The Dougherty County Disaster Recovery & Grants Department has a vacancy for a Part-Time Grants Analyst.
Essential Tasks

Employee in this position is responsible for, but not limited to: leading all disaster and grant operations for case management, outreach and intake services; determining grant eligibility; managing grants, grant accounting, housing acquisition and infrastructure task to implement and carryout CDBG-DR Programs: CDBG-DR, CDBG-DR Unmet Need and CDBG-DR MIT funding; working closely with the CDBG-DR Program Manager, any contracted professional service firms, housing rehab and reconstruction contractors, the Disaster Recovery Housing Construction Manager, Construction Specialist, City of Albany staff members, and the Georgia State Department of Community Affairs. Reports to the Director of Disaster Recovery & Grants.

Minimum Qualification

Bachelor's degree or any specialized training equivalent to the satisfactory completion of four (4) years of college education in Housing Operations, Grants Management, Accounting, Disaster Recovery, or closely related field with a minimum of five (5) years of work-related experience which will provide the knowledge, skill, and ability to perform the duties of the position. Must have the ability to communicate effectively and deal tactfully with the public. CDBG-DR, FEMA or other previous Disaster Recovery experience preferred. Must have excellent communication and customer service skills and exhibit a high level of professionalism in all communications. Ability to be flexible and handle multiple priorities. Strong analytical, problem-solving and decision-making capabilities. Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel).

The Immigration Grant Analyst will work in financial planning and analysis, budgeting, and expense management for immigration contracts and grants, to determine how to best allocate current resources and forecast future financial requirements.

The ideal candidate would have previous experience with grant administration oversight, advanced Excel skills, and an understanding of GAAP, Uniform Guidance, and OMB Circulars.


Responsibilities:


Coordinate and oversee the post-award fiscal and programmatic administration of federal and non-federal grants and contract awards. Deliver ongoing financial reporting, analytics, and insight on performance metrics, benchmarking progress against targets, initiatives, and strategies. Monitor expenditures and data metrics to ensure compliance with grants and contract guidelines, availability of funds, and appropriateness of expenditure. Maintain assigned grants awarded and prepare monthly contract invoicing, perform budget to actual variance analysis, and budget reconciliations as necessary. Compile data for reports and ensure financial programmatic reporting deadlines are met. Assist program staff in collecting performance outcome measures for grant-funded initiatives. Analyze financial operational results to understand and report underlying causes for performance and variance. Assist with immigration program budgets and forecasts in real-time bases on changing assumptions in revenue, personnel, and other direct project costs. Perform budget to actual variance analysis to identify causes, adjustments needed, trends, personnel reclassifications, potential budget shortfalls or cost overruns, and opportunities for cost savings for all immigration programs and projects. Assist with year-end reconciliations and preparation for any external audits and assist with the preparation of necessary audit schedules as needed. Assist in contract audits, including the preparation of all required schedules. Attend Awardee/Grantee workshops, as needed. Perform other duties as assigned.

As Grants Analyst, you will work in the Office of Analytics, Technology & Planning as a member of the Planning and Innovation team. There, you will gain a unique perspective on local government management, with a high-level view of the broad spectrum of work undertaken each day to best serve residents of Allegheny County.


The DHS budget is composed of more than 100 funding sources. An important slice of DHS revenue comes from competitive or discretionary grants – awards from federal and state agencies, as well as foundations – that allow DHS to innovate, pilot new programs and evaluate its efforts.

The Grants Analyst supports these awards throughout the lifecycle, implementing a system for centralized grants management across DHS . This encompasses 1) identifying and communicating about relevant grant opportunities; 2) administrative management of proposal development, implementation and reporting; 3) grant tracking and communication among DHS’s program offices, support offices, and fiscal and contracts units; and 4) cross-grant coordination to ensure that each grant builds upon and supports the success of other related grants and DHS programs.


Principal duties

This position is responsible for:

  • Identifying and evaluating grant opportunities from federal, state and private sources in alignment with DHS program areas and strategic
  • Collaborating with staff across DHS offices on the development and submission of new grant
  • Organizing DHS’s grant application process and providing project management, writing, and budgeting support, as needed, to the staff pursuing new
  • Maintaining grants-related information in a centralized location to facilitate access to historical documents and
  • Coordinating with fiscal/contracts units at all stages, including the development of budgets to ensure that all necessary costs (e.g., evaluation, administrative, etc.) are included in grant budgets and that grant contracts/agreements are executed in a timely
  • Monitoring post-award grant activity to ensure reporting compliance and grant award spend
  • Acting as consultative liaison who bridges administrative and program personnel, particularly as it involves stewarding program staff through fiscal and contracting
  • Using grants management software to research funding opportunities, maintain grant-related data and documents, and monitor compliance with post-award requirements such as reporting and grant spend-down.
  • Convening and participating in cross-office grant team meetings and other DHS
  • Monitoring internal processes impacting grants and making recommendations for process
  • Briefing and responding to County Budget/County Manager's office

Required Knowledge, Skills, and Abilities

DHS seeks a professional with 1) the energy, motivation and personality to establish and maintain effective relationships across offices, particularly those individuals with grant responsibility; 2) an understanding of DHS’s organizational structure and mission; 3) the ability to organize and streamline processes; and 4) grant experience and knowledge of (or the ability to quickly learn about) a variety of funding entities.
