The U.S. Department of Justice's Bureau of Justice Assistance recently awarded Horizon Behavioral Health $550,000 over three years to support operations at the future Crisis Receiving Center (CRC) in Lynchburg, Virginia, and expand collaboration with the Lynchburg Police Department (LPD). The funds will embed Crisis Intervention Team (CIT) trained LPD officers within the center, alongside Horizon Clinicians and Peer Recovery Specialists, to provide a coordinated response to individuals experiencing behavioral health crisis.
The center will be equipped to accommodate walk-in mental health evaluations, 23-hour observation, residential crisis stabilization, and detox services. This continuum of care will support timely placement in treatment services, keeping clients closer to their support networks, and offering more options for immediate treatment. All shown to improve long-term recovery and health outcomes of individuals served.
Position Summary
The CRCS Psychiatric/Medical Services manager will provide oversight to other providers and nursing staff along with direct patient care.
Required Education and Experience
Board Certified General Psychiatrist
Experience providing services to clients in crisis
A minimum of 2 years previous supervisory.

Management of long-distance phone authorization codes to include +assignment of code for new employees; deleting codes of terminated employees; faxing of code list changes to long distance carrier; and updating phone code listing on PC system. Coordination of services with the local, long distance, and contract phone companies.
Data entry of inventory additions and deletions upon receipt of inventory forms from Fiscal Officer or Fiscal Clerk.
Works with Director of Administrative Services in submitting Retirement Reports
Responsible for monthly reconciliation of agency's operations bank account and submitting reconciliation to the Administrative Services Director for review and verification.
Assist the Fiscal Officer in the employee accounts receivables and in the maintenance of the subsidiary accounts receivables journal.
Acts as back‑up for generation of payee and personal funds checks in the absence of the Fiscal Reimbursement Clerk.
Assist Fiscal Officer in conducting Petty Cash Audits and Physical Inventories.
Assist the Fiscal Office in data entry, initial printing and verification of receipt vouchers.

$5000 Hiring Bonus for QMHP, active as of 08/06/2025: $5000 Total, paid in three (3) installments; $2000 upon receipt of the following: Background clearances, including fingerprint background check, Acceptable drug screen results, Satisfactory references; $1500 upon satisfactory completion of the six (6) month probationary period; $1500 upon completion of twelve (12) months of continuous employment, with a satisfactory performance evaluation. Position Summary
The Clinician - QMHP will provide direct service that helps individuals achieve and maintain recovery from their substance addiction and/or manage their mental illness. Clinicians also facilitate groups and provide individual therapy to address client needs regarding managing their mental health issues and remaining in the community.
Required Education and Experience
A minimum of one year of documented clinical experience or an equivalent combination of education and experience that qualifies the incumbent as a QMHP.
Bachelor's degree from an accredited college/university in an applicable human services field.
Related Knowledge, Skills and Abilities
Knowledge of behavior modification; Cognitive Behavioral Therapy (CBT); emergency interventions; family, group, and individual therapies; psychosocial education; risk assessments; substance abuse interventions; etc. Knowledge of community mental health and public health in order to provide advocacy and enhance an individual's treatment and access to community resources. Knowledge of the principles, procedures, techniques, trends, and literature related to mental health, developmental disabilities and substance abuse. Willing and available to work modified schedules (weekends, holidays, etc.) as required. Ability to drive and must possess a valid driver's license. Ability to participate in and successfully pass behavioral intervention training; includes both verbal de-escalation skills and physical skills techniques to be utilized with consumers as needed. Ability to form and maintain effective therapeutic/counseling relationships with individuals, to monitor movement in the therapy process, and terminate the therapeutic relationship in appropriate ways.
