Chief Deputy Clerk - Elections

Position Overview: Under the direct supervision of the County Clerk, the Chief Deputy Clerk - Elections directly assists the County Clerk in all aspects of elections held in Morrow County. Serve as the first impression for the County Clerk's office. Day to day operations of the Oregon Centralized Voter Registration (OCVR) program. Maintains election supply inventory, election archives, and retention. Provide back-up support to other personnel as workload levels dictate. This position is deputized to act on behalf of the County Clerk in their absence. This position is cross-trained in the Chief Deputy Clerk-Records position, and performs those responsibilities as necessary.
Job Duty Outline: Other duties may be assigned.
I. Elections
A. Assist the County Clerk in the preparation and the conduct of elections throughout the year in accordance with Oregon Revised Statutes and Oregon Administrative Rules.
B. Inspect, check for conformity and process candidate filings, measure filings, petitions and campaign finance forms. Monitor filing dates and deadlines, collect appropriate fees and issue receipts.
C. Prepare and distribute Notice of Appointment, Oath of Office, Certificate of Nomination, Certificate of Election and Abstract. Deliver election results to the media and public as requested.
D. Issue official ballots to the eligible voters and reissue/replace as needed. Scan ballot signature envelopes during elections and signature check. Keep accurate count of the ballots received, rejected, unaccepted, undeliverable, challenged, costs for each elections, registration count, observer Rules forms, challenge ballot log, voter list requests and all other election tracking processes. Monitor the Election Archiving and Retention process, the Absentee voters and required forms. Prepare ballot drop boxes as needed and coordinate with local Post Offices for election ballot delivery. Proof read election material, maintain election envelope inventory and other supplies necessary for each election. Follow ballot security measures.
E. Generate required correspondence to voters and watch for responses, such as, but not limited to: Unsigned Signature Ballot Envelope postcards; Update/more information needed letters; and correspondence with districts, local election officials and Secretary of State election staff.
F. Serve as a liaison between City, Special District and Secretary of State offices in ensuring the accurate administration of elections, two to four elections annually.
G. Handle all aspects of the Election Board Committee which includes, but not limited to: assist in training; scheduling; obtain completed forms and required documentation for employment; deliver oaths; and prepare timesheets.
H. Provide assistance to candidates, local officials, and the general public by furnishing information for election manuals, forms and reports as requested. Respond to questions and requests for information regarding the election process. Assure ethical practice and confidentiality.
I. Aid with the development of policies and procedures to improve the quality of services delivered to the citizens of Morrow County.
J. Update election precinct maps and registration records. Notify electors when annexations, formations, dissolutions, county redistricting and/or postal address changes are implemented.
K. Handle day to day operations of the Oregon Centralization Voter Registration program.
L. Stay current with statutes, rules and regulations and pending/new legislation may impact the operations of the election office and/or retention laws.
M. Attend trainings, meetings, conferences and Continuing Education in Elections, Voter Registration, Vote By Mail, and other subjects as directed by and with prior approval of the County Clerk.
II. Passport Acceptance Agent
A. Receive, review and process United States Passport applications.
B. Assist all customers with questions and concerns of passport requirements and procedures.
C. Remain up to date in compliance with passport laws as well as maintaining the required confidentiality.
D. Operate a digital camera for passport photos.
E. Obtain Passport Acceptance Agent certificate within two (2) months of hire.
F. Successfully complete annual mandatory training for Passport Acceptance Agents.
G. Collect application fees and issue receipts.
H. Manage the inventory for the required forms and supplies.
III. Deputy Death Registrar
A. Receive and evaluate death certificate applications for completion and accuracy, sign and issue death certificates, amend death certificates when necessary and maintain the death certificate log. Preserve confidentiality.
B. Attend trainings, webinars and annual audit meetings with the Office of the State of Oregon Health Authority-Public Health Division, with supervisor pre-approval.
C. Communicate with Medical Examiner when needed, and staff at the State Vital Records office.
D. Preserve working relationship with Funeral Directors within the county and state.
E. Maintain the commission certificate of the Deputy Death Registrar.
F. Perform all duties as outlined in law and rule - ORS 432.035 and OAR 333-011-0205.
G. Aptitude to learn, navigate through and work within the Oregon Vital Events Record System (OVERS) program, which includes entering data for death certificates and retrieval of information regarding those certificates.
H. Collect applicable fees and issue receipts.
IV. Marriage Licenses
A. Issue licenses to applicants, inspect for errors (both when issued to applicants and when returned from officiant) and certify to the State of Oregon Vital Records office. Retrieve more information from officiant when necessary. Issue certified copies to customers upon request, collect applicable fees and issue receipts.
B. Manage Marriage license log and scan completed original into the marriage data base as a permanent record.
C. Attend trainings, webinars and annual Assessment of Office Practices with the State of Oregon Health Authority - Public Health Division, with supervisor pre-approval.
V. Board of Property Tax Appeal (BOPTA)
A. Assist with the coordination of the Board of Property Tax Appeals Program.
B. Accept appeal petitions. Review for completion and accuracy and process petitions.
C. Prepare and distribute petition packages for the appeal hearings for all parties attending. Post hearing notices.
D. Process final paperwork upon end of hearing and send correspondence to proper parties.
E. Successfully complete BOPTA trainings and well as attend any meetings or hearings in the absence of County Clerk, with supervisor pre-approval.
VI. General Support Duties
A. Operate multi-line telephone system. Direct calls to appropriate department as needed.
B. Assist customers in person at counter, by email, by phone and by FAX. Provide fast, efficient and friendly customer service, make copies as requested or needed, collect applicable fees and issue receipts.
C. Maintain office supply inventory, county oaths of office log, vault index log and inventory of maps used by the County Clerk's office.
D. Research and locate all documents for the general public, other county departments, title companies, etc. Demonstrate the operation of public use equipment within the County Clerk's office.
E. Review annual District budgets for required completed pages, date and file.
F. Follow all safety rules and procedures and comply with the Morrow County Personnel Policies.
G. Assist the County Clerk in continuous improvement in levels of service to the public.
H. Knowledge of legal land documents.
I. Monitor retention schedule for all records held in the County Clerk office.
VII. Recording
A. All duties listed in the Chief Deputy Clerk - Recording job description are also performed by this position, due to a mandatory requirement of cross training in both positions.
