We are soliciting highly qualified candidates to fill the Project Manager position with the following responsibilities and requirements:
Full accountability and authority for leading and managing assigned program(s).
Provides the primary interface with the NOAA Program Lead, Contracting Officer, Contracting Specialist, and Contracting Officer's Representatives.
Acts as primary contact and responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance of assigned program(s) within contractual boundaries, company expectations, and established standards, using the approved business model and management tools.
Establishes an executable baseline and manages the program risk and opportunity. Sets milestones and monitors adherence to program master plans and schedules.

Supervises and integrates the performance of the program Integrated Product Teams, including working with the Chief Scientist, Chief Architect and Chief Software Engineer, in providing leadership, vision, and guidance to the EPIC contractor staff.
Sets program strategy, vision and tactical direction for program execution by multifunctional team(s) and sub-contractors.
Tracks progress on EPIC milestones, reporting on progress to the Government, and bringing issues and proposed solutions to the attention of the Government throughout the life of the contract.
REQUIRED/PREFERRED QUALIFICATIONS:

Possess a PMP Certification at the time of proposal submission, or, if the candidate does not possess a PMP Certification at the time of proposal submission, documentation demonstrating that the proposed candidate will have obtained a PMP Certification by no later than Contract Award, which is currently anticipated for the month of April 2026.
MS or PhD degree in Earth system science disciplines (including atmospheric sciences, oceanic science, geophysics, numerical modeling), computing, and other relevant fields. BS degrees in these fields with demonstrated experience will be considered.
Experience with or knowledge of numerical modeling development for Earth's atmosphere, ocean, land surface and cryosphere.
Experience with or knowledge of data assimilation methodology and numerical techniques.
Experience developing scientific software and software infrastructure for use with Earth system models.
Knowledge of scientific programming languages (e.g., FORTRAN, C/C++, Python, etc.), shell scripts, etc. and modern software development methodologies and processes.
Knowledge and experience with the Earth System Modeling Framework (ESMF) or similar modeling system architecture.
Experience with high performance computing (HPC) environments and cloud computing for ESM.
Knowledge of AI/ML methodology and techniques for ESM at global and/or regional scales.
Excellent communications, presentation, and problem solving skills.
Incumbent working experience at NOAA/EPIC highly preferred.
Minimum years of relevant experience: eight.

POSITION DUTIES
Manage the systems, processes, and activities for receiving, scheduling, investigating, reviewing, and resolving both consumer complaints and formal enforcement investigations.
Supervise consumer complaint intake, assignment, analysis, resolution, referrals, data collection, and staff interactions with consumers and financial institutions.
Manage the selection, scheduling, and assignment of enforcement investigations, taking into account resources and agency priorities, and manage the review of investigations to determine whether to close investigations or take further actions, which may include referring the matter to the Office of the Attorney General for administrative or legal action.
Develop, maintain, monitor, and implement operational policies and procedures for both the Enforcement and Consumer Response Units, ensuring compliance with Agency policies and statutory/regulatory requirements.
Review and monitor, on an ongoing basis, policies and procedures, and institute improvements as appropriate, including the development and maintenance of policies and procedures manuals, investigations manuals, and operations manuals.
Coordinate the development and dissemination of Enforcement Unit performance and management reports to the Assistant Commissioner, Deputy Commissioner, and/or Commissioner.
MINIMUM QUALIFICATIONS
Experience: Nine years of experience, five years of experience examining or auditing the accounts, records and business practices of non-depository financial institutions or in managerial or professional work in the financial services, consumer loan, sales finance, installment loan, mortgage lenders, collection agencies, check cashiers, money transmitters, debt management and/or law enforcement industries and four years of additional regulatory, managerial or professional experience in the financial services industry, consumer credit industry, mortgage lending industry, accounting or auditing work or State or federal regulatory experience in the above industries.

This position oversees a staff of Regional Grant Administrators, Compliance Officers and Administrative Support Personnel who administer the bond bills that are authorized annually by the Maryland General Assembly and the Governor in the State's Capital Budget for the University of Maryland Medical System (UMMS), the Maryland Hospital Association (MHA), the Maryland Independent Colleges and Universities Association (MICUA) and local jails. Funds for Maryland's Capital Grants Program are also authorized directly by the General Assembly and the Governor for a wide variety of organizations throughout the State, including non-profit organizations, local county and municipal governments, and State agencies for capital infrastructure projects. DGS' Office of Capital Grants oversees a current portfolio of 1,400 capital grants that are valued at over $1.1 billion.
The Director is also responsible for overseeing the following functions within the Office of Capital Grants:
Proactively collaborate with the Maryland Department of Legislative Services (DLS), the Maryland Board of Public Works (BPW), elected officials, and other program stakeholders to ensure the accuracy of new bond bills.
Proactively provide guidance, direction, and oversight to grant recipients and their technical, legal, and administrative staff to assist grantees in preparing required grant agreements, performing contract reviews, and taking reimbursement actions, including supporting documentation, to ensure their actions comply with Program requirements, policies, and procedures.
Oversee the efficiency and effectiveness of the process of analyzing and reviewing grant applications to ensure projects comply with the specific requirements of each Legislative Bond Initiative.
Oversee the preparation of agenda items for approval by the Board of Public Works (BPW) at scheduled meetings.
Manage the efficiency and effectiveness of the process that determines the necessity for a technical eligibility review for miscellaneous project costs claimed by a grantee.
Establish and directly maintain accessible systems to provide accurate and timely project status information upon request to the DGS executive staff, including legal, fiscal/accounting, and other State representatives from the Comptroller's Office and the BPW.
Demonstrate proficient use of the Grants Management System and serve as the subject matter expert for system design, requirements specifications and implementation, staff training, and broader information technology infrastructure for the team, in partnership with DGS' Office of Information Technology.

