In 1978, the school began to offer education at a distance and operated as California College for Health Sciences.
was founded in 1983 by the late Admiral H. G. Rickover, Father of the nuclear navy and of civilian uses of nuclear power, and Joann P. DiGennaro, CEE’s President.
DiGennaro met with educators around the world to create a unique educational experience for high-achieving students of science, technology, engineering, and math (STEM). The result was the Research Science Institute (RSI), a six week STEM research program, launched in 1984.
In 2002, CEE launched USA Biolympiad (USABO), the premier competition in biology for high school students.
She is the author of Scholarships and Fellowships for Math and Science Students, and her most recent book was published through Harvard University’s Program for Information Policy Studies in January 2005, Science Literacy: Essential for Decision Making.
In 2005, it was renamed Independence University in order to reflect the institution's broader range of programs and its claimed philosophy that education should lead to greater independence.
In 2020, Carl Barney was fined $3 million by the State of Colorado for defrauding students at CEHE schools.
In 2022, CEE created STEM Lyceums, a virtual club with the purpose of building high school STEM communities, and engaging students in discussions and explorations of STEM concepts and STEM career pathways.
