The successful candidate will provide Benefits Administration, Human Resource and Executive Administration services to the Management, Staff and Employees of Menard Electric Cooperative, a not-for-profit electricity utility providing service to approximately 11,000 metered consumers in Central IL.
Specifically, this position will provide management and direction for all human resource functions and employee benefits; provide accurate administration of payroll; provide effective administrative staff support to the General Manager and Board of Directors of the Cooperative; present a positive image of and promote the benefits provided by Menard Electric Cooperative; administer all Policies, Bylaws and procedures of the Cooperative; safeguard confidential information held by the Cooperative, as such relates to personal data of all employees, the General Manager, and the Board of Directors; and, provide support to other management staff as directed by the General Manager.
Key Duties include:
· Coordinates and supervises all Human Resource functions, including administration of the wage and salary plan, performance appraisals, job descriptions, and personnel policies. Provides counsel to management staff on appropriate Human Resource actions. Alerts management staff on current and pending Human Resource laws and recommends necessary actions.
· Provides leadership and actively participates in the recruiting, hiring, training and retaining of the Cooperative's workforce.
· Directs and analyzes the employee benefit programs. Serves as the primary point of contact for employee benefits administration.
· Evaluates and administers the Retirement Security (RS), 401k, and Executive Deferred Compensation (457b) Plans, including verification of data through payroll, benefit allocations to individual accounts, and information processing for discrimination testing.
· Evaluates and manages the Major Medical, Dental, Life and Disability Insurance plans for employees, eligible retirees, and respective dependents. Coordinates with the plan administrator for these benefits.
· Evaluates and administers the 125 Plan and Retiree Health Reimbursement Arrangement (RHRA) for employees, eligible retirees, and respective dependents.
· Manages the Workers' Compensation insurance plan. Coordinates with insurance exchange representatives to perform periodic audits, submit claims, and apply premiums.
· Stays abreast of Illinois and Federal labor regulations and laws. Evaluates Cooperative policies and procedures to ensure compliance.
· Responsible for maintaining the OSHA 300 form and posting annually. Reports other employee injury incidents as required by OSHA.
· Manages and processes bi-weekly and special payrolls. Maintains paid time off allocations and balances.
· Files quarterly State and Federal payroll taxes.
· Performs year-end compliance for all payroll and benefits activities. Prepares and delivers W2 forms and other IRS-related forms to employees.
· Maintains personnel files.
· Compiles information, maintains files, participates in negotiations, and assists General Manager and Operations Manager with administration of bargaining unit contract.
· Develops and presents annual benefits budget.
· Provides administrative support to General Manager when preparing for monthly board meetings, committee meetings, and special events.
Minimum Requirements include: Associates Degree in Business or Accounting with at least 2 years' experience in administrating employee benefits, human resources and payroll functions. Possesses intermediate computer, analytical and communication skills; familiarity with Labor laws, both Federal and State.
