General Job Information This position is located in the Office of HumanResources and Employee Development, DC Department of Parks and Recreation. The incumbent of this position serves as a HumanResources Specialist and is responsible for providing a full range of humanresources support and advisory services.
Duties and Responsibilities
Determines qualification requirements for all levels of jobs, including managerial, supervisory and nonsupervisory with non-specialized and specialized requirements. This determination is based on rules, regulations, and industry standards for a variety of positions. Interprets, analyzes, and applies qualification standards, position requirements, job analysis, and evaluation plans. Prepares lists of eligible job applicants in accordance with regulations and policies. Writes consistent, coherent position vacancy announcements in collaboration with the manager, supervisor or other senior level staff. Compares position descriptions with vacancy announcement, and in qualifying candidates for positions applied. Reviews vacancy announcements for quality and accuracy to advertise jobs and qualifies applicants. In conjunction with the hiring manager, assures that position vacancies are posted in the appropriate media including newspapers, list serves, and websites. Reviews Selection Certificates to assure adherence and compliance with the procedural requirements of the Department of HumanResources (DCHR) and conformance with the goals and objectives of the agency. Conducts personal reference checks. Determines qualification requirements for all levels of jobs, including managerial, supervisory and nonsupervisory with non-specialized and specialized requirements. This determination is based on rules, regulations, and industry standards for a variety of positions. Interprets, analyzes, and applies qualification standards, position requirements, job analysis, and evaluation plans.
Directs workforce planning through constant communication and awareness of the anticipated needs of the organization in accordance with the requirements prescribed by DCHR. These efforts continue to assist staff in ensuring modification with positive changes to organizational improvement. Explores all possible sources of job applicants to include re-employment priority and displaced employee programs. Analyzes mission and functions in view of the current labor market to ensure the recruitment of the best-qualified applicants. Identifies, develops and maintains ongoing recruitment sources including, but not limited to, community relationships, job fairs, college recruiting, networking with community and professional based organizations, and print media. Researches market trends to understand the complexity of staffing and equitable compensation. Responds in writing or verbally to written and oral requests for information from constituents, peers, employees, and other District and Federal agencies. Coordinates and monitors special projects, as assigned, and works closely with HR staff to ensure the completion of the projects. Coordinates activities with the Office of the Chief Financial Officer to ensure budgeting and staffing are synchronized. Attends meetings and participates, as needed, by making presentations and providing background information.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

The HumanResources Intern will support the Global People Support team, which is responsible for managing global compensation and benefits, employment policies, global mobility, global information systems, and HR metrics and analytics. The HumanResources Operations team ensures seamless HR operations, supports mission-driven projects, and drives innovative solutions to enhance productivity and support IJM's people.
The HumanResources Intern will gain hands-on experience and relevant professional experience in the field. Tasks may include:

The HumanResources Associate is responsible for implementing the humanresource programs and policies of Working America. The position also supports employee records management and legal and Collective Bargaining Agreement compliance.

Duties:
Implements Working America's humanresources policies and procedures for all employees at headquarters and across field offices;
Supports the enrollment and disenrollment of benefit programs for Working America employees including but not limited to health insurance, life insurance, 401(k) plans, etc.;
Supports personnel transactions such as new hire setup, terminations, payroll deductions, garnishments, etc., as needed;
Maintains employee records;
Helps communicates benefit information to employees including but not limited to employee status changes and benefits enrollments;
Assists in administering Working America's health and safety measures;
Reviews and assists with employee background and motor vehicle record checks, logs results in staff databases;
Provides administrative support for personnel-related compensation and bargaining unit matters (e.g. benefit banks, investigatory meetings; grievances);
Supports compliance with applicable labor laws or regulations;
Other duties as assigned.

1-2 years of experience in humanresources and / or benefits administration;

The Departments
1. Marketing: Marketing department interns will serve in one of these areas:
Communications: Provides C-SPAN programming and special projects information to national and local news outlets to generate press coverage.
2. Content: C-SPAN's programming department includes the following units, which choose, research, shoot and produce the programming for the networks:
American History TV: Every weekend offers American History TV, 24 hours of people and events that help document the American story. Featured are eyewitness accounts of the events that have shaped our nation, tours of museums and history sites and archival speeches from former presidents and other national leaders. We also take you to the classrooms of leading professors and to lectures and symposiums featuring prominent historians.
Book TV: Every weekend features Book TV, a 24-hour block of nonfiction book programming. Book TV brings you a rich variety of topics: history, biography, politics, current events, the media and more. There are author interviews, readings, panels and live coverage from the nation's largest book fairs.
Washington Journal: Daily morning call-in program featuring leading journalists, public policy makers and authors discussing the top public policy issues of the day, from key legislation on Capitol Hill to important developments around the world.
Field Production: Handles audio, lighting and camera operation for events that take place in Washington or on the road and executes set-up and breakdown of equipment.
Program Producers: Develop specific live and taped public affairs programs that air on C-SPAN, C-SPAN2 and C-SPAN3. These programs include Q&A, international programming, politics and special projects.
3. Content/TV Networks: This department is responsible for getting C-SPAN's product on the air. The editorial, technical, and information systems staff work closely together to ensure quality, balanced programming.
Editorial: Develops the daily schedule, tracks House and Senate floor debate, and coordinates elements for the final programming that airs on C-SPAN. Script writing, voice-overs, and writing and choosing Capital News headlines are just some of the responsibilities of this unit.
Technical: Works around the clock and is responsible for all the technical aspects of getting C-SPAN and C-SPAN2 on air 24 hours-a-day, including program direction, master control, camera operation, lighting and sound, editing, and on-air promotions.
4. Information Systems: Responsible for C-SPAN's information technology infrastructure, including local and wide area networks, servers and desktops and all commercial and custom applications.
5. Digital Technology: Develops and implements our strategies in the areas of online services, audio products and other developing technologies.
6. C-SPAN Radio: Broadcasts a mix of daily programs similar in style to those found on the
C-SPAN television networks, including congressional hearings, speeches, debates and forum discussions.
7. Engineering Responsible for the overall technical quality of C-SPAN's products; works with other departments to purchase and repair technical equipment; tracks new technologies and recommends ways C-SPAN can use these technologies to improve our product.

