Job Description
HII Mission Technolgoies is seeking an experienced Senior Program Manager to support our customer in Falls Church, VA. The ideal candidate will have a strong background in full project lifecycle management to lead a complex program and be responsible for the planning, executing and delivering of U.S. Navy and Foreign Military Sales (FMS) projects and ensuring client satisfaction and delivering projects on time and within budget. The successful candidate will demonstrate exceptional leadership abilities, strategic thinking, and have an understanding of defense industry project management practices. This position is contingent upon contract award.
Essential Job Responsibilities
Oversee and manage the USN and Foreign Military Sales (FMS) programs to ensure that implementation and prescribed activities are carried out in accordance with specified objectives.
Plan and develop methods and procedures for implementing program, direct and coordinate program activities, and exercise control over personnel responsible for specific functions or phases of program.
Select personnel according to knowledge and experience in areas which the program is concerned, such as social or public welfare, education, economics, or public relations.
Confer with Contractor staff to explain program and individual responsibilities for functions and phases of program.
Direct and coordinate personally, or through subordinate managerial personnel, activities concerned with implementation and carrying out objectives of program;
Review reports and records of activities to ensure progress accomplished toward specified program objectives and modify or change methodology as required to redirect activities and attain objectives.
Prepare program reports on program technical and financial accomplishments, current status, and potential risks for the Program Offices review.
Manage and control contract expenditures in accordance with budget allocations.
Specialize in managing Governmental programs set up by legislative body or directive.
Minimum Qualifications
8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
Client experience requirements: Minimum of 15 years of relevant experience.
Client education requirements: BA/BS degree; Candidate must have an undergraduate degree from an ABET accredited program.
4 years of additional equivalent experience can be substituted for a BA/BS degree.
Ability to obtain and maintain a Secret Security Clearance.
Proven experience as a Program Manager or in a similar role, preferably within the defense industry or government contracting.
Demonstrated experience in client relationship management, project planning and resource management.
Proven track record in leading cross-functional teams across the full project lifecycle.
Strong analytical and problem-solving abilities.
Excellent written and verbal communication skills.
Ability to work effectively both independently and as part of a team.
A proactive and eager-to-learn attitude.
Preferred Requirements
An active Secret Security Clearance.
Project management experience in a DoD and/or military environment.
PMP or equivalent project management certification.
Proficiency in project management tools such as MS Project, Primavera, Jira or similarly related tools.

AES Clean Energy is currently seeking a Senior Project Manager to oversee high impact photovoltaic solar and energy storage projects through development, construction, commissioning and turnover to Operations. The successful candidate will assist in due diligence on potential project acquisitions, lead construction planning activities, define EPC scopes of work for projects nearing construction, and act as an Owner's Project Manager to plan and oversee progress of active construction projects. This position will report to the Director of Project Management. The role requires the ability to manage high impact distributed generation and utility scale projects and portfolios and to travel periodically to project locations.
Key Responsibilities:
Define and document RFPs and scope of work packages for 3rd party EPC firms. Lead in EPC selection and contract negotiation.
Conduct due diligence on potential solar sites, evaluate the suitability of identified sites and participate in due diligence review, analysis of various reports (i.e. environmental, geo-tech, etc.).
Work alongside Development in determining internal budget and project schedules for a Project Execution Plan.
Act as the Owner's Representative for Engineering, Procurement and Construction (EPC) Contract Management on high impact and utility-scale PV solar and energy storage projects in the US.
Responsible for leading the EPC Contract negotiations with the project Legal, Contract Management and SME teams.
Review and manage EPC Contractor schedules, budgets, scope, subcontractors, EHS plans, and permit compliance
Manage and coordinate utility interconnection processes for construction projects and related documentation needed for project interconnection and testing
Manage engagements with project stakeholders and act as a representative of the company for interactions with landowners, local governmental agencies, customers, contractors, equipment and materials suppliers, and other stakeholders.
Support permitting and jurisdictional approval processes as needed for project construction.
Coordinate with EPC contractors and equipment vendors to ensure adherence to and compliance with contract terms and delivery of contractual deliverables in accordance with the project budget and schedule.
Manage and coordinate activities of internal team of project engineering, commissioning, procurement, asset management, legal, finance, and accounting staff as well as deliverables of EPC Contractor, project stakeholders, and regulatory and permitting authorities.

Requirements

* Support proposal development by interpreting project plans/specs, creating monitoring plans, sourcing quotes, and developing budgets.
