Compliance Counsel is responsible for developing a comprehensive understanding of the Compliance Department operations, with the potential of overseeing and managing the Compliance Department. Managing and overseeing compliance activities for all states in which the company operates. Responsibilities also include providing compliance direction to licensed attorneys and other legal professionals, promptly identifying and implementing new compliance requirements as they arise, maintaining FSL's regulatory compliance for its insurance products and services sold through appropriately licensed agents and administrators, and other duties as may be assigned.
Expectations
Individual shall timely perform legislative reviews and monitoring of all laws and regulatory changes that impact compliance and procedures for the products and services provided by FSL/FTJ and its affiliates and promptly communicate all such applicable updates to affected departments. Examples include, but are not limited to, Health Care Reform, mandated benefits, annuity/senior suitability, state prompt pay/claims settlement practices/appeal procedures, state guarantee association notices, state complaint notification requirements, minimum health standards laws, life insurance replacement, interest on death proceeds, and agent and administrator requirements.
Anti - Money Laundering. Responsibilities include maintaining AML procedures, coordinating with accounting, claims and customer service departments, agent communications including standards of payment, red flags, producer's guide, verification of prior AML training, coordination with human resources department for the AML training for home office personnel, and coordination of annual AML testing requirements. Duties also include assuring AML compliance of individual cash value life and annuity products, periodic review and update of corporate AML policy and procedures, coordination of annual AML testing with corporate Audit, as well as coordination and documentation of periodic SDN and FinCEN searches with IT department.
Standard Practice Memorandums (SPM) and Compliance Bulletins. Research and update SPMs to incorporate legislative changes. Draft and coordinate distribution of compliance bulletins.
Product Evaluation. Assist marketing and product control in the evaluation of new products/ideas and identify regulatory and filing issues that may impact the programs.
Life/annuity/financial product line compliance, which includes legal support and assistance to (i) marketing and product control for new product analysis and development, and (ii) contracts department for existing product updates, new product contract drafting and project implementation, and objections on product filings.
NAIC Best Interest Annuity Suitability Compliance - Review and recommend updates to NAIC Best Interest Annuity Suitability and related state Supervision System including: (i) Procedures to inform producers of the Best Interest rules requirements; (ii) Producer training manuals/materials/ and communications; (iii) Product specific promotional materials and agent training; (iv) New business process to assure all applicable forms and suitability review completed prior to issue; (v) Procedures to review recommendations; (vi) Annual reporting to states and senior management.
Advertising Review and Marketing Compliance Support. Assist marketing department with developing agent training, client presentations and advanced markets sales concepts, advertising and website review, and recommendations and approval for regulatory compliance.
Policy Filing Support. Provide assistance to the contracts department when requested. Monitor and communicate changes to policy form and rate filing requirements and procedures in the various states.
Claims Support. Research and respond to claims questions regarding mandated benefits, prompt pay statutes, interest, subrogation, etc.
Market Conduct. Review and evaluation of market conduct issues when requested.
General Regulatory Compliance - Provide legal support and guidance regarding the following: (i) Life Underwriting developments including genetic information, AIDs, Search Engines; (ii) NAIC Lost Policyholder reporting; (iii) Life Claims questions related to prompt pay, interest, child support, rescissions; (iv) Licensing appointment, policies and procedures, controls and producer oversight; (v) Assist with Periodic Reporting.
Competencies
Strong management skills.
Exceptional verbal and written communication, interpersonal, problem-solving, analytical, oral presentation, and organizational skills.
Requisites
Juris Doctor and attendant Bachelor of Arts or Bachelor of Science degrees.
7+ years of industry experience in annuities and interest sensitive life products.
3+ years of management experience (functional and personnel).

The BSI Claim Counsel team conducts thorough investigation, analysis, evaluation, and disposition of claims and claim litigation to achieve superior customer service and to optimize claim results. * Retain, monitor, and manage outside counsel actively utilizing litigation management plans and budgets.

