post-grad experience in the delivery of clinical services. Preferred supervisor experience. Clinical Supervisor II - Licensed (LCSW, LPC, LMFT) with 5 years' experience in delivery of clinical services. Prefer 3 years' experience being a supervisor in related field. Other Skills and Abilities Knowledge of the diagnosis and treatment of mental illness and addictions and principles of counseling. The ability to use independent judgment including finely developed decision making, planning, analytical and organizational skills. Ability to prepare and maintain detailed and accurate records. Ability to understand, interpret and apply laws, regulations and administrative rules related to mental health and chemical dependency.
