ICF is currently seeking a Deputy ProgramManager capable of providing leadership and exercising strong programmanagement skills as part of the leadership team for a large national program of Program Support Services (PSS) for child support enforcement. As the Deputy ProgramManager, you will apply your knowledge and experience to support project execution on a national project in a federal consulting environment. The purpose of this project is to assist the Office of Child Support Enforcement (OCSE) in enabling state and tribal child support agencies to better comply with federal law and improve enforcement and service delivery through program and IT management, technical support, training/communications, and data access services. As Deputy ProgramManager, you will be responsible for project control and management reporting for the entire contract, in collaboration with the ProgramManager. The Deputy ProgramManager provides oversight over all project staffing, reporting and quality assurance activities, as well as supporting the ProgramManager in the oversight of other project activities.
The successful candidate should have relevant experience and a proven record of project leadership that includes personnel management, subject matter expertise, quality management, risk management, and critical project and programmanagement skills ideally in a federal contracting environment.
Candidates should have a background and experience in child support services and enforcement with knowledge of OCSE regulations and program implementation.
This role will be in office 100% 5 days a week in DC.
Key Responsibilities:
* Plan, organize, secure, and manage resources with appropriate knowledge and skills throughout the life cycle of the contract. This includes the staff to seamlessly phase in and phase-out without disruptions to the program.
* Support the ProgramManager in the effective management and administration of work performed under the contract, ensuring that all work is performed in a timely, efficient, and cost-effective manner while maintaining the highest quality of performance.
* Collaborate with team leads to develop work plans for the lines of business and the IT management, technical support, training/communications, and data access services work streams.
* Identify dependencies between the various work plans and make sure teams understand and execute their coordinated plans.
* Review work plans with task leads, lines of business managers, and Division of Federal Systems (DFS) to ensure progress, clearly identified outcomes, and factors affecting delivery are clearly articulated and addressed.
* Submit monthly status reports indicating monthly progress, identifying milestones, accomplishments, issues, and risks in alignment with the schedule.
* Ensure collaboration and communication among resources on this contract, the system development contractors, and the Government.
Basic Qualifications:
* For M.S degree you will need to have a minimum of 6 years' relevant child support services and enforcement experience
* For B.S. degree you will need to have a minimum of 8 years' relevant child support services and enforcement experience
* Minimum of 5 years' experience managing projects and programs to include risk management and quality management
* Minimum of 5 years in a leadership position
* Ability to travel up to 10% of the time
* Eligible to complete the HHS background verification process at the Public Trust clearance level
Preferred Skills/Experience:
* PMP Certification
* Experience with the Division of Federal Systems (DFS) and the Federal Parent Locator Service (FPLS) would provide additional value
* Background and experience in child support services and enforcement with knowledge of OCSE regulations and program implementation
* Masters Degree in social services-related field.

ICF is seeking an experienced **ProgramManager / Contract ProgramManager (CPM)** to lead delivery of a Cybersecurity contract supporting the Defense Human Resources Activity (DHRA). In this role, you will manage all aspects of program execution, including strategy, resources, risk, and performance, across multiple complex and interrelated tasks within a mission-critical DoD cybersecurity environment. You'll work closely with senior Government leadership, coordinate joint operating rhythms, and ensure disciplined delivery and continuous modernization in support of DMDC and DHRA cyber priorities.
**Work performed on-site in Seaside, CA or Alexandria, VA with travel between locations.**
**What You'll Do**
+ Provide overall direction and management for contract operations, including planning, staffing, cost, schedule, and technical performance.
+ Serve as the primary point of contact for the Government ProgramManager and senior stakeholders.
+ Develop and maintain the Integrated Master Schedule and performance metrics dashboards; ensure compliance with contractual requirements and deliverables.
+ Establish and lead a joint operating rhythm-status meetings, dashboards, escalation processes, and executive reporting.
+ Drive quality assurance, risk, and issue-management processes in accordance with DoD and DHRA governance.
+ Supervise project managers and technical leads; manage subcontractor teams across Seaside and distributed locations.
+ Coordinate with IT Operations, System Owner, and Technical Services teams to align priorities and track interdependencies.
+ Promote innovation and process improvement through automation, analytics, and best-practice adoption.
+ Ensure full compliance with security, privacy, and RMF/FISMA requirements and readiness for audits or inspections.
+ Prepare executive briefings, status reports, and lessons-learned documentation for DHRA leadership and governance boards.
**Required Qualifications**
+ Bachelor's degree in technical, business, or financial discipline (or related field).
+ Position requires a minimum of 15 years of progressively responsible experience in programmanagement leading large, multi-disciplinary federal IT or cybersecurity programs.
+ **PMP** certification is required.
+ Due to the nature of the work and contract requirements, US Citizenship is required.
+ Active, in-scope US Government issued Security clearance.
+ A current certification is required in at least one of the following

**Job Family** **:** SAAS/PAAS/Cloud Consulting **Travel Required** **:** Up to 25% **Clearance Required** **:** None **What You Will Do** **:** As a Microsoft Dynamics ProgramManager, you'll lead the overall delivery of Microsoft Dynamics 365 CE Solutions including the design and development of the CE/CRM application components, manage project schedule, resources, risks and reporting. You'll provide overall guidance and serve as an escalation point for the Dynamics development teams members. You'll support customers and end-users to define their requirements based on the latest Dynamics 365 architecture to ensure success of the project. You will develop implementation plans and roadmap to set the standard for future development, and architecture that smoothly works with existing infrastructure without compromising security.
**Key Responsibilities:**
+ Manages two or more small team of experienced consultants that include managers and experienced consultants
+ Creates or improves processes, standards or operational plans that have long-term impact using detailed analysis, reasoning, and interpretation
+ Leads team members to uncover and resolve highly technical issues, providing technical oversight and subject matter expertise
+ Champions creative thinking and new idea development to adapt processes and generate new, viable solutions for clients

+ Develop integrations and customizations to Dynamics CRM.
+ Design and lead the system architecture process to create, define specifications for, and implement customizations for any custom code or data migration requirements.
+ Present tailored demonstrations of the technology solution.
+ Work with technology and business groups to define project specifications
+ Develop technical solution designs and implementation plans and take full ownership of the Dynamics 365 solution
+ Interact with both prospective and current customers during product demos/evaluations
+ Enhance efficiency of development, testing and release process; develop tools and frameworks to ensure robust and high-quality delivery of Dynamics 365 Implementations
+ Document technical risks and issues, and actively work to avoid, mitigate, resolve risks and technical debt
+ Relay of the solution design to the development team and provide technical guidance during development of the solution to the development team.

**What You Will Need** **:**
+ Minimum of SEVEN (7) years of experience
+ US Citizenship is contractually required for this role
+ Selected Candidate must be able to commute to client site or Guidehouse office as needed
+ Minimum degree: US equivalent Bachelor's Degree
+ Evaluate, design, and implement Microsoft Dynamics 365 business solutions, often working on-site to help customers deploy their solutions
+ Experience translating technical information in to easy-to-understand business concepts.

+ Experience developing & deploying business applications using Microsoft's Dynamics Power Platform

**What Would Be Nice To Have** **:**
+ Experience in "Big 4" or equivalent established consulting firm and/or Microsoft Gold partner highly desired
+ BA/BS degree in Business, Computer Science or Engineering
+ Experience with public sector clients preferred
+ Experience with Agile or Hybrid-Agile methodology
The annual salary range for this position is $118,000.00-$196,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
