Essential Job Responsibilities
* Lead integration of exercise planning across J7, J3, J4, J5 and external agency partners to synchronize objectives, timelines, and resources.
* Develop and maintain the Master Scenario Events List (MSEL), injecting operational narratives that drive exercise realism.
* Deconflict training schedules, simulation injects, and resource allocations to eliminate overlap and ensure seamless execution.
* Facilitate collaboration among functional leads, subordinate units, and interagency representatives to validate requirements and priorities.
* Apply the Joint Operational Planning Process (JOPP) and HSEEP methodologies to scenario development, force planning, and after-action reviews.
* Conduct mission analysis and risk assessments to inform scenario design and recommend mitigations.
* Prepare detailed exercise support plans, synchronization matrices, and logistics documentation.
* Monitor live exercise execution, capture real-time data, and provide immediate corrective guidance to controllers.
* Produce comprehensive assessment reports and lessons-learned briefs for senior leadership.
* Integrate emerging doctrine, tactics, and advanced warfighting technologies (e.g., cyber, EW, space) into training scenarios.
* Mentor and develop junior planners and action officers in integration planning best practices.
Minimum Qualifications
15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
* 9 + years of experience in exercise planning, integration, or military operations at a Combatant Command or Major Command level.
* Demonstrated expertise in JOPP, HSEEP, and MSEL development.
* Proven track record deconflicting schedules, resources, and storyline injects across multi-domain exercises.
* In-depth knowledge of strategic and operational-level planning for homeland defense and contingency operations.
* Familiarity with DoD C2 processes, interagency coordination, and simulation control systems.
* Proficiency with Microsoft Office and exercise planning tools (e.g., JTLS, JMUE, SIMCON).
* Exceptional written and verbal communication skills, including briefings to senior leadership.

Summary

Duties and Responsibilities
Data Collection and Analysis: Conduct process mapping, statistical data analysis, and root cause analysis to identify inefficiencies and areas for improvement. Map and document processes. Independently identify process gaps, recommend, an implement process improvement. Develop and manage a comprehensive, effective, and timely continuous improvement plan to drive value for our customers (transformation plan development and execution). Drive process improvement activities to achieve tangible improvements in key business metrics such as safety, quality, delivery, cost, and employee development.
Project Management: Lead and facilitate continuous improvement projects using Lean, Six Sigma, and other methodologies to drive improved business results. Assess continuous improvement initiatives and provide input and recommendations for future activities. Support go-live and steady-state certifications. Identify and support automation projects. Regularly interact with operations management and/or customers.
Engineering and Lean Competency: Develop and demonstrate competency in a wide range of engineering methods, Lean tools, and quality standards. Job Scope:
Modeling & Scenario Planning develops and maintains system models required to run studies on the transmission system to ensure adherence to reliability criteria. This includes, but is not limited to, running thermal and voltage steady state powerflow studies and maintaining modeling data (connectivity, impedances, ratings, contingency information, etc.). As part of that task, the Team analyzes the risk on the transmission system both in the short term and future years, which provides critical information to anticipate unidentified issues and prioritize existing risks.
