PhRMA hospital director job description
The individual will report to the Vice President, Policy and Research and will work closely with staff across the organization and member companies to develop PhRMA policy positions, work plans and strategies on issues related to these areas.
Responsibilities/Qualifications
The Director will:
Serve as a subject matter expert on the 340B program and issues related to hospital pricing and access; Monitor current trends, research studies and third-party policy analyses related to 340B and hospitals; Work closely with colleagues in other departments to support education and advocacy initiatives on 340B and related hospital spending and affordability issues, including ensuring that all materials and positions are consistent with PhRMA's goals; Manage consultants who are assisting with policy analysis and written material to ensure deliverables meet PhRMA needs, and assist with oversight of research and analytics as needed; Analyze regulations and draft comment letters and other written materials, incorporating internal and member company feedback; Liaise with State colleagues to issue spot state bills and support State advocacy efforts; Actively seek member company input on policy issues and identify areas of agreement among members; Help identify solutions to complex policy problems; Develop strong relationships with member companies, consultants and colleagues PhRMA-wide to understand advocacy goals/objectives and manage issues proactively; Act as internal point of contact on relevant subject matter areas and provide policy and legislative analysis for other departments (e.g., Federal, Public Affairs, Alliance) including summaries of proposals, identification of significant changes or issues of importance to the sector and suggest potential alternatives; Collaborate with and support the Public Affairs team on development of advocacy materials including slides and talking points; Plan, prepare and deliver presentations on PhRMA's priorities and policy positions to groups external and internal to PhRMA (i.e., the policy work groups or federal steering committee) and lead development of slide decks, talking points, and other relevant materials; Manage 340B budget dollars and other work-streams as assigned; and Perform other duties as assigned.

The successful candidate should be adaptable, able to reprioritize, and shift gears quickly and be comfortable in a high-pressure, fast-paced environment.
Professional Experience / Requirements
Bachelor's Degree required; 6+ years of experience in legislative or regulatory policy and/or advocacy; Strong writing that communicates clearly and persuasively on advocacy issues; Strong verbal communication and presentation skills; Ability to synthesize, distill and clearly communicate complex ideas to a non-technical audience; Be an adaptable, creative problem solver, who is comfortable working in a high-pressure environment; Excellent interpersonal skills that foster the ability to design and manage multiple projects simultaneously; PhRMA requires all employees to be fully vaccinated against COVID-19 before entering a PhRMA office, unless an exemption applies. Proof of vaccination or eligibility for a religious or medical exemption on the first day of work is mandatory.
Preferred Qualifications/Experience
A Master's degree in Public Policy or related field and Capitol Hill (federal), HHS (federal), and/or state legislative or regulatory experience; Familiarity with and interest in the 340B program is a requirement but candidates do not need to be an expert in all the nuances of the program.
