INTERNAL POSTING - Open to current Permanent ODOT Employees.

Applicants may be asked to participate in a professional skills proficiency test for this position.

Inspects construction projects to ensure contractor compliance with State specifications, plans &/or proposals &/or performs laboratory &/or field tests on materials to ensure quality control of project materials (e.g., roadway, drainage, demolition & clearing, foundations for embankment, sub grades, piles, guardrails &/or median barriers, landscaping slope protection, detours, temporary roads, bridge painting, inspects complex structures, verifies plans quantities & calculations with blueprints, tests concrete for air, slump & yield, operates nuclear gauges or embankment kit to test compaction & density & collects material samples to be forwarded to district or central office, performs specific laboratory or field tests on materials proposed for construction &/or on producers or suppliers stock obtained from field to determine compliance with state specifications & to monitor quality control testing, or monitor sampling & quality control testing or perform job control & quality control sampling of various plants in assigned work area, receives cross training in testing & construction, approves construction in line with environmental documents, designs & approves mix designs, researches & designs new materials to recommend changes, aggregate quality testing including the interpretation of results, rejects or accepts specific aspect of project pending review by engineer), signs inspection reports as a certified inspector (i.e., fully certified inspector). Maintains records of samples tested; calibrates & maintains laboratory & field test equipment & instruments; operates personal computer to input data & create records. Assists Contractor Compliance Officers (CCOs) in ensuring Commercially Useful Function (CUF) requirements are met (e.g., fills out forms & ensures completed forms are returned to assigned CCO).

Successful completion of all Highway Technician level 3 courses (i.e., construction/field &/or lab track); 520 hrs. of construction exp.as a Highway Technician 3 or other applicable provisions regarding construction experience per the March 11, 2015 Highway Technician MOU between ODOT & OCSEA/AFSCME; Certification in ACI Field Testing Technician Grade I, Aggregate Level 1, & Nuclear Gauge.

In addition to the above, for positions in Construction, applicants must possess the following:

Successful completion of ODOT Internal Certification Tests in Structures & Traffic Control Devices.

Note: Applicant must have valid Commercial Driver's License at the appropriate level pursuant to approved position description on file to operate motorized equipment of size & type regulated by section 4506 of Ohio Revised Code.

About the Job:

As the Highway Technician, you will be responsible for performing general highway maintenance duties that keep Indiana Department of Transportation (INDOT) assets in good working condition to ensure customer satisfaction. You will perform snow and ice removal and other winter operations duties as required. You may serve in various highway specialty areas like bridge maintenance, heavy equipment operations, construction, traffic maintenance and testing duties depending on the job assignment. A CDL is required for this position.

A Day in the Life:

The essential elements of the job duties:

* Comply with all Indiana Department of Transportation (INDOT) safety policies and procedures.
* Operate basic highway maintenance/ traffic equipment to maintain, repair and clean highways and rights-of-way.
* Move and load supplies and materials.
* Perform winter operations duties including snow and ice removal.
* Perform emergency response activities such as clean-up, traffic control, lane closures, placement of signs and erecting barricades.
* Perform regular inspections and routine equipment maintenance such as: minor repairs, preventative maintenance, refueling, and pre-trip inspections.
* Perform miscellaneous labor tasks.

These additional duties may be performed depending on the job assignment:

Traffic Inventory Specialist:

* Maintain, repair, and install traffic signs, route markers and pavement markings.
* Receive, inspect, and record new materials, supplies, and equipment arriving in District Traffic for distribution (e.g., signs and sign hardware, lighting poles, arms, and luminaries).
* Maintain perpetual inventory of supplies and dispense the required materials. (e.g., traffic signal equipment, signs and sign hardware).
* Operate and maintain new computerized inventory control system.

**Responsibilities:**

+ Supervises and evaluates the work of subordinates and employee schedules and successfully directs work activities to accomplish highway maintenance activities.

+ Ensures employee accountability and compliance with company requirements to include performance assessment, disciplinary action, leave management, work schedule and related policies and procedures.

+ Determines project-wide maintenance operations work programs and objectives, maintenance programs, material needs, staffing resources to ensure work stays within the confines of the allocated budget as a part of the Maintenance Management Team, monitors and controls budget expenditures within the assigned area.

+ Implements the company safety plan daily and ensures employees operated safety with appropriate PPE, tools, and equipment.

+ Uses computers to keep track of schedule.

+ Assigns and explains work assignments to lead workers and technicians to ensure safe and productive daily operations.

+ Inspects highways within an assigned area to determine the maintenance needs of surfaces, shoulders, structures, drainage facilities, signs, and right-of-way areas; assigns employees routine maintenance or repair activities; reports major deficiencies to the Program Manager.

+ Reviews plans for the storage and use of aggregates, bituminous materials, and other materials required for the maintenance and repair of highways and roads.

+ Completes reports relating to maintenance and repair activities, recording the amount of time required for each activity, the number and type of employees utilized for the repair, the amount and type of materials necessary to complete the repairs, and the location and type of roadway repaired.

+ Able to operate various highway maintenance equipment such as, but not limited to, tractors, dozers, loaders, trucks, and graders performing highway maintenance duties

+ Oversees material usage in the field and ensures crew is addressing the assigned operations properly; maintains records of the quantities of supplies used.

+ Brief management on a weekly basis, focusing on accomplishments and work plans for the following week.

+ Perform other duties as assigned by management and or required in emergency situations.

+ Understand and abide by the standards set forth for ethical behavior and integrity as detailed in the Code of Business Conduct.

+ Be able to respond after-hours emergencies and be on call

**Requirements:**

+ Experience in highway maintenance, highway construction or highway materials inspection.

+ College coursework, military training, or technical school coursework in business administration, construction technology/management, or engineering combined with similar work experience may substitute up to two (2) years of experience.

+ Roadside herbicide experience and herbicide applicator license are strongly preferred.

+ CDL-A license is preferred.

+ Demonstrates knowledge of the standard methods, materials, tools, and equipment used in highway maintenance work. Knowledge of the FDOT standards, specifications, and contract requirements a plus.

+ Knowledge of the federal, state, and departmental regulations applicable to the work, such as the proper use of safety equipment (i.e., shoes, hard hats, goggles, etc.) equipment operation, and materials handling.

+ Knowledge of elementary engineering principles and practices involved in highway maintenance operations.

+ Knowledge of the occupational hazards and safety precautions applicable to the work.

+ Ability to plan, direct and supervise the work of employees.

+ Ability to work outdoors in all types of weather conditions, day or night, in normal and emergency situations.

+ Ability to drive vehicles and equipment with a manual transmission in a safe and conscientious manner.

+ Ability to climb, kneel, crouch, crawl, stoop, twist, walk over uneven ground and perform duties using appropriate tools and equipment within safety standards.

+ Ability to operate computers and/or other electronic devices and use programs/applications to conduct business.

+ Must be able to effectively communicate with managers and coworkers in English.

+ Displays high standards of ethical conduct. Refrains from dishonest behavior.