Required Qualifications
Education: Bachelor's degree in Public Administration, Finance, Business Administration, Urban Planning, Civil Engineering, or a related field.
Experience: Minimum of 7-10 years of progressively responsible experience in managing public capital grant or loan programs, infrastructure funding, or capital project financing. This must include at least 3-5 years of supervisory or management experience.
Demonstrable Knowledge of:

Sports Camp participants spend their day playing a variety of sports indoors and outdoors, arts and crafts and endless fun in the sun while the camp staff guide them throughout the day and ensure their safety. Activities will encourage and support movement, personal growth, and build confidence. Campers will be taught basic to advanced sport-specific skills and enjoy a variety of summer camp activities. All hired staff will have to pass a background check. This summer, we're looking for energetic and responsible camp counselors to help children (ages 3-15 years) develop confidence! We are seeking applicants who are:
* Ability to relate to and understand the children.
* Ability to respond to questions or concerns the child may have, which aid in the child's personal growth.
* Energetic, loves to have fun and can help to create lasting memories, while overseeing the safety of the campers
* CPR and First Aid Certification a plus - but class training/certification will be provided for those hired
* Preferred: Basic to advance knowledge/experience with any sports including, but not limited to: badminton, baseball/tee ball/softball, basketball, flag football, golf, kickball, lacrosse, pickleball, soccer, tennis, track & field, volleyball.

DUTIES AND RESPONSIBILITIES:
Camp Director:
* Supervise 20-50 youth ages 3-15 (depends on camp location) and keep them safe at all times.
* Design and implement an engaging daily curriculum inclusive of sports, character education, and indoor/outdoor fun.
* Create a structured schedule for each day.
* Develop positive working relationships with camp staff.
* Swim and monitor pool safety with campers during all swim sessions (only for Tennis & Swim, Tennis, Golf & Swim and Summer Mix at RCCC).
* Manage a team of summer camp staff and junior camp counselors.
* Complete daily administrative duties daily (i.e. daily activity scheduling, attendance, planning for next day).
* Comply with personnel policies for camp staff.
Assistant Camp Director:
* Assist Camp Director with all camp functions daily.
* Supervise group of 20-50 youth ages 3-15 (depends on camp location) and keep them safe at all times.
* Engage with campers for entirety of duty.
* Plan, prepare and implement engaging summer camp activities.
* Swim and monitor pool safety with campers during all swim sessions (only for Tennis & Swim, Tennis, Golf & Swim and Summer Mix at RCCC).
* Use positive strategies and techniques to redirect camper behavior.
* Comply with personnel policies for camp staff.
Camp Director:
* At least 20 years of age
* Significant experience working with children
* Significant leadership and/or supervisory experience
* A positive, problem-solving attitude in the face of challenges
* Experience working at a camp is preferred
* Ability to lead and engage summer camp staff
* Ability to communicate with supervisor in a timely manner
* Organized and prompt
* Able to plan and implement engaging activities for children
Assistant Camp Director:
* At least 18 years of age
* Some experience working with children
* Leads children by always setting a positive example

Grade level eligibility and salaries vary depending upon background, including experience and education, and duty location of the opportunity. This is a career ladder position with a grade level progression of GS-5, GS-7, GS-9, GS-11, and GS-12. You will be eligible for a promotion to the next higher grade level (without re-applying) once you successfully complete 52 weeks in each grade level. Promotions are at the discretion of the agency.

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing the laws and regulations relating to importing, exporting, and/or international shipping to and from the United States.
Utilizing intelligence techniques and behavior analysis to identify potential threats and perform risk assessments for violations of laws and threats to national security.
Conducting interviews in a law enforcement capacity for the purposes of gaining information from suspected violators of laws to determine the appropriate course of action.
The above experience will be applied in connection with the following: Ability to make rapid, accurate judgments and decisions with respect to the application of the regulations, instructions, and procedures for importing and exporting merchandise to and from the United States; or enforcement and administration of laws relating to the right of persons to enter, reside in or depart from the United States, Guam, Puerto Rico, and the U.S. Virgin Islands.
Education Substitution: A master's (or higher) degree, or two or more years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. from an accredited college or university; OR
Combination of Experience and Education: A combination of specialized experience AND successfully completed graduate-level education. This will be calculated using your resume and official or unofficial transcripts submitted with your application.
Other Requirements:
Citizenship: You must be a U.S. Citizen to apply for this position.
Residency: You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three (3) of the last five (5) years.
Age Restriction: In accordance with Public Law 100-238, this position is covered under law enforcement retirement provisions. Candidates must be referred for selection to the Customs and Border Protection Officer position before reaching their 40th birthday in accordance with Department of Homeland Security Directive 251-03. The age restriction may not apply if you are currently serving or have previously served in a federal civilian law enforcement (non-military) position covered by Title 5 U.S.C. 8336(c) or Title 5 U.S.C. 8412(d).
Veterans' Preference: You may also be eligible for an excepted service Veterans Recruitment Appointment (VRA). The age restriction does not apply if you are Veterans' Preference eligible.
Formal Training: You will be required to complete a paid pre-academy orientation for approximately two (2) weeks at your home port. You will then attend a 101-day training program - CBP Field Operations Academy - conducted at the Federal Law Enforcement Training Center (FLETC) located in Glynco, GA. This training consists of basic law enforcement skills, immigration laws, firearms training, examination of cargo/bags/merchandise, physical fitness, etc. Candidates assigned to the southern border, Miami, or Puerto Rico duty locations must attend and pass an online Spanish training program, which will be completed at their home port. Successful completion of the Academy is required for this position.
