Reporting to the Program Manager, the Purchasing Specialist provides critical procurement support to the NUWC Division Newport Purchasing Department by processing and managing Milstrip Purchase Requisitions (PRs) from submission through Purchase Order (PO) creation and delivery follow-up. What You'll Do
* Process Milstrip Purchase Requisitions submitted via MMTS, ensuring end-to-end execution through PO creation and delivery follow-up.
* Review and screen PRs to verify appropriate procurement paths, availability of stock, and pricing accuracy.
* Ensure compliance with bankcard policies and Navy procurement regulations, including verification of vendor registration status.

* Provide same-day turnaround for urgent and mission-critical Milstrip requests as required.
* Close out completed PRs to release commitments in accordance with government guidance.
* Maintain clear, professional communication with internal customers, requestors, and government leads to ensure transparency and customer satisfaction.

Reporting to the Program Manager, the Engineering Technician (Infrastructure) provides Operations and Maintenance support services for all of NUWCDIVNPT Code 25's facilities and infrastructure support equipment.This is a contingent position expected to be located in Newport, RI.

Provide a monthly schedule for the Code 25 Infrastructure Support Team to ensure a minimum of one person at each of the three C25 laboratory locations on a continuous basis from 0700 - 1700 Monday through Friday, excluding federal holidays and official base closures.
Escort visitors to Code 25 secure and non-secure spaces.
Continuously monitor the status of all Code 25 Facilities and Code 25 Facilities support infrastructure equipment including heating, ventilation and cooling (HVAC) systems, Electronic Auxiliary Fresh Water (EAFW), 400 Hz power. Log all discrepancies and status changes on the Code 25 Facilities web page pass down log on a daily basis.
Submit Trouble Calls to cognizant NUWCDIVNPT Code 25 lab manager and Code 10 facilities personnel when facility deficiencies are identified.
Install Code 25 Laboratory Tactical Shipsets, Commercial Equivalent Equipment, Racks, and IT related equipment in preparation for Code 25 Facilities events using applicable Incidental Government Furnished Property (IGFP) (cables, fibers, connectors, slides) made available in the facilities.
When a work request and hardware is received, design and fabricate infrastructure modifications, and install Code 25 Laboratory IT equipment upgrades to support Government infrastructure requirements using applicable IGFP (cables, fibers, connectors, hoses, equipment support components). Document all infrastructure modifications and installations via the Code 25 work request tool.
When using any Code 25 Facilities equipment subject to Navy Occupational Safety and Health (NAVOSH) regulations in accordance with the Government SOP for the equipment, record the usage in the Government provided equipment usage log.
Perform incoming and outgoing inspections per the QA checklist on all deliveries to the Code 25 Laboratories and complete the checklist with results of inspection.
Troubleshoot malfunctioning equipment (including cables, fibers, and assemblies) in the lab and lab facility infrastructure to determine the root cause of the malfunction or deficiency and deliver repair recommendation for Government approval. In the recommendation the contractor shall include anticipated costs and schedule to complete the repair. Upon Government approval of recommended repair, the contractor shall repair the malfunction.
Fabricate, modify, and install stands, wall mounts, and Unistrut assemblies.
Install shipboard equipment on mounting foundations, brackets, components and assemblies.
Repair previously installed lab equipment as needed
Fabricate, modify, install, and repair Electronic Auxiliary Fresh Water (EAFW)/Water Cooled equipment and assemblies which are not under the purview of NAVFAC or NUWC Facilities (Code 10) but are for the installation, upgrade, maintenance, and operation of Code 25 Laboratories using applicable IGFP (connectors, hoses, electronic components). The EAFW equipment is comprised of approximately thirty (30) manifolds. Document closeout of installations and repairs via the C25 Facilities webpage.
Remove, flush and purge C25 Lab EAFW/Water Cooled equipment in accordance with the appropriate equipment manuals in support of Code 25 Laboratories Facilities equipment installation, relocation, and removal.
Prepare equipment for shipment and receive incoming equipment for Code 25 Laboratories using Government provided material handling equipment, cranes, hoists, and slings. Contract personnel performing lifting duties shall be certified and trained when NUWC specific training is available.
Operate Government owned material and weight handling equipment.
Bid and proposal support if requested.

Run and analyze ME5A reports on a recurring basis to identify Milstrip PRs pending approval and take corrective action.
Continuously monitor ERP Milstrip email queues to identify and resolve rejections, cancellations, or processing issues.
Support high-volume procurement environments, processing a significant number of PRs while maintaining accuracy and compliance.
Provide same-day turnaround for urgent and mission-critical Milstrip requests as required.
Close out completed PRs to release commitments in accordance with government guidance.
Maintain clear, professional communication with internal customers, requestors, and government leads to ensure transparency and customer satisfaction.
Bid and proposal support if requested.
