The Project Controls Cost Specialist will work on Project Controls teams using expertise in forecasting, change management, cost management, project budget analysis, project earn value measurement tracking, risk management, proposals, cashflow and reporting tools. In addition, the Cost Specialist will assist with managing the overall program cost controls and reporting function which includes providing client management support, updates, and presentations at all levels of management. In this role you may be required to travel up to 10% of the time.
Responsibilities:
Develops and produces weekly, monthly, and special reports in a timely manner for the client and PM staff to monitor progress and status of the project, including input from contractor.
Support claims and variance analysis reporting with MS Project, Access, Primavera, and Excel skills.
Author/draft reports for clients based on technical analysis of costs, timelines, site inspections, and other information available.
Present and discuss findings with client with clear, concise, and logical articulation.
Develop Work Breakdown Structures (WBS) and assist with the development of Cost Breakdown Structures (CBS).
Manage project cost and timelines, including budget, forecast, commitments, accruals, Work-In-Place, milestones, WBS, project progress, risks, contingency and KPIs.
Provide monthly project status report (cost, risk, manpower, etc.) Ability to clearly communicate financial status from multiple building sites to PM team.
Ability to review invoices versus contractually agreed upon terms and conditions.
Manage the project change control process and maintain the schedule baseline and current budget to reflect approved changes.
Provides cash flow projections and forecasts to assist in managing to available capital and client cash outlay planning. Compare actuals to forecasts for early identification of risks related to schedule performance.
Sets up cost control system that monitors and controls costs and timelines on contracts requiring validated cost/schedule control system.
Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding as required.
Utilize and maintain historical cost databases through input of budgets, commitments, work-in-place, invoices, and forecasts.
Conduct accrual analysis and coordinate with payment processing teams to track the status of vendor payments.
Support Senior Project Controls Manager with data management for various project sites.
Perform tracking and reporting activities related to budget transfers, uncommitted costs and project contingencies.
Reviews, analyzes, and assists project teams with reconciliation of project cost to ensure accuracy of project cost reporting.
Perform earned value analyses for early identification of risks related to schedule performance and cost variances. Utilize cost-loaded schedules when possible.
Assist in supporting project teams, primarily in the planning, and execution phases of projects, including training as needed to support the needs of HPM project teams.
Support the initial formalization of a project controls function in support of a large design project.
Assist in initiatives to include standardization of processes and tools, participate in the deployment and evolution of standard HPM solutions, support the networking with HPM project controls community to share knowledge and resources across the corporation, support development of project controls best practice within HPM, and potentially working with a vast group of stakeholders.
Promote open communication and collaboration between all parties to ensure that projects are completed with minimal disruptions and delays.
Requirements:
Bachelor's degree in Accounting, Finance, Construction Management, Business Administration, Building Science, or related field preferred.
5-10 years of project cost controls experience or of extensive project management experience in large, complex facility construction and on-site experience in the management of new construction and the renovation of existing assets.
Strong technical knowledge in construction contracts and cost management.
Strong analytical skills for estimate analysis, bid evaluations, budget monitoring, cash flow analysis, risk analysis and benchmarking project costs.
Valid Driver's License required
Preferred Qualifications:
Strong skills in leadership, communication and problem solving. Experience working on various projects to include coordinating and executing project issues.
Good understanding of all types of estimating from conceptual through definitive construction estimates.
Specific experience in CPM Scheduling with Primavera P6, cost engineering functions, including cost control, change management and cost projection analysis
Experience in project controls, commercial operations, with emphasis on project controls and financial issues
Proficient computer skills using MS Office tools and with Excel Macro level, Databases (MS Access), Power BI and dashboard development.
Experience working in a consultancy or owner organization is an asset.

