The Role We Want You For
The Senior ProjectManager will be based on the construction project site and will be responsible for taking projects from conceptual stages through closeout. Provide leadership, technical direction, and deliver the best solutions on design-build projects valued anywhere from a $60 million to over $250 million. At Clayco, a Senior ProjectManager is responsible for assisting with preconstruction, buying out contracts, and managing the project from start to finish.

In our anticipated role, Parsons will provide Owner Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.
Each Sector Program Manager position is aligned to client locations along the border, and this position will require co-location. Relocation will be provided in some circumstances.
What You'll Be Doing:
* Leads Sector Construction Management Office (SCMO) with estimated staff between 50 to 75 staff
* Responsible for the successful implementation of Parsons CM services to meet program goals including on-schedule completion, within budget, safely, and in accordance with contractual quality obligations for assigned projects within their geographic sector.
* Coordinates as the Lead in their respective Sector with key stakeholders including the client, other Parsons program staff and managers, and construction contractors.
* Supports development and consistent application of Construction Management processes across multiple geographically remote project sites supporting Design-Build projects.
* Develops and implements solutions to technical and contractual challenges to maintain construction progress of Design-Build contractors.

* Manages all internal branch project phases for Parsons including planning, mobilization, sustainment, and program execution.
* Assists HR/Talent Acquisition team to recruit, hire and onboard qualified personnel.
* Collaborates and provides leadership to directly manage assigned projects to budget.
* Identifies design and construction risks along with project specific mitigation strategies. Steampunk is seeking a ProjectManager who is creative and is a hands-on expert with delivering innovative technology solutions.
Responsibilities will include team leadership for the complete life cycle of solution development and delivery, providing Agile ProjectManagement support and Scrum Master support for Agile teams, coordinating with product owners and stakeholders on prioritzing the backlog, creating release schedules and roadmaps based on assessment recommendations, and establishing technical practices and release management standards that align with the customer's process. This individual will also ensure the team is following, and effective at, Agile scrum processes as well as driving high client satisfaction.
Contributions
You will work with stakeholders to understand their needs, goals, and requirements. Working with our team's Technical Lead, you will ensure that any designs align with our client's objectives. One of your key functions is to learn how things worked in the past, present data about how things are now, and show how it can improve by creating assets such as system maps and diagrams.
Qualifications
Required:
Bachelor's plus 14 years of professional experience or Master's plus
12 years of professional experience.
10 years of experience in projectmanagement/ leading teams
Authorized to work for any U.S. employee and ability to obtain a U.S.
government Secret Security Clearance
A Bachelor's Degree in Computer Science, Computer Engineering,
Software Engineering, Electrical Engineering, or a relevant discipline.
Excellent interpersonal, /communication, and written skills

POSITION SUMMARY:
This position will on traffic engineering projects including focus areas of traffic signal design, signing, pavement markings, and analyses. This position is recognized as a technical specialist with an in-depth knowledge in focus area. This position is responsible for the complete management of all assigned projects, ranging in size and complexity. This also could be a member of teams that are managed by other projectmanagers. Full management and authority of assigned projects includes, identifying and meeting client expectations, pricing and negotiating contracts, performing engineering services, oversight of project quality, resource identification and management, meeting project schedules and profitability goals. May participate in developing and maintaining client relationships, and marketing company services.
Responsibilities
Essential Functions & Responsibilities:
Executes planning for projects, including development of the project scope, task organization, estimates of effort and other required resources, and schedules necessary to complete the project. Creates estimate of cost and budget for the project.
Executes internal project setup procedures in accordance with the company's policies.
Directs, manages and participates in the production of the project deliverables including but not limited to: preliminary studies, plans and cost estimates, definition of and oversight of design surveys, designs and plan production, project status/review meetings, specification and contract document development and production.
May participate in the monthly project accounting process, including review of time and expense charges to projects, timely preparation of invoicing and management of accounts receivable (A/R) and work-in-process (WIP) in accordance with the company's policies.
Reviews and assesses the progress and financial performance of all assigned projects on a regular and ongoing basis. Coordinates and implements changes in resource assignments, production methods, etc. to achieve optimum efficiency and profitability.
Communicates openly and frequently with clients during the course of a project to ensure that all issues are addressed efficiently to the client's satisfaction. Prepares, conducts and documents all progress review and other meetings.
Conducts project closeout, including contract closeout and internal evaluation of project performance relative to the budget.
Understands the company's client service model and applies these principles to all interactions with clients.
Participates in developing a culture of discipline, where the meeting of goals and deadlines is required not only with clients but with others throughout the company. Meets all administrative requirements and requests established by the company on the dates specified (e.g., timesheet submission, invoice preparation and submission, report submission and other corporate directives, etc.)
Stays abreast of new engineering trends and techniques. Participates in professional organization(s) in the manager's area of expertise and/or client focus. Maintains professional licensure in the states required by the company.
Implements divisional and company standards and company processes such as file management systems and resource management/project planning systems.
Develops and fosters an open environment encouraging communications among team members assigned to a project.
Provides information in developing strategic opportunities to senior managers.

Mentors ProjectManagersManages all aspect of project deliverables and will assist other lower level PMs with theirs; projects are usually large in size; oversees and directs the assignments of staff assigned to the project to meet deliverables.

May assist with accounts receivable in accordance with company policy; assists in resolving all issues.

Reviews personal and staff labor utilization; makes corrections.
Recommends sub-consultants.

Travel Expectations:
Must be able to travel in-state and out-of-state on occasion, which usually would consist of visiting other office locations, project sites, attending seminars or business meetings. Minimum travel is 20% of the time depending on projects. Certain positions will require more travel. Travel expectations will be communicated through the employee-owner's manager, and for newly open positions, travel expectations will be reflected in the job posting announcement. Driver's license with clean driving record required.