* Continue to develop the ability to identify all recovery opportunities and coordinate recovery efforts with the Recovery Management Unit and Claim management.
* Travel to and attend mediations, settlement conferences, claim conferences, field office visits, trials and depositions.

As a valued member of our team, in addition to claim, you also will provide legal advice to our underwriting colleagues and non-attorney claim colleagues, and participate in BSI claim strategic initiatives.
**What Will You Do?**
+ Follow operational policies to analyze, investigate, and resolve BSI claims of varying levels of severity with moderate supervision from claims management.
+ Prepare and present reports for management that accurately reflect loss development, potential/actual financial exposure, reserve adjustments, coverage issues, and claim and recovery strategies.
+ Retain, monitor, and manage outside counsel actively utilizing litigation management plans and budgets.
+ Communicate with underwriting on significant claim exposures.
+ Continue to develop the ability to identify all recovery opportunities and coordinate recovery efforts with the Recovery Management Unit and Claim management.
+ Travel to and attend mediations, settlement conferences, claim conferences, field office visits, trials and depositions.
+ Refine policy interpretation/coverage analysis skills including drafting coverage opinions with case law included.
+ Strengthen the ability to negotiate settlements/resolutions, review releases and settlement agreements, including confidentiality and non-disclosure provisions.
+ Support underwriting marketing efforts, including participation in broker and account visits and risk mitigation seminars and authoring customer-focused white papers and articles.
+ Monitor marketplace conditions, conduct research, and draft reference materials to inform claim and underwriting colleagues on law impacting Travelers' underwriting and claim decisions.
+ Obtain and maintain required adjusters' licenses.
+ Perform other duties as assigned.

Position Summary
This MAT Counselor position is focused on providing support within a Medication Assisted Treatment (MAT) program, helping individuals manage opioid use disorder through a combination of counseling and approved medications. The role is based at the Root Center for Advanced Recovery, a methadone dispensary, where clients receive comprehensive treatment including methadone maintenance treatment as part of their recovery plan.
Under the supervision of the clinic supervisory staff, performs full range of counseling and clinical duties including but not limited to assessment, education and treatment of clients experiencing substance use disorder and/or related behavioral health disorders.

Essential Functions
Counseling Clients ; facilitates individual and group counseling; safety planning/risk assessment; identifies problems and provides strategies for resolution and/or intervention in order to assist clients in reaching treatment goals, provides on going education and support
Treatment Plans: develops treatment plans including client needs, immediate and long-term goals, action steps, and treatment services to assist in reaching goals.
Case Management: schedules appointments, administers client urinalysis testing by observing collection first-hand, monitors client progress to assure treatment plan objectives are met; coordinates transportation; coordinates care with family and other facilities.
Referrals: refers or enroll clients to related programs or services by identifying appropriate resources and assisting clients to accurately complete eligibility or financial applications.
Intake and Screenings: informs clients of admission procedures, obtains information needed to determine eligibility for admission into a treatment modality, establishes and monitors case records; provides comprehensive orientation to clients on program operations, client obligations, rules of the treatment program and program policies.
Assessments: conducts client assessments and evaluations by gathering relevant history, identifying sources, and obtaining collaborative information from outside agencies.
Record keeping and documentation ; Completes routine and non-routine reports, including treatment plans, progress notes, charts, closing and/or transfer summaries, and other recordkeeping paperwork related to treatment as required by the agency's program policies and procedures.
Participation: participates in team meetings, case conferences, clinical seminars, supervisory and training sessions as deemed appropriate by supervisory personnel; actively participates and engages in multidisciplinary team meetings.
Administrative: covers the front desk, monitors client fee system, and other client management duties including monitoring loitering in and outside facility.
Compliance: adhere to standards of regulatory and funding agencies, as well as accreditation standards.
Minimum Qualification Requirements
A Master's Degree in a relevant field which will qualify for State of Connecticut licensure. Professional licensure expected within 2 years.
