YOUTHBUILD ELGIN ACADEMIC TUTOR TITLE: YouthBuild Elgin Academic Tutor LOCATION: Elgin, Illinois REPORTS TO: YouthBuild Program Director DATES: Two-year program beginning November 2023 EMPLOYMENT TERMS: Temporary, part-time/28 hours per week/$20 per hour PROGRAM SUMMARY: YouthBuild is a three-year workforce development program funded by the Department of Labor that provides employment, education, leadership development, and training opportunities to disadvantaged and low-income youth between the ages of 16 and 24, most of whom dropped out of high school. The overarching goal of this program is to provide disadvantaged and low-income youth with the opportunity to obtain a high school diploma and construction certifications online, develop employment hard and soft skills, and secure local in-demand jobs, thus achieving economic self-sufficiency. PURPOSE
To teach basic skills (reading, writing, math) and GED preparation, modify the curriculum and materials to meet individual and program needs.
Coordinate, develop, or adapt a vocational-oriented curriculum in cooperation with the site team.
RESPONSIBILITIES:
Provide quality instruction to youth participants in all areas of the GED preparation curriculum. This includes basic reading, writing, math and algebra, science, and social studies.
Provide remediation skills training to youth who need upgrading literacy and numeracy skills through tutoring.
Maintain up-to-date knowledge of the GED certification exam requirements, processes, procedures, and study materials.
Administer and score all required pre and post-assessments using prescribed testing materials.
Ensure that participants who are basic skills deficient (BSD) increase a minimum of one educational functional level (EFL) in math, reading, or both.
Maintain up-to-date testing and outcome reports for both CASAS Goals and GED testing.
Develop and regularly update individualized learning plans for each youth participant in accordance with individual learning styles and skill levels.
In conjunction with other YouthBuild staff, modify curriculum and other learning materials to meet individual needs and program requirements.
Provide observations of youth participant's strengths and weaknesses to case managers.
Demonstrate patience, flexibility, and sensitivity to the educational concerns, attitudes towards learning, and needs of YouthBuild youth participants.
Function as part of the site team in integrating basic skills and leadership development in all components of the program.
Employ a variety of materials, techniques, and technology to help learners improve important workplace skills such as critical thinking, problem-solving, and working as a member of a team.
Maintain a clean, organized, and professional learning environment.
Participate in staff development opportunities to enhance teaching strategies and methods.
Participate in special projects as required.
All other duties as assigned.
PROGRAM HOURS: The hours are generally 8:30 am to 3:30 pm, Monday through Friday. QUALIFICATIONS:
Bachelor's degree in education or a related field with the ability to teach reading, writing, and high school-level math preferred.
Illinois Teacher Certification is desirable.
Minimum of two years experience teaching basic skills and GED (General Education Development) preparation to high school students, young adults, or adults, with the ability to teach individuals with a wide variety of skill levels and learning styles.
Familiarity with TABE (Test of Adult Basic Education) and GED standardized assessments.
Excellent public speaking, listening, writing, and computer skills, including Microsoft Office, Internet, and email.
Proficiency in computer operation for computer-based instruction and a positive attitude about the use of technology.
Passion for working with young people of diverse cultural, socioeconomic, and educational backgrounds to reorient their lives, develop leadership skills, and make a difference in their community.
Ability to teach at a multi-level and work as part of a team.
Ability to pass a background check.
The Housing Authority of Elgin (HAE) provides rental subsidies to low- and moderate-income families throughout Kane County. Recently, HAE has been awarded a YouthBuild grant opportunity by the United States Department of Labor to provide educational and occupational skill sets to disadvantaged area youth between the ages of 16-24. About the Role

Manages CM and/or subcontractor change order submissions
Serves as single point of contact for: leading effective project communications utilizing customized open issues tracking logs, document management access apps, real time messaging tools, and online collaboration spreadsheets between the construction site team, consulting and Client teams, and design team staff
Takes ownership of real-time field issues communicated in meetings or ad hoc discussions, and arrange timely responses from all responsible parties.
Regularly monitors the RFI log and proactively re-directs queries to the rightful responder; alternatively, seeks out the responsible party of the open issue to expedite closure
Assists the design team in maintaining schedules related to DOB PAA filing drawings and associated forms issuance
Walks the site on an agreed upon basis, recording deficiencies and working with the project team to issue observation reports (including photos) for corrective action on a regular basis
Assists in creating and maintaining a project commissioning activity milestone schedule, if applicable, highlighting when the construction manager is required to deliver the equipment to meet the master project schedule
Manages scheduling of commissioning personnel, if applicable, in concert with schedule of equipment completion documentation as required
Assists in the scheduling of open-items punch list walk-throughs and corrective action processes
Technical/Design
Demonstrates advanced proficiency in all MEP design principals
Expertly navigates MEP drawing documentation for base building/infrastructure and tenant build-out projects
Coordinates with internal/ external resources to align design documents between various trades
Superior knowledge of project timeline documentation and processes

Qualifications:
BS Degree in ME, EE, AE, CE or CM required; MS in Engineering preferred

Position Summary: The HCV Specialist provides administrative services to HCV clients in accordance with SEMAP indicators, regulatory compliance of the HAJ and with HUD and daily operational processes.
Essential Functions:
Schedule, interview and process applicants and or clients seeking HCV program assistance and explains and responds to questions regarding application.
Review applications, verifies income and background, references and household composition to determine applicant eligibility and notifies applicants of either admission or declination.
Conduct program briefings for HAJ applicants/clients new to the program.
Sets up contract agreements, calculates rent, works with landlord to resolve issues and concerns.

ESSENTIAL FUNCTIONS
Transports within and/or outside of Dodge County, all male and female inmates/detainees as required.
Transports inmates/detainees to assigned jail or detention locations.
Works individually or as team to transport inmates/detainees, etc.
Attend scheduled training.
Regular attendance and punctuality required.
Performs other related duties as may be required or assigned.
REQUIRED JOB COMPETENCIES
Ability to possess a firearm, no felony convictions, no domestic abuse convictions.
Ability to use all standard law enforcement equipment.
Ability to react quickly and effectively to stressful situations.
Ability to organize time and carry out daily schedule in the most cost effective and timely manner.
Ability to work with a minimum of supervision.
Ability to communicate effectively with inmates/detainees, staff, other agencies and members of the public.
Ability to maintain equipment in good working condition, using preventive maintenance practices in the use and care of all county vehicles.
Ability to solve problems in regard to operation of vehicles and inmate/detainee welfare.
Ability to operate police radio.
The employee must have the ability to testify in court as a credible and trustworthy witness.
PHYSICAL AND WORK ENVIRONMENT
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
Work has standard vision requirements.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
Hearing is required to perceive information at normal spoken word levels.
Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
Must drive van or automobile in all weather conditions.
May require communicating with persons who are hostile, aggressive, abusive or violent, posing threatening conditions.