The Senior Program Manager is responsible for the managerial support and oversight of employees and contractors delivering projects under the pre-construction and construction services within the organization. Acts as an extension of the owner, looking out for the owner's interest by overseeing, directing and keeping all entities engaged. In this role you may be required to travel up to 50% of the time.
Responsibilities:
Develop a complete understanding of relevant contracts, the associated deliverables and the Owner's program.
Develop and solicit RFP's and advise on delivery systems, ensure processing of RFIs is addressed in a timely and thorough manner.
Assist during the pre-construction phase to ensure regular design meetings are occurring, lead times and critical delivery items are communicated and considered in overall project durations and Owner's timeline, pre-construction schedules are generated and maintained.
Assist in the development of project schedules and budgets; review and check all budgets generated to ensure the project scope is accurately reflected in the budget, communicate critical scheduling information to Owner and project team.
Participate in and ensure that the project team performs a thorough and detailed review of the construction documents or bid documents in order to provide a comprehensive constructability review and provide written comments to the Architect and Owner.
Assist the Architect in managing the bid process including but not limited to bid solicitation, pre-qualification, and processing of bidder's questions, ensuring issuing of addenda and other related items.
Participate in the Pre-Construction Conference, engaging in the portions of the conference related to Program Management.
Ensure quality submittal logs are generated, processed and maintained.
Participate in the change order process and conduct final review to ensure RFP's, ASI's or Bulletins are distributed to contractors. Ensure recommendations to the Owner and Architect are submitted and change order logs are maintained.
Conduct final review of all pay applications and associated recommendations before issuing to Owner and/or Architect.
Participate in final inspections and closeout activities, ensure final closeout letter is written to Owner.
Review and approve new job set up forms, business plan, total job cost report and monthly cost projections.
Produce systematic reporting to the Group Leader and monthly status reports to Owners.
Review and approve expense reports.
Review insurance certificates and ensure that they meet contract requirements.
Ensure that all client invoices being prepared and submitted in a timely fashion according to the terms of the contract.
Cultivate new business and help maintain and improve client relationships and community relations through weekly calls, lunches, networking meetings, participation in industry associations etc.
Participate in the recruitment and selection of top talent. Participate in the performance management and professional development of team.
Requirements:
Bachelor's Degree in Building Science, Construction Management, Civil Engineering or related field

Nature of Work

- Implements accident and incident reporting protocols to ensure that the project team submits information and reports through the proper channels in a timely manner.

Nature of Work
Provides partial management for a project or assists project management on projects. Assists with on-site direction for various aspects of construction including but not limited to the project schedule, field staffs, contract documents, subcontractor performance, vendor compliance, budgets, costs, safety, profitability, and statutory and legal compliance
Essential Functions and Responsibilities
* Coordinates and communicates with owners, vendors, crews, subcontractors, architects, and suppliers to facilitate timely project completion
* As required, conducts workplace inspections assessing quantity and specification/quality, percent completion by subcontractors, and safety compliance
* Develops operations and maintenance manuals and as builts, as required
* Exercises initiative or, as directed, performs additional duties to meet the needs of the organization
In addition to the above responsibilities, this position will be responsible for the following:
* Has ownership of all project management documentation that may include schedules, material purchases, cost management, progress charts, RFIs, submittals, meeting minutes, jobsite controls, tracking reports, etc.
* Negotiates procurement of minor scopes and draft subcontract and purchase order scopes for review by the Project Manager
* Monitors and reports subcontractor performance to ensure they meet expectations of contract documents
* Manages and supervises the purchase and delivery of project materials, tools, and equipment
* Assists in the establishment and coordination of overall project schedule.
* Assists in managing cost control and forecasting of project labor, material, subcontractors, and equipment
* Prepares and manages both subcontractor and owner change orders.
* Organizes, participates, and leads various project meetings
* Assists the project staff to ensure projects are completed per contract documents and schedule
* Assists project team in providing a safe work environment, as well as complying with all statutory and regulatory requirements
Qualifications
* Ability to collaborate with and function well within a team-oriented environment
* Ability to read and interpret construction documents
* Knowledge of general construction practices and principles
* Knowledge of Microsoft Office Suite
* Knowledge of project management, accounting, and scheduling software
* Experience with supervising or managing direct reports is preferred, but not required
* Ability to travel to various jobsites to meet project demands preferred
Education
* A minimum of a bachelor's degree from a four-year college, university, or equivalent experience
Experience
* 3 years or more of related work experience preferred
* May have supervisory responsibilities

Hoar is recruiting qualified applicants for our Internship Program who are studying civil engineering, construction engineering or building/construction sciences for the Summer 2026 term. This position typically gains exposure to estimating, project management, and the field.
Duties include:
Gaining an understanding of the construction process
Participating in quantity takeoff/quantity estimating
Working with the submittal process: maintaining appropriate logs, reviewing and approving shop drawings and submittals
Preparing transmittals for distribution for project documentation
Assisting in jobsite setup, permitting, and closeout
Candidates should possess computer skills including working with spreadsheets, good communication skills, and a willingness to handle responsibility.
Requirements:
Must be currently enrolled as a full-time student in an accredited college or university pursuing a four year or advanced degree in Construction Engineering, Civil Engineering, or Building Science
Must maintain a 2.5 or higher cumulative GPA
Must be able to work 40 hours per week during the spring semester
Completed college freshman year
Desire to pursue a career in the construction industry upon graduation
Strong written and verbal communication skills
Valid Driver's License
