DESCRIPTION OF WORK
In this role, you will be responsible for providing advice and counsel to the Secretary of Education on pending legislation that could affect the state's libraries and recommending new legislation or regulations to achieve statewide library program goals and objectives. You will have the opportunity to utilize your extensive background to plan, direct, and coordinate the development, expansion, and improvement of library services and programs, while also overseeing the Office of Commonwealth Libraries, Bureau of State Library, and Bureau of Library Development. Having the ability to establish and maintain working relationships with institutions of higher education and professional development organizations will be essential to establish priorities on the training of librarians and library staff. Additional responsibilities include:
Conducting studies of library problems throughout the state
Recommending solutions to the Secretary regarding issues and making the findings available to all libraries
Serving as a member of various boards and representing the Secretary of Education at meetings with the legislature, Commonwealth agencies, and other entities
Promoting and supporting libraries throughout the state to increase services and resources
Overseeing the allocation and administration of federal and state funds

Work Schedule and Additional Information:
Full-time employment
Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.

Minimum Experience and Training Requirements:
A minimum of ten years of experience in professional library work including seven years in a supervisory or administrative capacity with an academic, public, school, or special library, or a professional library organization and Master's degree or fifth year degree in library science, from a program approved by the Department of Education or accredited by the American Library Association; or
An equivalent combination of experience or training

Creates and maintains web guides, tutorials, and other digital learning objects.

Outreach
Develop and maintain relationships with stakeholders across campus aligned with open education, including internal and external stakeholders such as the open educational resource committees, faculty development offices, faculty learning communities, etc.

Qualifications you already possess (Minimum Qualifications)
Applicants must meet minimum qualifications at the time of hire.
Master's degree in library and/or information science from an American Library Association (ALA) accredited or equivalent accrediting body program.
Experience and/or coursework related to open education topics (OER, publishing models, licensing, copyright, open pedagogy, etc.).

The Penn State Abington Library is located in the Woodland Building at Penn State Abington. The space spans three floors and includes a variety of different environments to accommodate different types of student learning. The Library's staff includes two full-time research and instruction librarians, one full-time outreach librarian, one shared (10%) time librarian, three full-time staff, and many part-time staff and student employees. In the 2024-2025 academic year, the library saw close to 90,000 visitors, conducted 71 instruction sessions, and 48 outreach events. About the Role

JOB SUMMARY
The Metadata & Discovery Librarian supports student success and lifelong learning by ensuring library resources are accurately described, easily discoverable, and consistently accessible. This position is responsible for creating and enhancing metadata, managing discovery services, and maintaining library systems that enable seamless access to both physical and digital collections.
The librarian contributes to policy development, provides reference and circulation support, and helps ensure smooth daily operations in the Library Director's absence.
MINIMUM REQUIREMENTS / QUALIFICIATIONS
Master's degree in Library and Information Science (MLIS), Library and Information Studies (MLIS), Information Science (MSIS), Library Science (MLS), or equivalent from an ALA-accredited program.
Minimum one (1) year of experience in cataloging, metadata, library systems, or related technical services work. A combination of relevant coursework, internships, graduate assistantships, or supervised field experience may count toward this requirement.
An additional two (2) years of experience in any combination of the following: cataloging, metadata, library systems, technical support, library administration, access services, information literacy instruction, or research assistance.

The Carlson Library Safety Monitor(s) will be responsible or helping to maintain safety within Carlson Library.
