Plan and conduct new employee orientation and follow-up to foster positive attitude toward company policies. Work with managers to develop proactive training plans that prepare employees to meet current and future business objectives.
Ensure internal consistency and worth in administering job evaluations and compensation programs. Compose new and revised job profiles and recommend evaluations. Assist local managers with salary and wage administration to ensure pay consistency and equity.

Under general direction of the Director, plan and direct the administration of the annual open enrollment, tuition assistance programs, worker's compensation program, leave programs, and wellness programs.
Provide direct oversight of payment and reconciliation of related benefits bills, including electronic transmissions, in a timely manner. Manage reconciliation of College accounts associated with all benefits plans on a monthly basis to ensure proper accounting of all payroll deductions.
Provide direction to Benefits Administration Specialist on rules and regulations associated with the Affordable Care Act (ACA); collaborates tracking workloads of part-time employees, calculating and submitting payment of various fees associated with the ACA, and implements tracking systems necessary to stay in compliance with the ACA (Form 1095/1096 reporting).
Manages Oracle HRIS system, including identifying and addressing departmental and institutional needs.
In coordination with the Director, manages salary administration of all employees.
Under direction of the Director, establishes departmental processes to address the HRSOP as initiatives become operational.
Provide counsel and advice to all employees on matters associated with their employment with the College. Coordinate involvement in employee relations with Director and assist with action plans.
Oversee recruitment and onboarding of all new employees, including tracking applicant logs, performing background checks, orientation of new employees.
Manage employment and benefits data through databases, spreadsheets and reports and assist with updates to written policies as they relate to employment and benefits.
Oversee departmental webpage; work with Administrative Coordinator to update information on HR webpage and new employee landing platform.
Serve as primary liaison for HR department and Wellness Committee on Wellness Initiatives.
Qualifications:
Bachelor's degree required in a related field; master's degree preferred.
2-5 years HR Generalist experience or education in HR management is required
Demonstrated knowledge of benefits management and plan designs
Strong skills and experience with Microsoft Office, particularly spreadsheets, word processing and outlook is essential
Demonstrated leadership and supervisory skills required.
Excellent communication and organizational skills required.
Full understanding of applicable HR statutes and regulations such as ADA, COBRA, FMLA, FLSA, HIPAA, OSHA and Title VII of the Civil Rights Act of 1964 required

What You'll Do
As the HR Manager, you'll be a trusted strategic partner to site leadership, driving HR strategy, employee engagement, and compliance in a fast-paced, dynamic environment. You'll lead with empathy and vision, helping shape a culture where people thrive.
As the HR Manager, you will provide human resource leadership, strategic partnership, coaching, and development to operational leaders and employees to accomplish operational objectives. Essential Duties and Responsibilities
Compliance and Employee Relations
* Lead the human resource effort to ensure that all policies, processes, and regulations are adhered to in a consistent and timely manner.
* Assist in maintaining a positive employee relations climate by being visible and approachable on each shift.
* Discern between HR related employee questions/comments/concerns and operational issues
* Maintain acute knowledge of local and federal employment and labor laws.
* Represent CJ Logistics at employee-related hearings and investigations.
HR Business Partnering
* Effectively coach leadership in matters relating to employees, HR processes, and HR programs.
* Assist in the creation of effective employee counseling or coaching documentation.
* Manage the resolution of employee relations investigations to ensure fair, consistent, and proper resolution in alignment with company policy, procedures, and values.
* Partner with operational leaders to develop a culture of positive employee relations and engagement.
* Responsible for providing coaching and counseling to improve retention and promote CJ Logistics America's principles.
* Ensure appropriate staffing, retention, and workforce plans are updated as business needs necessitate.
Selection, Assessment, and Onboarding
* Coordinate the recruiting process with recruiters for hourly and salary vacancies, including job fairs, open houses, job postings, etc.
* Assist recruiters in scheduling the screening and the Supervisor/Manager's interview, and help select candidates for various warehouse hourly and salary positions.
* Coordinate/conduct new hire and new leader orientations.
Human Capital Data and Analytics
* Demonstrate a working knowledge of the business and take a consultative approach, assessing and providing creative HR solutions utilizing people-related data involving employee relations, total rewards, internal mobility, and other related metrics as required.
* Manage HRIS and administrative tasks to provide proper and accurate data entry, maintenance, and reporting in a timely manner.
* Review reports and dashboards that measure business improvements and provide suggestions for future changes or decisions.
What You Bring
* Bachelor's degree required, SHRM or HRCI Certification preferred
* At least 6 years in HR Management positions in a work environment with an hourly/light industrial workforce.

