Nature of Work

Position includes evening and weekend shifts.

Supervises activities and staff of the Reference Services Department; selects, evaluates, and manages print and non-print information resources.

Essential Functions and Responsibilities

Administrative

* Directly supervises employees of the Reference Services Department.
* Carries out supervisory responsibilities in accordance with County policies and applicable laws.
* Responsibilities include training employees; planning, assigning, and directing work; appraising performance; disciplining employees; addressing complaints and resolving problems.
* Organizes activities of Reference Services Department to maintain operational efficiency.
* Determines work procedures, prepares work schedules, and expedites workflow.
* Oversees workers involved in interlibrary loan, serials selection, and technology instruction.
* Participates in budget preparation for collection development. Assists in budget projections for grant proposals.
* Prepares monthly and annual reports of reference activities and database usage.
* Plans and directs special projects involving library promotion and outreach activity.
* Promotes goodwill through publicity efforts such as speeches, exhibits, tours and programs.
* Represents the library at community, social, and business gatherings.
* Assists with maintenance of library Web page.
* Participates in writing grant proposals.
* Issues written and oral instructions.
* Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

* Describes or demonstrates procedures for navigating the public access catalog, electronic resources, and the Internet.
* Identifies, evaluates, and recommends new technologies, procedures, equipment, and supplies to meet department needs.
* Participates in the development and design of classes in the use of library automated reference resources, computers, and the Internet. Presents classes to staff and the public.
* Maintains and increases skills while keeping abreast of current developments in the library field through continuing education, professional reading, workshops and conferences, and electronic resources.
* Is responsible for reference collection development, including planning and promoting electronic information resources and services.
* Examines book reviews, publishers' catalogs, and other information sources for material acquisition.
* May participate in answering calls to the Citizens Information Center phone line when an emergency is declared in Bay County.
* Regular reliable full-time attendance as scheduled.
* The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
* Performs other related duties as assigned.

Minimum Qualifications

* Master's degreein Library Science from an ALA accredited library school and 3-5 years' experience in public library reference services.
* Must maintain good interpersonal and communication skills to deal with public.
* Must be able to speak, write, and comprehend English language.

LICENSES AND/OR CERTIFICATIONS:

Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:

Work is primarily performed in an indoor, climate-controlled environment and has moderate exposure to disagreeable elements (e.g., irate customer, extreme noise, heat, odors, heights and/or dust).

This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. Frequent lifting 10 to 25 pounds; occasional lifting up to 50 lbs. Employee must be able to push or pull a loaded two-sided, six shelf book cart. Employee must occasionally retrieve library materials by climbing and/or reaching to top shelves of standard 84" library shelving and stooping to floor-level shelves of library shelving and bottom drawers of file cabinets.
