    Under the supervision of NPI's Director, the Project Policy Analyst Supervisor 2 will provide leadership and coordination of research and evaluation studies focused on a range of nutrition and physical activity policies and programs and will supervise NPI's Project Policy Analyst section. Responsibilities include planning and implementing complex research and evaluation studies; identifying potential measures of outcome and impact; designing evaluation tools; overseeing data management and analysis; and disseminating findings to internal and external stakeholders to inform programs and policies. The Project Policy Analyst Supervisor 2 is a technical leader with recognized expertise in evaluation of community-based nutrition and physical activity programs. The position functions with a high degree of autonomy, exercising good judgment to develop and oversee the implementation of new systems and processes and meet tight deadlines. This position will manage the workload, professional development, and performance management of 3-7 project policy analysts, as well as survey workers and students, as needed. Department Summary: The Nutrition Policy Institute (NPI) is a statewide institute within the Division of Agriculture and Natural Resources at the University of California. NPI conducts and translates policy-relevant research to transform environments for healthy children, families, and communities. We are home to approximately 30-40 academic, staff and student employees located in the UCOP offices in Oakland and other locations. This position is a career appointment that is 100% fixed. The home department is the Nutrition Policy Institute. While this position normally is based in Oakland, CA, this position is eligible for hybrid flexible work arrangements for applicants living in the State of California at this time. Please note that hybrid flexible work arrangements are subject to change by the University. Pay Scale: $88,900.00/year to $126,400.00/year Job Posting Close Date: This job is open until filled. Key Responsibilities: 35% Supervision and project management: Provides direct supervision to project policy analyst section, as well as temporary staff such as survey workers and student workers, as needed. Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization to ensure timelines are met and deliverables are achieved. 15% Dissemination: Supervises the dissemination of research and evaluation findings through a variety of written channels (e.g., peer-reviewed articles, policy briefs, blog posts, fact sheets) to reach different audiences (e.g., researchers, community health professionals, policy advocates) to provide insight and inform decisions. Prepares and delivers presentations at professional conferences and meetings with stakeholders and policy makers. Contributes to interim and final reports to funders. 35% Research and evaluation: Leads efforts to conduct highly complex analyses of community-based nutrition and physical activity interventions. Designs evaluation methodologies and data collection tools and protocols. Identifies and develops solutions to evaluation issues, including developing and administering new systems and processes. Develops and implements data quality control protocols. Contributes to the development of analysis plans and works closely with data analysts to carry out complex analyses of quantitative, qualitative, and mixed methods evaluation projects. Manages the development and submission of IRB protocols and amendments for human subjects research, as needed. 10% Strategic planning and proposal development: Researches and summarizes best practices in the field and emerging evidence and priorities to inform strategic planning. Participates in strategy and planning committees and working groups. Develops recommendations to guide the strategic direction of the organization. Develop grant proposals for state, federal, and foundation funding. 5% Consultation and communication: Consults on projects as a recognized evaluation expert for internal and external stakeholders, including UC campus-based departments/programs. Provides recommendations and input on nutrition policy development, implementation, and evaluation at all levels (local, university, state, national). Makes high level contacts with diverse stakeholders, requiring diplomacy and persuasiveness in order to further the use of NPI research to inform policies and programs. Requirements: Bachelor's degree and an advanced degree in public health, nutrition, social science or a related field and / or equivalent experience / training. Experience in evaluation of federally funded nutrition assistance and health promotion programs, such as WIC, SNAP, or SNAP-Ed. Expertise in development, implementation, and evaluation of organization- and jurisdiction-level nutrition policies. Preferred Skills: Demonstrated supervisory experience. Experience mentoring undergraduate and graduate students, including overseeing MPH practicum projects. The Director of Finance and Human Resources performs a wide variety of small business finance and accounting tasks, as well as human resources responsibilities, including the following: • Pays all outstanding invoices upon receipt of necessary approvals and tracks receipt of all revenues. • Manages cash flow, including the Accounts Payable and Accounts Receivable. • Performs heavy bookkeeping work, including verifying, reconciling, and posting all daily deposits. • Maintains accurate accounting records with the use of QuickBooks accounting software, other internal database software and direct communication with department managers. • Verifies game-day receipts. • Assists the Food and Beverage Director and Merchandise Manager with tracking inventory and drawdown for accurate monthly costs of goods sold (COGS) data. • Reconciles bank accounts on a weekly basis and general ledger balances on a monthly basis. • Calculates and submits monthly sales tax remittances for both the city and the State of California. • Completes all credit applications for new vendors. • Works with the General Manager and ownership to create and update the budget on a monthly basis. • Compiles and tracks budget items for all general ledger accounts. • Manages spending in accordance with approved budgets; and produces weekly, monthly, quarterly, and annual reports, including P and L statements and balance sheets as needed. • Handles payroll by submitting, reviewing, and approving biweekly payroll. • Collaborates with the General Manager and ownership on all insurance related issues, including broker selection, coverage, rates/premiums, and billing arrangements. • Interfaces with the team's bank, accountant, insurance agents and payroll service on a regular basis. • Maintains relationships with state and local agencies responsible for taxes and business licensure. • Oversees preparation and filing of all taxes and tax-related work. • Support full-cycle recruiting activities, including scheduling interviews, conducting phone screens, and reviewing resumes. • Handles all onboarding and benefits support for all employees (full-time and part-time/seasonal). • Scans, organizes, and upload all employee documentation. • Maintains accurate employee records, including job details, promotions and staffing changes. • Facilitates constructive and timely performance evaluations. • Assists with compliance-related tasks, including I-9 audits, recruiting status reports, and other reports. • Drafts and distributes HR-related communications in registers to insurance, benefits, etc. • Works with management to discipline and terminate employees in accordance with company policies. • Helps establish the team's goals and strategies related to staffing, recruiting, and retention. • Develops, coordinates, and implements policies, processes, training, and HR strategies and initiatives aligned with the team's business strategy to support its human resource compliance needs. • Administers human resource programs including compensation, benefits, and leave policies. • Handles disciplinary matters, disputes and investigations. • Identifies staffing and recruiting needs; develops and executes best practices for hiring talent. • Conducts or acquires background checks and employee eligibility verifications. • Implements new hire orientation and employee recognition programs. • Handles employment-related inquiries from applicants, employees, and supervisors. • Performs other duties as required. The salary range for the Labor Relations Representative is $84,409 - $122,789 with a generous car allowance. Starting salaries are typically at the first step on our salary range. Consideration may be given for exceptional qualifications and experience.