We are seeking a Part-Time / Fractional Human Resources Consultant to provide strategic HR leadership, operational guidance, and compliance oversight. This role is ideal for someone experienced with small to mid-sized organizations, nonprofit and for-profit operations, and recreational programs. You will serve as the HR subject matter expert, guiding leadership in workforce strategy, employee and volunteer management, policy development, compliance, and benefits administration or set up benefit outsourcing. We are a growth-minded, multi-faceted organization operating across recreational, nonprofit, and for-profit sectors. Our mission spans sports, recreation, and community engagement, with multiple teams, volunteers, and employees supporting programs across various locations with one central HQ's. Currently, we are in a phase of expansion and organizational consolidation, merging multiple sports organizations to enhance operational efficiency, compliance, and overall employee and volunteer experience.
Key Responsibilities:
Strategic Human Resources & Workforce Leadership
Serve as primary HR advisor to organizational leadership.
Develop workforce strategies to support growth, mergers, and evolving operational needs.
Advise on organizational structure, staffing models, and performance management processes.
Employee & Volunteer Management
Manage HR support for up to 15 full-time W2 employees, 1099 Coaches/Trainers, and volunteers.
Implement HR policies and procedures tailored to multi-field recreational and nonprofit operations.
Support onboarding, training, and performance management initiatives to enhance staff and volunteer engagement.
Compliance & Legal Oversight
Ensure compliance with federal, PA, and NJ employment laws, including:

Occupational Safety and Health Administration (OSHA) standards
Equal Employment Opportunity (EEO) laws
Americans with Disabilities Act (ADA)

Maintain HR policies to mitigate legal and operational risks.
Recruitment, Onboarding & Training
Oversee talent acquisition and background checks for employees, contractors, and volunteers.
Develop and maintain onboarding processes for staff and volunteers, including ongoing training programs.
Ensure certifications, credentials, and compliance requirements are tracked and up to date.
Benefits & Compensation Management
Advise on employee benefits, 401k exp a plus, (Not required), and other compensation programs.
Monitor payroll administration, PTO accrual, and contractor payment compliance.
Mergers & Organizational Change Management
Support HR aspects of organizational mergers, including staffing alignment, policy harmonization, and communications.
Facilitate smooth change management processes for employees and volunteers.
HR Operations & Process Improvement
Streamline HR workflows, recordkeeping, and reporting.
Evaluate HR systems, tools, and technology to enhance operational efficiency.
Implement process improvements for recruitment, onboarding, compliance tracking, and performance management.
Reporting & Metrics
Track HR and compliance metrics, generate reports, and provide actionable insights to leadership.
Maintain confidential HR records and documentation for all employees, contractors, and volunteers.
Qualifications:
HR experience in nonprofit, for-profit, or recreational organizations.
Proven experience with both small to mid-sized organizations.
Knowledge of federal, PA, employment laws, nonprofit regulations, and youth program compliance requirements.
Experience with benefits, 401(k) administration, payroll, and HR policies. Outsourced or inhouse
Strong organizational, interpersonal, and communication skills.
Ability to manage multiple priorities and lead HR initiatives across diverse groups of employees and volunteers.
Familiarity with HR technology, payroll tools preferred.
Preferred:
Experience with sports or recreational organizations.