How Long Will This Internship Last?

Responsibilities:
Advise employees on FEHB, FEGLI, FERS, TSP, and leave policies.
Process benefits elections and payroll adjustments.
Coordinate retirement packages.
Resolve employee benefit inquiries.
Ensure compliance with DHS and OPM benefits regulations.
Benefits Administration
Administer employee benefits programs, including health, dental, vision, life, disability, FSA/HSA, retirement, and leave programs.
Manage open enrollment, employee eligibility, and benefit plan changes throughout the year.
Serve as the primary point of contact for benefits-related inquiries and issue resolution.
Collaborate with insurance brokers and benefit vendors to ensure smooth operations and service delivery.
Coordinate benefits education sessions and communications to enhance employee understanding and engagement.
Stay abreast of industry trends and best practices in humanresources management and make recommendations for continuous improvement.
Audit and maintain accurate benefit use and accruals. Facilitate audits by providing records and documentation to auditors.
Reconcile benefits invoices and payroll deductions monthly, including COBRA enrollments and terminations, 403b contributions, FSA accounts and others.
Payroll Management
Manage and process bi-weekly payroll for all employees, ensuring accuracy, timeliness, and compliance with federal, state and local laws.
Maintain payroll records, deductions (for benefits, retirement, garnishments), and tax withholdings in accordance with legal requirements.
Reconcile payroll accounts and collaborate with Finance on reporting, audits, and budgeting.
Administer wage adjustments, retroactive pay, and off-cycle payments as needed.
Ensure compliance with FLSA, IRS regulations, and other applicable wage and hour laws.
Liaison with payroll vendors to ensure payroll tax returns are filed timely and maintain accurate payroll tax records.
Review and update payroll-related policies and procedures for clarity and compliance.
Assist People & Culture with onboarding/entry of the open enrollment processes for new employee benefits and payroll.
Special projects and tasks as assigned.
Compliance and Reporting
Ensure all payroll and benefits programs comply with applicable laws (ACA, ERISA, COBRA, HIPAA, FMLA, etc.).
Prepare and file required reports such as ACA filings, 403(b) or 401(k) contributions, and benefits audits.
Requirements:
5+ years of experience
Ability to successfully complete a DHS Public Trust background check.
Preferred Qualifications:
Bachelor's degree or higher in Accounting, Finance or Business Administration.
A deep understanding of various employee benefits, including health, retirement, and insurance.
Intermediate/expert skills in Excel required.
Excellent communication, interpersonal, and negotiation skills.
Proven ability to build and maintain effective working relationships at all levels across the organization.
Monitors own work to ensure professional quality and punctuality.
Ability to handle sensitive and confidential information with discretion.
Strong analytical and problem-solving skills
Certified Benefits Professional (CBP) is highly preferred.

ABOUT THIS POSITION:
NCOSE is seeking a dedicated and professional Compassionate Communications Intern to join our team. This role is pivotal in supporting our day-to-day operations, including monitoring the front desk, answering phones, and responding to emails efficiently. This position offers a unique opportunity for students or recent graduates to gain hands-on experience in HR practices within a mission-driven organization. Interns will assist with various aspects of humanresources management, including recruitment, employee onboarding, performance evaluation, and policy development. This internship provides valuable insight into the nonprofit sector, allowing interns to contribute to the organizational culture that supports the fight against sexual exploitation. Ideal candidates are those passionate about ending sexual exploitation, and interested in pursuing a career in HR or nonprofit management. COMPENSATION:
NCOSE internships are unpaid. However interns may be provided a small monthly stipend of $500-$700 per month based on qualifications and hours in the office.
SCHEDULE:
This position requires approximately 24 hours per week. Candidates must be mostly available during NCOSE's office hours of Monday, Wednesday and Thursdays from 9:00 am - 4pm EST in order to coordinate with the team. Evenings and weekends are typically not eligible for a NCOSE internship.
