Role Description: Huitt-Zollars, Inc. has full-time opportunity for a Civil Project Engineer (Eng V) with 5-10 years of experience and will be a registered Professional Engineer for our Houston West office. This role works under the direction of the Construction Manager while performing oversite on multiple construction projects. The position requires to make periodic visits to the project sites. Candidates must pass HZ security clearance review.

Duties:
Provide project oversight and contract administration on day-to-day contractor operations
Review Monthly Pay Applications and provide recommendations to the PMF Construction Manager for processing thru TFC. Provide technical support to the PMF Construction Manager and TFC, to include reviewing construction contractor pay requests to provide an opinion or recommendation within 3 working days of receipt as to whether the pay requests accurately reflect the percentage of construction accomplished during the period covered by the pay requests
Review contractor's monthly schedule submissions and provide an opinion and recommendation to the PMF Construction Manager
Review contractor submittals for compliance with contract plans and specifications
Review contractor RFI's and provide a recommendation to the Construction Manager as to the reply
Provide guidance to the construction inspectors as to contractor operations and performance of work
Review construction inspector daily reports on a daily basis
Attend PMF and contractor meetings for the purpose of coordination of inspections, contract administration, site security, or other project related issues
Provide support to the construction inspectors on daily quality assurance inspection of construction to determine compliance with contract documents and specifications. Provide recommendations to appropriate HZ representatives as to whether work is in full compliance
Provide technical support, review contract pay request for accuracy and process submittals
Attend meetings for inspection coordination, contract administration, site security and all other project matters
Perform closeout and warranty execution responsibility to include ensuring all necessary documentation is provided
Key Responsibilities:
Prepares and follows comprehensive Project Framework Instructions and proper work planning for a project. Ensures proper staff is assigned and utilized on their projects.
Reviews project reports and performance metrics to track project progress and budget. Leads successful projects (profit, on-schedule, quality, satisfied client).

Cultivates relationships with clients and holds strong relationships with clients.
Understands, follows, and enforces Huitt-Zollars' business process including weekly rhythm.

Proficient in Microsoft Word, Excel, and Project
Must pass HZ security clearance review

Collaborates with PIC/PM on project financial performance, such as confirming invoices are paid current before issuing documents
Understands fundamental accounting principles and the project accounting process
Collaborates in and may be responsible for delivering a project on defined budget requirements
Builds, updates and executes project schedule assuring deliverables are completed on time and aligned with the budgeted labor; recalibrates as necessary
Maintains accountability to project plan and planned utilization rate
Understands contract and recognizes additional services needed
May participate in the pursuit and marketing of potential projects
Supports PIC and may lead the business development process by identifying new opportunities, marketing current clients for repeat business and assisting with proposals, budgets and schedules
Qualifications:
Accredited professional degree in Architecture or equivalent in education or experience
Architectural Registration strongly preferred
Typically 8+ years of experience
Sustainable design accreditation preferred
Firsthand and sustained experience in all phases of architectural design and construction
Familiarity in the capability and benefits of architectural and performance analytical software such as Revit, AutoCAD, 3D modeling, parametric design and performance analysis software preferred
Experience in MS Office Suite, including Microsoft Project and Microsoft Teams preferred
Advanced knowledge of sustainability and integrated design guidelines
Advanced knowledge of architectural building systems and QA/QC process
Advanced knowledge of building codes, constructability and accessibility guidelines
Experience in logistics management
Strong presentation skills
Strong organizational skills and the ability to work on multiple projects at the same time
Ability to manage team with diplomatic and collaborative leadership style which puts value on relationships and collaboration, both internal and external
Ability to communicate in a clear, concise and professional manner both verbally and in writing

What You'll Be Doing
Performs work involving the application of a diversified knowledge of engineering principles and practices in broad areas; uses advanced techniques, theory, precepts, and practices in a specialized engineering field and related sciences and disciplines
Responsible for conceptualizing the initial design approach for large or complex projects, and has overall responsibility for the engineering work on all assigned projects

What can you expect on a daily basis?
Perform watershed hydrologic analyses for planning, outfall master planning, flood control conveyance and detention facility design
Perform hydrologic and hydraulic analyses using ArcGIS and other proprietary software for modeling
Prepare proposals, scopes of work and contract cost estimates as needed
Prepare LOMR and CLOMR FEMA applications
Prepare drainage report documents with tables and exhibits for submission to review agencies and address comment
Lead and mentor a dynamic group of technical professionals - engineers and technical support- to serve our clients well
Engage in the proposal and client agreement development and execution
Develop trusting professional relationships with clients, public agency officials and community leaders
Be respectful of client time-lines through effective coordination of project tasks, budgets and schedules

What qualifications are needed and key to this role?
Bachelor of Science degree in civil engineering from an ABET accredited college or university
7 years' experience managing a team and clients for the completion of hydrologic and hydraulic modeling projects
Professional Engineer (P.E.) license or ability to sit for P.E. in Texas within six (6) months
Proficient with HEC-RAS steady, unsteady state modeling and HEC-HMS
Proficient with ARC-MAP and Civil 3D
Microstation and Geopak experience a plus
SWMM modeling experience a plus
Experience with the FEMA, CLOMR/LOMR submittal
Experience with developing master drainage plans for land development projects
Experience with DOT drainage studies
Effective communication skills, both oral and written, with all level of employees within an organization
Proven ability to build and maintain relationships with clients, both public and private, as well as representatives of local, state and federal regulatory agencies
Demonstrated ability to work in a team as well as independently
Office hours are 8 am to 5 pm, Monday through Friday to be available to serve each other and our clients.
