Manjinder Singh is a Chief Information Officer at Independent Living Systems.

Maureen Lillis, Chief Operating Officer (COO) of Independent Living Systems (ILS), has more than 25 years of experience in the health care insurance industry.

Prior to joining ILS, Maureen served as the COO for AmeriHealth Caritas’ Community Care of Florida - a Management Services Organization that supports Prestige Health Choice’s Medicaid and Florida Blue My Blue members. Beginning in 2012, Maureen was COO of Prestige Health Choice, a Florida Managed Medicaid Plan, where she was responsible for daily operations and oversight of the plan’s health care delivery system. From 1997 to 2012, Maureen served in two critical roles for Universal American Corporation. Serving as Senior Vice President of Long-Term Care Operations from 1997 to 2009, she was the operational lead for the company’s Third Party Administration (TPA) division. Beginning in 2009, she fulfilled the role of Senior Vice President and Administrator of WorldNet Services where she developed and implemented operations for the company’s home health agency that was leveraged into a contract with the Florida Medicaid Nursing Home Diversion Program.

Maureen earned her Masters of Business Administration (MBA) from Florida International University, Bachelor of Science Degree in Health Services Administration from Barry University, and an Associate Nursing Degree from the Blue Grass College. Having earned her Six Sigma Green Belt, Maureen is certified by the American Society of Quality (ASQ) as a subject matter expert in the implementation of quality and efficiency improvement initiatives. She also is a Florida International University Advisory Board Member for their Healthcare MBA Program.

Evan Willette is the Chief Financial Officer (CFO) for Independent Living Systems (ILS). He manages all financial operations, planning, and analysis for ILS.

Evan has over 25 years of experience is his field. He has consulted on IPO engagements, and is a member of the CFA Institute. Prior to joining ILS, Evan spent 14 years with Health Net as CFO of their Medi-Cal program, and VP of Finance for their Government Business Division encompassing their Medicaid and Medicare programs with over $5 billion of annual revenues. In this role, Evan was also responsible for developing financial strategy and plans for Health Net’s participation in the Dual Eligible Demonstration, Managed Long Term Support Services, and Medicaid Expansion.

Evan received his Bachelor of Arts from Brandeis University, and his Master of Business Administration from the Graduate School of Business at the University of Chicago.

Hugh Chang Alloy brings over 17 years of accounting experience and a background in managed care, long-term care, and public accounting to Independent Living Systems (ILS), where he leads the Accounting team as Chief Accounting Officer (CAO). He is responsible for the day to day operations of the accounting department including financial analysis, cost analysis, accounts receivable, accounts payable, budgeting, and corporate audits. Since 2008, Hugh has also served as the Treasurer of the not-for-profit Independent Living Community Services, Inc. and is a member of the AICPA.

Prior to joining ILS, Hugh was the CFO for America’s Health Choice Medical Plans, Inc. in central Florida. Hugh was also the CFO for the Seminole Indian Tribe of Florida, where he directed over $750 million in revenues annually and led a team of over 25 finance and accounting staff. Hugh has also worked in the public accounting sector, specializing in accounting information systems, business intelligence, and auditing.

Hugh received his Bachelor of Science degree in Accounting from Florida International University. He is a licensed CPA in the State of Illinois.

Highly accomplished executive (CEO) experienced in all facets of publically funded and commercial health care programs. Spearheaded the development of four separate but integrated companies - a publically funded HMO, a commercial HMO, a TPA, and a managed care software development company. Founded and directed a new Medicaid HMO and a TPA, and managed acquisitions and organic growth resulting in a $1billion enterprise. Secured venture capital funding and partners for start-up, growth and expansion of the Health Care Company’s and the TPA. Acquired and expanded a software development company, redesigned its software strategy, and was awarded contracts in several states. Orchestrated and negotiated acquisition of Medicaid, Medicare and commercial HMOs and MSOs and directed their integration into the overall corporate strategy. Proven track record in identifying health care business opportunities and maximizing their potential through exceptional leadership.

More recently assumed President and CEO leadership roles in the manufacturing industry while working with Private Equity firms.
